Grant County Payment Request#15 to Washington State Department of Commerce on Consolidated Homeless Grant (CHG) No. 16-46108-10, administered through the Grant County Housing Authority, in the amount of$30,908.06. (Approved) 9:30 a.m.—9;50 a.m. Open Record Public Hearing, Ordinance Repealing and Replacing Grant County Code Ch. 10.36 titled "Addressing and Grid System" The Commissioners Office held an Open Record Public Hearing to consider an ordinance repealing and replacing Grant County Code Ch. 10.36"Addressing and Grid System"with a new addressing ordinance that more accurately reflect current addressing procedures and practices, incorporates new road naming standards and takes into consideration emergency service requirements for the purposes of protecting the general public health,safety and welfare." Page 2 of�.2 ' Grant County Commissioners Minutes Week of April 10, 2017 Connor Lange,Associate Planner, stated the ordinance being considered today will result in the repeal of Grant County Code Chapters 10.36 titled Addressing and Grid System and 10,16 Designation and Classification of County Road Names.The purpose of the re-write is to assist with coordination between the county and emergency services in ensuring the health and life safety of our citizens.The proposed changes rectify errors in the existing ordinance which hadn't been examined in many years and provides clarity to some standard addressing practices which have developed since Ch. 10.16& 10.36 were written. Some of the key changes in the ordinance revision include: • The naming of shared-use driveways which serve more than one residence or parcel. (found on page 4 of Ordinance revision) • Changes to the county road naming convention wherein unique circumstances a hundredths place could be utilized to provide a road name for a private road or shared- use driveway (i.e, Rd 10.45) (found on page 6). • Use of a petition to the Board of County Commissioners for unique road names that are winding, diagonal or otherwise exempt from the county grid system. (found on page 7) • Change to the Enforcement and Penalties wherein failure to comply with the adopted addressing ordinance will be declared a public nuisance and fall under the Grant County Unified Development Code Chapter 25.16 Enforcement and Penalties. (found on page 13 & 14) Throughout the drafting process various agencies were included in meetings and provided drafts ofthe ordinance revision. The agencies included the Grant County Public Works Department, Grant County Building& Fire Marshal, Grant County Sheriff's Office, Grant County Emergency Management and MACC 911 service. All of the departments were provided time to review the final draft of the ordinance revision and no agencies provided any comments indicating a problem with the ordinance changes. Therefore,the Planning Department is recommending approval of the Addressing Ordinance being presented today which repeals Grant County Code Ch. 10.16& 10.36 (completely repealing Ch. 10.16 and writing it in to Ch. 10.36) and replaces it with a revised CH. 10.36. � A motion was made by Commissioner Stevens,seconded by Commissioner Taylor, to close the public comment portion ofthis hearing. The motion passed unanimously. Commissioner Stevens moved to approve the recommendation of the Planning Department and pass the ordinance as presented. This ordinance would require operators to complete an application, install (required) equipment, removes the requirement of an annual inspection, and adds a $35.00 license fee. Tom Jones, Sheriff, stated that ordinance was enacted many years ago and part of it was inspection of the golf cart prior to them getting a registration for it. The Sheriff's Office has determined that it takes numerous man hours to do this so they propose to from a $15.00 golf cart fee to a $35.00 annual license fee. They will be required to maintain all equipment as provided in the ordinance based on the rules of the road. No more inspections will be done. A motion was made by Commissioner Stevens, seconded by Commissioner Carter,to close the public comment portion of this hearing, The motion passed with 2 Commissioners in attendance, Commissioner Stevens moved to approve the recommendation of the Sheriff's Office and pass the ordinance as presented. The Commissioners signed Ordinance No. 17-033-CC relating to procedural changes to Chapters 22.04, 23.04, 23.08, and 25.08 of the Unified Development Code within the Grant County Code. The funding will come from the Behavioral Health Reserve Fund. • Technology Services Fund#501, Department#179 in the amount of$43,099.00 for the emergency purchase of backup data storage units. The current units have failed/are failing. Joe Carter,Assistant Director of Technology Services, discussed his request. Commissioner Carter read the letter from Grant Integrated Services for their budget extension req uest. