MONDAY,APRIL 3,2017
The Grant County Commissioners session began at 9:00 a,m. with Commissioners Carter and Stevens in
attendance. Commissioner Taylor was out and excused.
9:00 a.m,—9:20 a.m. J Stricl<ler,ASC Update and Misc BOCC Action
' A motion was made by Commissioner Stevens, seconded by Commissioner Carter,to approve items 3
through 7 on the agenda as presented. Items 2 and 8 were not ready for signature. The motion passed
with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. Anticipating: 2017 Agreement Regarding Use of County Property for Public Purpose
between Grant County and the Autism Society of Grant County on Saturday, May 20, 2017
from 9:00 a.m. to 3:00 p.m. (Item not ready for signature)
3. Reimbursement Request(A-19)for contract work performed by Grant County, by and
through Grant Integrated Services' Prevention And Recovery Center(PARC), during
December of 2016 on Washington State Department of Social & Health Services' Division of
Behavioral Health and Recovery Contract No. 1563-42476 in the amount of$7,543,97.

� 4. Services Agreement between Grant County and Groat Brothers, Inc.for the abatement of
the real property owned by Myron Walkup located on Road H.8 in Moses Lake,for Grant
County Code Violations per Grant County Superior Court Warrant of Abatement of October
14, 2016 in the amount of$76,500.00. Term is approximately four weeks from the Grant
County Sheriff's Office completion of a junl<vehicle inventory and affidavit completion.

5. General Agreement and Provisions of Contract between Grant County and White Bluffs
Consulting, LLC to update the Grant County Comprehensive Plan. Term is anticipated to be
from date of final signature through June 1, 2018. (Approved)
, 6. Contract between Grant County and Cost Less Carpet Moses Lake, Inc, for removal of old
flooring/tiles/carpeting etc. and replacement of same at the Grant County Courthouse
facility located at 35 C Street NW in Ephrata in the amount of$43,560.28. Term is
anticipated to be from the Notice to Proceed through June 30, 2017. (Approved)
. 7. 2015 Contract for Professional Service/Consultant Agreement Extension between Grant
County and Century West Engineering Corporation from December 31, 2016 to November 1,
2017. The Contract and Extension are for services performed for the Royal Water District
Rehabilitation Project funded through the Washington State Department of Commerce's
Community Development Block Grant award to Grant County, Project#15-62210-022.

8. Anticipating: 2017 Agreement Regarding Use of County Property for Public Purpose
between Grant County and Sage N Sun for its annual recreational event to be held June 8,

Items discussed were: 2018 GMA Update/2017 CPA's; Legislative Update; Frenchman Hills Barn;
and Legal Review.
10:00 a.m.—10:15 a.m. Commissioners Office Safety Meeting
10:30 a.m.—10:45 a.m. Citizen Public Comment Period
Sam Winzler, Vehicle Licensing Office in Moses Lake. Wants to talk about WATV's on County Roads
Derek Smith, General Manager of Experience Power Sports, passed out packets to the Board.
Commissioner Carter asked about the City of Moses Lal<e having passed or is going to pass a WATV
ordinance for City roads.
Todd Voth, Mayor, City of Moses Lake stated the City Council voted unanimously to bring back an
ordinance that will mirror Wenatchee's WATV ordinance and have directed staff to craft the
ordinance. Many cities within Grant County have already passed such ordinances, It creates a
connectivity between the Sand Dunes ORV Park and the City of Moses Lake, on both sides.
10:37 am Jeff Tincher, Public Works Director, stated there currently is a public hearing scheduled for
April 18, 2017 at 1:45 p,m. and consider some draft language into the Grant County Code for
WATV's. Public Worl<s'received a petition from Sunland Estates last year and will be considering
their petition at this hearing. The ordinance gives direction on how to add sections to the WATV
portions of the county. The roads being discussed are Potato Hill Road and Sand Dunes Road.
Derek Smith talked about dual speed zones, as Ferry County has done (ordinance included).
Commissioner Stevens stated their worry is the population in the Sand Dunes area is more than the
population of Ferry County.
Todd Voth stated the Moses Lake City Council will revisit their Ordinance is 1 year.
Commissioner Stevens stated it only takes 1 WATV going 35 mph to slow down an entire area of
traffic,
Derek Smith mentioned Harris Road that would connect the Port of Moses Lake to the City of Moses
Lake. Discussion ensued.
Todd Voth stated the City of Moses Lal<e is a big recreational area and this passage would have a
great financial benefit.
Commissioner Carter said the Commissioners will probably have a public hearing to take comments
from the public. They will also discuss this with legal counsel and Public Works.

