Week of July 8,1996
The Grant County Commissioners session was called to order at 9:00 a.m. by
Chairman Tim Snead. Commissioner Allison was in attendance with the Clerk of the
Board. Commissioner Fancher was out of town.
The Commissioners read and approved the minutes of the preceding session as
written.
The Commissioners, at the request of the City of Grand Coulee, appointed William
M. Evans to a position on the Grand Coulee City Council.
The Commissioners notified the Auditor that in response to a request by Sheriff
Bill Wiester they had made a decision to increase his salary an additional 3.5 percent,
retro -active to January 1,1996 based on comparisons with like sized counties.
The Commissioners appointed Vern Cummings, and Cathy Dayton to positions
on the County Fair Association Board of Directors.
The Commissioners approved the starting salary of Bernadette Uvalle of the
Sheriff's Office at $1541.60 per month effective July 8,1996.
The Commissioners received a Claim for Damages from Thomas R. Hargrove.
The matter was referred to the Prosecuting Attorney for handling.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 96 -89 -CC setting a Public Hearing for July 29,1996 at 1:30 p.m.
relating to the facts requiring an appropriation and expenditure of funds for the Current
expense Fund #001, Misc. General Govt. Department #125 in the amount of $10,000
be passed. The motion carried.
A Public Hearing was held regarding the request by Martin Pfeiffer for approval
of a Preliminary Plat to be called Pfeiffer Meadows, a major subdivision of 32 lots on
39.65 acres for homesites. A motion was made by Commissioner Allison, seconded by
Commissioner Snead to approve the plat with a Class B water system, Staffs suggested
conditions as listed with the exclusion of #2, 75 ft. setback from wetland delineation or
stream banks, Public Works requirements, 25 foot setbacks, notation that there could be
less lots than shown on the proposed plat, and Staff to write up findings. The motion
carried.
A Public Meeting was held regarding the requested zone change from Agriculture
to S-2 for the creation of two one acre homesites, requested by Matthew and Kari
Hermanson. A motion was made by Commissioner Allison, seconded by Commissioner
Snead to set the matter for a Public Hearing on August 12,1996 at 1:30 p.m. The
motion carried.
A motion was made by Commissioner Allison, seconded by Commissioner Snead
that Resolution Number 96 -90 -CC in the matter of approving the zone change from
Agriculture to Suburban -Agriculture in a portion of Section 24, Township 20 North, Range
28 East, W.M. requested by Chris Matheson. The motion carried.
The Commissioners received a signed copy of Contract Number 1-96-2496-4,
amendment A, and Contract Number MD976141, amendment B with the State of
Washington Military Department.
The Commissioners received signed agreements with Dennis D. Reynolds of
Williams, Kastner and Gibbs regarding the Ephrata, et al. v. Grant County matter with the
Growth Management Hearings Board No. 96-1-0008.
As there was no further business to come before the Board the session was
continued until July 9,1996.
July 9,1996
The Session was continued at 9:00 a.m. with Commissioner Snead and
Commissioner Allison in attendance with the Clerk of the Board.
The Commissioners met with the Public Works Director regarding, Sagebrush
Flats-Varah Approach, Moses Lake -Road Maintenance, Bid Authorization Adams Road.
The Commissioners signed the Authorization to Call for Bids on Adams Rd., CRP
96-2. Bid opening will be held July 30,1996 at 10:00 a.m.
The Commissioners held a Public Hearing, and a motion was made by
Commissioner Allison, seconded by Commissioner Snead that Resolution Number 96 -91 -
CC authorizing an appropriation and expenditure of funds for the Current Expense Fund
#001, Jail Department #115 and Coroner Department #120 in the total amount of
$198,934 be passed. The motion carried.
A Public Hearing was held regarding the Donald Kriete & Beverly Hasper zone
change request from Agriculture to Suburban -Agriculture on 75+ acres near Naylor
Junction. A motion was made by Commissioner Allison, seconded by Commissioner
Snead to continue the Hearing until 3:30 p.m. on July 15,1996. The motion carried.
A Public Meeting was held regarding the proposal to rezone 65.67 acres of land
from Agriculture to Public Facilities for the placement of a fire training center on County
Road 2 NE requested by Fire District #5. A motion was made by Commissioner Allison,
seconded by Commissioner Snead to uphold the Planning Commission recommendation
to approve the zone change with Staff to prepare findings. The motion carried.
The Commissioners approved the salary increase of Pamela J. Harris of the Clerks
Office to $1876.25 per month effective July 1,1996.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 7/5/96 in the total amount of
$190,445.55.
As of this date the Board by a majority vote does approve for payment those
vouchers included in the list filed in the Auditors Office 7/8/96 in the total amount of
$137,263.32.
As there was no further business to come before the Board the session was
adjourned until July 15,1996.
