RESOLUT�ON N0. 97-121-CC
�
A RESOLUTION relating to the establishment of the petty cash/revolving fund
(account) for the county department: ALCOHOL/DRUG�ABUSE FUND ��115, to be
called: ADATSA Client Revolving Fund Account.
WHEREAS, the establishment of said fund was accomplished by
RESOLUTION ��88-08-CC dated January 12, 1988; and ;
WHEREAS, the STATE OF WASHINGTON has now included "Living Stipends
Funds" to be the responsibility of each county beginning with the 1997-1999
Bi-Annium: and
WHEREAS, this requires an increase in funds on hand in the
anount $1,695. '
NOW, therefore, be it resolved by the Board of COUNTY COMMISSIONERS,
as follows:
l. The ADATSA Client Revolving Fund Account be increased
by $1,695 to include living stipends funds.
2. That the Offiee Assistant of said County Department shall
be custodian of said fund, shall record all transaction
according to proper accounting procedures, and shall use
it only for the purpose of: Paying out a state advanced
stipend to ADATSE Clients.
3. That if a checking account is used,, all checks drawn from
said account shall be signed by: any two-o.f the.followi�g:
Accounting Clerk, Secretary, Office Assistant or Director.
4. That all expenditures from said fund are to be supported
with appropriate receipts and reimbursement of said fund
shall be by claim voucher and warrant.

W'hen ADATSA was createci in I987, i�s znain gc�al was to provzde treat�nent and
rehabilitatian services for indigent chemically depencient adults wh�se chemzcai
dependency prevents them from maint�ining �ainfirl employment and wc�uld
bene�it from treatment.
ADATSA outpatient treatment was desxgned to provide sobriety maintenance
skills, r�-entry counseling and vocation�� suppo�t services. An individuaI eligibie
for t��ese services must have been assessed and referred by an ADATSA
Assessm�ni aCenter.
Each ADATSA outpatient ireatment patient is eligible for a living stipend.
Although not cansidered an entitlement, the Community �ervice Offices �C50}
�ave been responsible for issuing the lzving stipend. 1�eanwhile, the Uivisian of
Alcohol and Substance Abuse (DASA} has held each county responsible %r
tracking the expenditure af living stipend funds.
Issues concerning the timeliness of living stipend benefits arrivin� at the
outpatient treatment provider have been problematic throughout ADATSA's
existence. Staff from DASA teazned with county represer�tatives frorn the
Association of Cnuz�ty Human Services (ACHS) to Paok at ways to improve ihis
part of the ADATSA systc:tn. A piIot was established and tested which gave,
several countie�e living stip�nd funds directiy. The pilot's biggest success was
for the patients, who now received their living stipend when it was needed.
