WASHINGTON 98823 15091 754.2011 BOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASBINGTON IN THE MATTER OF APPROVING THE ZONE CHANGE FROM AGRICULTURE TO SUBURBAN -AGRICULTURE IN A PORTION OF SECTION 7, TOWNSHIP 20 NORTH, RANGE 26 EAST, W.M., GRANT COUNTY, WASHINGTON RESOLUTION NO. 96 -94 -CC RESOLUTION AMENDING THE COUNTY COMPREHENSIVE PLAN AND OFFICIAL ZONING MAP Donald Kriete & Beverly Hasper WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Commission that a public hearing was conducted on July 5, 1996 on the matter of recommending approval of a zone change from Agriculture to Suburban -Agriculture on a 75 acre parcel of property located in the West half of the Southeast quarter of Section 7, Township 20 North, Range 26 East, W.M., Grant County and ; WHEREAS, the Board of County Commissioners have been advised that the Grant County Planning Commission did not reach a quorum. WHEREAS, the Board of County Commissioners have scheduled a public hearing on July 9, 1996 and continued the public hearing until July 15, 1996 to consider testimony and make a decision. WHEREAS, the Board of County Commissioners have found that this zone change does fall within a Critical Area as defined by the Grant County Resource Lands and Critical Areas Ordinance. WHEREAS, the Board of County Commissioners have found that this zone change is not within the irrigated farm units of the Columbia Basin Project. WHEREAS, the Board of County Commissioners have found that a Determination of Non -Significance has been issued for this proposal. WHEREAS, the Board of County Commissioners have found that this zone change is consistent with the Grant County Comprehensive Plan. WHEREAS, the Board of County Commissioners have found that this zone change does not lie within the City of Ephrata's Interim Urban Growth Boundary Area. WHEREAS, the Board of County Commissioners have found that this zone change does fall within an area proposed to be a rural activity node (County designated urban growth area). WHEREAS, the Board of County Commissioners have found that this zone change is consistent with lot sizes in the vicinity of the proposal. WHEREAS, the Board of County Commissioners have found that five (5) acres is a rural density. WHEREAS,. the Board of County Commissioners have found that this parcel of property is consistent with the designation of an Uncultivated Agriculture Land which are land areas too rocky for cultivation, scab land not suited for crops and generally as a holding zone in areas which have potential for future development but the exact nature is not as yet certain; these areas may be rezoned as future needs justify it. NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant County, Washington, does, by this Resolution, amend the Grant County Comprehensive Plan and Official Zoning Map for Grant County to the effect that the following described property shall henceforth be zoned as Suburban -Agriculture: The West half of the Southeast quarter of Section 7, Township 20 North, Range 26 East, W.M., Grant County, Washington less tax parcel 16-0589-013.
