The Grant County Commissioners session began at 9:00 a.m. with all Commissioners in attendance.

The Commissioners met with the Grant County Chief Accountant who provided the annual
county inventory of capitalized assets. The Board approved the list and filed it with the County
Auditor(which will be held in the Accounting Departrnent) (Resolution No. 17-023-CC)
2:30 p.m.—2:40 p.m. Open Record Public Hearing, Sheriff's Office Budget Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension request
from the Sheriff's Office in the amount of$9,871.11 to purchase computer systems required to
operate theirJail Camera System.

A motion was made by Commissioner Taylor, seconded by Commissioner Stevens,to close the
public comment portion of this hearing. The motion passed unanimously. Commissioner
Stevens moved to approve the budget extension as presented. Commissioner Taylor seconded
and the motion passed unanimously. The hearing adjourned. (Resolution No. 17-024-CC)

The Commissioners approved the salary,wage, and/or position changes for Mathew Morrison,
Human Resources.
10:00 a.m.—10:20 a.m. Open Record Public Hearing, David and Rose Stevens Open Space
Hearing (continued from 2/28/17)
The Commissioners held an Open Record Public Hearing(continued from February 28, 2017)to
consider an application for Classification or Reclassification Open Space Land per RCW 84.34
from David and Rose Stevens for Parcel No. 171376001 located in the NW NW S 24,T 23, R 28
and is 40 acres in size.
Commissioner Stevens recused himself from the hearing as the proponents are family,
Pam Hill stated that during their current use audit,they came across this parcel and asked them
if they are farming their property. Mr. Stevens said they are not that they have a contract with
the State for hunting purposes, It's a lottery that allows people to pay$25 per person and
people can hunt deer on the property. Pam contacted the Department of Revenue if this
qualifies for Open Space. DOR stated yes,there is a contract with DFWL and this does not
qualify to be in Open Space/Open Space because he is charging the $25 lotto ticket to hunt.
Department of Revenue recommended that the Stevens could apply for the Open Space Ag
Conservation which would allow them 5 years to get their property into farming activity again
and stay in the program. Otherwise, it does not qualify to be in the current use open space
program as the income is not generated from farming, but hunting. The Assessor's Office
recommends denial of the application.
David and Rose Stevens both came to the microphone and discussed the raffle and that the $25
goes to the state, not them.
Pam Hill restated that the Open Space program is for a commercially farmed activity and
hunting is not. Pam stated the application is for Open Space Ag. This parcel does not qualify for
Open Open Space. Anyone can use the property and do whatever they want according to Open
Open Space. If this is limited to hunting only, it does not qualify.
Melissa Mcl<night discussed Open Open Space stating this is for the benefit for ALL public.
Anyone can take their family on a hike/picnic and use the property.
The property is currently classified as Open Space Ag,
Mr. Stevens stated that the 40 acres in question falls within the DFWL Game Reserve
surrounded by the program. The Game Reserve is not open for hunting.
Commissioner Taylor asked if this property is within a Game Reserve,the proponent cannot
apply for any type of Open Space and cannot be hunted on.
Melissa McKnight stated they have a very narrow set of rules to follow for Open Space. They
always refer to DOR. This was all sent to DOR,they reviewed it, and DOR recommended denial.

David Stevens clarified stated this has been a pasture for cattle, Its right next to the program
and in the game reserve,they can't hunt in there, it was a pasture then but the DFWL decided to
take the pasture off the lease. Deer use the property and it's no different than cattle.
Commissioners discussed the map provided by the proponent.
Discussion ensued, but the recorder didn't pick up all of the conversations.
Commissioner Taylor would like clarification whether or not the property is or is not in the
Game Reserve. He cannot make a decision until he has this information.

Fish and Wildlife has since pulled the proponents opportunity to graze cattle on the property, as
they have done in the past.
Commissioner Taylor stated, after looking at a map online, and lool<ing at the map of the game
reserve,the parcel in question is not within the Game Reserve, only within a Game
Management area. He does not believe the Open Open Space does not apply.
Commissioner Carter asked to see a copy of the contract between the Stevens' and DFWL. Pam
Hill provided her a copy. Its dated 1/1/2006—2014. Ms. Hill says it was extended.
A motion was made by Commissioner Taylor, seconded by Commissioner Carter,to close the
public comment portion ofthe hearing. The motion passed with 2 Commissioners in
attendance. A motion was made by Commissioner Taylor, seconded by Commissioner Carter,to
continue this hearing to April 11, 2017 at 1:00 p.m. The motion passed with 2 Commissioners in
attendance.

2. Bid Award (no contract): Asphalt Materials 2017 awarded to Idaho Asphalt Supply, Inc. of

Regulations (continued from 2/22/17)
The Commissioners held a Closed Record Public Hearing(continued from February 22, 2017)to
consider a Planning Commission recommendation of approval of code amendments affecting
Chapters 23.04, 23.08, 25.02 (all relating to establishing land use regulations for marijuana uses)
and 25.08 (relating to approved conditional uses)of the Grant County Code.

Commissioner Stevens stated he spoke with Damien Hooper, Planning Director, about 2 of the
major contested situations in this ordinance. Commissioner Stevens thinks the 500 yard setback
for feedlots and dairies should also be put forth for marijuana operations. Also,#4 in Ch. 23.04
about no odor crossing the lot line, he thinl<s it's almost impossible.This should be removed.
Commissioner Taylor agreed with Commissioner Stevens. Things should be consistent within
industries.
Commissioner Carter asked about the 2640 setback. The Planning Staff, after discussion,
proposed %Z mile. The Planning Commission then proposed 1 mile. The final decision to propose
to the BOCC is%2 mile.
Commissioner Stevens moved to approve the Planning Commission recommendation but
changing the proposed% mile setback to 500 yards and removing#4 in Ch. 23.08.245 that
would have required that no odor will cross a lot line. Commissioner Taylor seconded and the
, motion passed unanimously. The hearing adjourned. (Ordinance No. 17-026-CC)
MISCELLANEOUS ITEMS
The Commissioners approved the Grant County payroll authorization for the February 17 and March 3,
2017 payrolls.
The Chair of the Board was authorized to sign a special occasion liquor license for Moses Lake Chamber
of Commerce. Their event will be at the Grant County Fairgrounds on April 1, 2017.
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$646,314.74, as recorded on a listing
and made available to the Board.
