WHEREAS, upon consideration of the applicants written and oral arguments, and upon consideration of the testimony and administrative recor� in the applicarion of the wne change, the Grant County Board of County Commissioners have made the following findings of fact: FINDINGS OF FACT: 1. The proposal is within the a Critbcal Area and does comply with the Grant County Resource Lands and Critical Areas Develo�ment Ordinance and the proponent has made necessary provisions. 2. Proposal is not within the irrigated farm units of the Columbia Basin Project. 3. The proposal is consistent with the Grant County Comprehensive Plan. 4. The proponent has presented sufficient evidence that changed circumstances in the area of the subject property warranted a rewne of the property. . 5.