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to close the public comment portion of this hearing. The motion passed unanimously. Page 6 of 12 Grant County Commissioners Minutes Week of April 10, 2017 1:00 p.m.— 1:20 p.m. � Open Record Public Hearing, David and Rose Stevens—Open Space Application (continued from 3/7/17) The Commissioners held an Open Record Public Hearing to consider an application for Classification or Reclassification Open Space Land per RCW 84.34 from David and Rose Stevens for Parcel No. 171376001 located in the NW NW S 24,T 23, R 28 and is 40 acres in size. This hearing is being continued from 3/7/17 and 2/28/17. The public comment period was closed at the last hearing. Commissioner Carter stated she printed out the Open Space Taxation Act publication from the Washington State Department of Revenue and is using it for guidance. Commissioner Taylor discussed the email from Jeri Lux from Department of Revenue and the Contract/Project Summary between David Stevens and the Department of Fish and Wildlife, He does not agree with the DOR email recommendation to deny the application for Open Space. Melissa McKnight,Assessor, clarified that the parcel being discussed today isn't being used for agricultural purposes. Commissioner Taylor clari�ied fihat the parcel is entirely in the wildlife preserve area, per the WDFW. Per the Open Space Taxation Act,this application qualifies for Open Open Space, Ms. Hill stated they are charging/lottery. Commissioner 7aylor said that has no bearing on the application, per the Open Space Taxation Act. Discussion ensued. Commissioner Carter stated it appears that this application falls within the Open Open classification per the Open Space Taxation Act,with the wildlife preserve. Ms. Hill stated originally they were informed that the parcel was not within the wildlife preserve, but have now found it is. Commissioner Taylor moved to approve the application and reclassify the parcel from Open Space Agriculture to Open Open Space. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Approved) 1;45 p.m,—2:00 p.m. Open Record Public Hearing,Vacating the Surplus Right-of-Way known as Stratford Townsite Excess The Commissioners held an Open Record Public Hearing to consider a petition requesting the vacation of certain county surplus rights-of-way known as Stratford Townsite Excess in S 10,T 22 N, R28E, WM. Jeff Tincher, Public Works Director, read into the record the following staff report: The Board of County Commissioners of Grant County Washington has received a petition to vacate portions of County Road Right-of-Ways(ROW)in the Town of Stratford, lying in Section 10 of Township 22 North, Range 28 East W.M., all in Grant County, Washington, as highlighted on the attached Exhibit A. The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a pub/ic hearing to be held at 1:45 PM,Apri111,2017. The Notice of Hearing was published in the County Official Newspaper pnd the Notice of Hearing was posted at each termini in complfance with RCW 36.87.050. The proponents of the petition own the entire frontage along the petitioned County Road Right-of-Way. Portions of these ROW are along County maintained roads,Sfratford Road #94025 & 22.7-NE#51120, and other portions are unimproved and the County does not maintain an active Road on these ROW. The County will be retaining a 60 foot minlmum ROW width on all County maintained roads. All affected parcels are either owned by the proponents or have frontage on other currently maintained public roads, 1 find that, these proposed sections of County Road ROW are not necessary and useful to the public and the public would be benefitted by its vacation and abandonment. � Commissioner Stevens recused himself as he is a relative of the proponent. Ron Henke, owner of Lot 8/Parcel No, 121305000 asked about the 60' right of way. Neighbors have shortened the area with shrubs and vehicles being parked on the sides of the road. Mr. Tincher explained that the petition must have 50% of the signatures of the ownership along the frontage road. And he would need to file a complaint through Code Enforcement to have items removed from the right-of-way. JoAnn Henke discussed the application. (Approved) Page 9 of 12 Grant County Commissioners Minutes Week of April 10, 2017 3:30 p.m. —3:50 p.m. Open Record Public Hearing, Department of Commerce CDBG Grant Application/Closeout The Commissioners held an Open Record Public Hearing to seek public comment on its intention to submit an application to the State of Washington for 2017 Community Development Block Grant (CDBG) Public Services Grant funding,to prepare for closeout the 2016 Public Services Grant, and to report on and prepare for closeout of the County's CDBG General Purpose Grant Project entitled