11:00 a.m, — 11:20 a.m. S Fode, New Hope Update
Items discussed were: Shelter Update; Budget Extension; Grant Applications and clean up;Job
description revision for Accounting Assistant is coming soon: and New Hope location June 1.
11:30 a.m, —11:40 a.m. Open Record Public Hearing, Sheriff's Office, Grant Integrated Services,
Auditor's Office and Central Services Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget
extension requests:
� Sheriff's Office Fund#112, Department#154 in the amount of$44,779.00 (including
tax)to purchase a new video visitation system through Globel Tel Link(GTL)/Value-
Added Communications, Inc, (VAC). This is a sole source purchase as GTL/VAC has
the current contract for the phone system in both jails and funding will come from
their Jail Concessions revenue.
• Sheriff's Office Fund #001, Department#114 in the amount of$43,940.00 to cover
' the upfront costs associated with upgrades to their recently purchased 6-vehicles
from Public Works. Funding would come from Current Expense/General Fund.
• Grant Integrated Services Fund #108, Department#150 in the amount of
$1,274,974.00 to receive funding from the North Central Washington Behavioral
Health (NCWBH)to fund the WISe program for treatment of children with
emotional and behavioral disorder and their families.
• Grant Integrated Services Fund#108, Department#150 in the amount of
$185,000.00 to receive funding from the North Central Washington Behavioral
Health (NCWBH)to fund their Mobile Outreach Team to enhance their current
services by providing county outreach services during evenings and weekend.
• Auditor's Office—Accounting Division in the amount of$137,307.00 for the County
Current Expense—Operating Transfers Fund#001, Department#142 for the Central
Services Department due to an error when budgeting the 2017 budget.This amount
was budgeted in the wrong account.
• Central Services Department Fund#126, Department#168 in the amount of
$3,465.69 to pay retainage to Joe's Excavation for a Juvenile Court and Youth
Services parking lot project completed in 2016. The retainage release form was just
received in 2017 and the amount was not carried over.

A motion was made by Commissioner Stevens, seconded by Commissioner Carter,to close the
, public comment portion of this hearing. The motion passed with 2 Commissioners in
' attendance, Commissioner Stevens moved to approve the budget extensions as presented.
Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance.
The hearing adjourned. (Approved, Resolution No. 17-032-CC)
1:30 p.m.—1;45 p.m. Grant County Award—Bid for Paper of Record for Legal Notices
On March 27, 2017,the Commissioners held a bid opening for the Paper of Record for legal
notices. The following bids were received:
1. Grant County Journal $5,75/per column inch
2. Columbia Basin Herald $3.49/per column inch
After review and discussion, a motion was made by Commissioner Stevens, seconded by
Commissioner Carter,to award the paper of record from July 1, 2017—June 30,2018 to the
Columbia Basin Herald in the amount of$3.49 per column inch. The motion passed with 2
Commissioners in attendance.
MISCELLANEOUS ITEMS
The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the
March 31, 2017 payroll.
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$166.00 and $236,808.45, as recorded
on a listing and made available to the Board.
The Commissioners approved the Grant County payroll authorization for the March 17 and 31, 2017
payrolls.

COMMISSIONERS OFFICE
1. Commissioners Office and Public Defense Vouchers. (Approved)
2. Revised special occasion liquor license for Fraternal Order of Eagles 2622.Their event will be
held on May 22, 2017 at the Grant County Fairgrounds. (Approved)
FACILITIES AND MAINTENANCE
3. Budget extension request in the amount of$26,492,43 for the purchase of the new Dodge
Grand Caravan that was purchased through Public Worl<s in 2016. This request was originally
approved in February, 2016 but due to not being billed until 2017,the funds were not
transferred to their 2017 budget, (Approved,the public hearing was scheduled for May 8, 2017
at 3:00 p.m.)
GRANT INTEGRATED SERVICES
4. Request to purchase twelve (12) Lenovo ThinkPad laptop computers using funds from the North
Central Washington Behavioral Health for their Mobile Outreach Team (MOT). Cost of laptops
will be$28,836.00 from CDW-G off the state contract. (Approved)
FAIRGROUNDS
5. Request from the fairgrounds director to dismantle and/or destroy 4 structures at the
Fairgrounds due to condition and age. The buildings are: (Approved)

6. Recommendation from the Fairgrounds Director to appoint Erin Allen for a 3 year term:April 5,
2017 through March 31, 2020 and appoint David Eck as an alternate member for a 3 year term:

As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the

made available to the Board.
The Clerk of the Board was authorized by the Chair of the Board to stamp her signature to the following
forms for a New Hope Grant Application:
