The �rant Cr�unty Comrn�ss�oner�s session was called to ard�r at
9:�0 a.m. by Chairman LeRay Ailison. Ali of the Commissioners w�re
in aitendance with the C1erk �f the Board.
The Gommissioners r�ad and approved the rninutes of �he
preceding session as wriit+�n.
The Commissioners approved the requesi by the Sheri� io pass
a resotui�Qn pr�viding �or a"no �nrake" ordinance for the Desertaire
Marina.
ihe �t�mrnissianers approv�d the sala�ryy incre�se of Correctivns
C}ffice Mary �Girard of the Sheriffs {�ffice to $2,12� per month effective
August '1,'i997.
The �i�Ey of N�oses L.ake provided a map showing a revised IUGA
sugg�sted by the City.
Th� Cammissic�ners re�eived nc�tificatinn from #he Teamsters
Union of their desire to vpen fcar the purpose of madification of wae�es
and benefi�s vr� the Correciions and Shsriff s Support Staff cantracis
far the 'l998 year.
The �ommissianers were ne�iifi�d by �he lDepartment of Socia! and
Heatth Se�vices that they f�ad examined ihe Child Suppvr�t Progr�m
Expenditure Rep€�r�s of Grant �ounty and that for the �+eric�d covered
they were in confiormity with generalty accepted accountine� prinGi�les.
A m�tian was made by Commissio�er Fancher, seconded by
Commissioner Sneacl that Resotui�an Number 9i-1A�3-CC adopiing
Grant County's �lan for coniinued compEiance with t�e Grovrr�th
iVlanagemeni Act �e passed. The motivn carried.
�hairman �Ilison was �uthorized to si�n an intergovernmen�al
agreemen� with �he Sta�e of lt4�ashingtan, �ilii[itary Department,
Emergency Management Division #o reimburse Grani Cc�uniy far
eligibEe expenditures incurred in the implemeniation o�enhanced 9-�l-1.
Chairman A1lison was authc�ri�ed to sign approval or disapproval
of #he liquor iicense appticatian vf Jonathinn's in Moses Lake.
The Commissianers metw►ith the Pubtic Works Direc#ar regarding
stop signs, 10:30 Bid t�►p�ning�Adarns & L�odsor�j, '1'�:O+Q Franchise
Hearing�Lakeviev�r�.
The �ommi�sioners heid a bid opening fln the Dc�dson Road and
Adams R�ad project. A moiEQn was made by Commissioner Fancher,
seconded by C�ammission�r Snead to referthe bids io the Public'i�lorks
Departrnent for iheir review ar�d recommend�tion. i`he �natiora carried.
The CQmr�issioners hetd a Pubtic Hearing c�n the Lakevi+�w Park i�later
Associati�n Franchis� appiicat�on to operate and maintain a�nrater
pipe[ine u�dergrouncl, aiong th� Northwest one quarter, �he Sc�uthwest
one quarter, th� Uli�st one-h�tf of the Nor�heast c�ne quarter, and the
Southeast on� quarter, all in Section 2G, Township 22 Narth, Range 2G
East, W.M. A m€�tion was made by Cc�mmiss�aner Snead, seconded by
Commissianer Fancher �a approve ihe Franch�se. The motivn carried.

The �ommissianers upheld the recommendation of the Public
Works Director and awarded ihe bid on the D�rdsan Rc�ad and Adams
Road pro�ect to Ceniral Washingtan Asphal�,lnc. in the amount of
$1,2A��,229.�a.
� A rnotion was mad� by Commission�r Snead, secvnded by
Cammissioner Fanc�er ta reject aii bids received on th� propas�d
Satellite Justice Center tv be tvca�ed at Division Street, �nterprise
Street, and Cessna Str�eet, located in the City vf Ephrata near the Port
af Ephrat�. The motian carr�i�d. The project bids came in over budget
and wili be rebid after rems�val af some of ihe items proposed in the
arigir�ai plans.
The �ammissic�ners set a Public Meeting fc�r September 8,1997 at
2;30 p.m. regarding the �roposed Pianned Unit Developm�r�t
Preliminary Plat Apptication to creat� a 242 Ivi subdivision on 1?3.�3
acres requested by �es�ri Ai�e Ass+�cia�es.