Royal Water District Rehabilitation Project. June Strickler,Administrative Services Coordinator, stated the purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG)funds, and receive commenCs on proposed activities and funded activities that are nearing closeout, particularly from lower income persons residing in the Grant and Adams County areas. Comments on the County's intention to apply for 2017 CDBG Public Services Grant funding estimated to be$120,948 were encouraged, as they were on performance reporting and its closeout of the 2016 Public Services Grant No. 16-62210-005. This public hearing provided a status report and provided opportunity for comments on the County's and Royal Water District's performance and use of CDBG General Purpose Grant funds on the County's grant contract with the Department of Commerce,#15-62210-002, also known as the Royal Water District Rehabilitation Project. The following handouts were available in both English and Spanish: o Grant County's CDBG Public Participation Plan; o The Department of Commerce's Community Development Block Grant Program Public Hearing Handout; and o The Federal Citizen Participation Requirements for Local Government Applicants to the State CDBG Program. Present at the hearing was Olivia Gutierrez, a Spanish interpreter. It was communicated that individuals interested in or requiring technical assistance to become I<nowledgeable with the CDBG program or who desire to contribute ideas to solving some of the community's needs will be provided assistance upon request to the County's CDBG Citizen Participation Coordinator. Public Services Grant Present at the hearing was Candi Jaeger of the OIC of Washington,which administers the County's Public Services Grant. Candi provided a report of program activities that were undertal<en with 2016 funds and a report on the planned use of 2017 funds. Page 10 of 12 Grant County Commissioners Minutes Week of April 10, 2017 Candi Jaeger, Prosperity Center Director with the OIC of Washington, reporied on program activities: they served 644 active clients; closed out 110 clients; Iogged906 hours of 1-on-1 counseling; served160 Dave Ramsey High School Students (total combined 17,600 hours); served 19 adult students in Financial Literacy Class (for 122 total combined hours); assisted 66 Home Buyer Education Students (330 total combined hours); held 3 Business Classes with 30 students (540 total combined hours); Partnered with Microsoft for the mobile foodbank. Worked with food banks in 12 different communities (once per month)throughout Grant County; and 560 free taxes were prepared in partnership with AARP. The Energy Assistance program services 1431 households totaling$660,192.00, The Weatherization Program—serviced 19 homes this past year. General Purpose Grant on the CDBG Roval Water District Rehabilitation Prolect June Strickler gave the update on the Royal Water District grant project, No. 15-62210-002, stating it is administered by Grant County through contract with Century West Engineering out of Spokane, Washington. This project is a water system restoration and upgrade which corrects documented Washington State Department of Health (DOH) and environmental concerns while enabling a small water dis�ric��o consistently provide affordable, potable water to lower income residents in southern Grant County. The project replaced a significant portion of the waterlines serving the Royal Camp community located near the intersection of SR 262 and Road 12 SW to improve reliability and level of service for many years to come. Project accomplishments include: , o Construction of 5,618 feet of new 8" PVC water line, including new valves, to replace existing, 2", 3",4", and 6" mains that were undersized and exhibiting a high rate of leakage; o The completion of 49 service line connections; o The installation of 17 new water meter assemblies to meter previously unmetered water connections. All of the water services in the system are now metered for more accurate tracl<ing of water consumption. o The installation of 9 new fire hydrants. o Reconstruction of an intertie with the adjacent Quincy-Columbia Basin Irrigation District to permit the intertie to be safely used by either water purveyor in an emergency and improve flow measurement capabilities. Page 11 of 12 Grant County Commissioners Minutes Weelc of April 10, 2017 o Construction of a new 105,000 gallon cast-in-place concrete water storage reservoir with associated electrical and control upgrades at the reservoir site and the existing well house. The new reservoir doubled the water storage capacity to provide fire flow and ernergency backup storage, o An increase of water use efficiency. The system operator has already noticed a drop in water demand from the well serving the community. o Project photos were available upon request.
