HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of May 20,1996 The Grant County Commissioners session was called to order at 9:00 a.m. by Chairman Tim Snead. All of the Commissioners were in attendance with the Clerk of the Board. The Commissioners read and approved the minutes of the preceding session as written. The Commissioners approved the salary of Doug Yancey of the Cooperative Extension Department at $7.00 per hour as a summer position as a secretary/ extension aide beginning May 15,1996. The Commissioners approved the salary increase of Tone' M. Bowers of the Clerks Office to $1770 per month effective June 1,1996. The Commissioners approved the salary of Rachel M. Melcher of the Clerks Office at $5.50 per hour from June 1,1996 through July 31,1996 as a seasonal employee. The Commissioners received notification that Cheryl Key of the Dispatch Center was resigning effective May 31,1996. The Commissioners approved the request by the Wilson Creek School District to explore the possibility of buying a county car prior to the county auction for use as a Drivers' Education car. The Commissioners received the signed employment agreement with David A. Nelson as the Building/ Fire Marshal Director. The Commissioners approved the salary of Kathy Smith of the Sheriffs Office at 90 percent of control salary for a Dispatcher effective June 1,1996. The Commissioners received some proposed options for jail modification from the Sheriff. As there was no further business to come before the Board the session was continued until May 21,1996. May 21,1996 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding Cost Share Projects -Nelson Road and Jonathan Road, and Six Year Program Update. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 96 -62 -CC in the matter of initiating County Road Project designated as CRP No. 96-16 be passed. The motion carried. A motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 96 -63 -CC in the matter of initiating County Road Project designated as CRP No. 96-17 be passed. The motion carried. The Commissioners approved the salary of Judy Crose as a Chemical Dependency Counselor I in the Grant county Alcohol and Drug Center at $1719.90 per month effective May 1,1996. The Commissioners approved the salary increase of Kathy Waltho of the Juvenile Probation Department to $2,308 per month. Chairman Snead was authorized to sign the Intergovernmental Agreement #MD976199 with the Washington State Military Department for implementation of the Enhanced 911 project. The Commissioners were notified that Elvin L. Kulp Area Extension Agent -Chair would be on annual leave from May 21 through June 2 and that Christy Price would be the acting Chair. The Bid Opening for printing county legal notices was held and a motion was made by Commissioner Fancher, seconded by Commissioner Allison that the bid be awarded to the low bidder which was the Grant County Journal with a bid of $3.08 per column inch. A Public Hearing was held and a motion was made by Commissioner Allison, seconded by Commissioner Snead that Resolution Number 96 -64 -CC authorizing an appropriation and expenditure of funds for the CRID 93-3 Bond Fund #223-001 in the amount of $8,665 be passed. The motion carried. The Commissioners held a Public Meeting regarding the zone change request from Agriculture to Suburban Agriculture located in a portion of Section 10, Township 19 North, Range 27 East, W.M. requested by William and Darel Ann Haase. A motion was made by Commissioner Allison, seconded by Commissioner Snead to uphold the recommendation of the Planning Commission to deny the zone change with staff to prepare findings of fact to include Number 1 through 5 proposed by the Planning Department. The motion carried. A motion was made by Commissioner Fancher, seconded by Commissioner Allison that Resolution Number 96 -65 -CC to establish the Grant County Courthouse Security Committee be passed. The motion carried. The Commissioners signed a Proclamation declaring the week of june 16-22 as Hire a Veteran Week in Grant County. As of this date the Board by a majority vote does approve for payment those vouchers filed in the Auditors Office 5/20/96 in the total amount of $264,332.78.
