AN ORDINANCE DESIGNATING THE
APPROPRIATE COUNTY OFFICIAL TO
ISSUE LICENSES FOR PEDDLERS,
HAWKERS, AUCTIONEERS AND
BARTERERS, AND TO COLLECT
LICENSE FEES, SETTING A LICENSE
FEE AND OTHER MATTERS PROPERLY
RELATING THERETO.

BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF URANT
COUNTY, WASHINGTON, as follows:
WHEREAS, Grant County, Washington (the "County"), is a duly organized and existing
municipal corporation operating under and by virtue of the Constitution and the laws of the State
of Washington; and
WHEREAS, because of limited fiscal resources, the County made a policy decision to
repeal chapter 5.02 of the Grant County Code relating to business and occupation license
regulations in its entirety, in Ordinance No. 97-77-CC/Resolution No. 97-77-CC; and
WHEREAS, chapter 36.71 RCW regulates licenses for peddlers, hawkers, auctioneers and
barterers, and other matters properly relating thereto; and
WHEREAS, chapter 36.71 RCW enables the appropriate county official to perform certain
functions relative to the enforcement of chapter 36.71 RCW; and
WHEREAS, it is the intent of the Grant County Board of Commissioners, as the legislative
authority of the County, to designate the County Treasurer as the "appropriate county official" as
used and contemplated by chapter 36.71 RCW; and
WHEREAS, the County Treasurer wi11 perform all of the functions, and assume the duties
and responsibilities as set forth herein and as listed in chapter 36.71 RCW; and
WHEI2EAS, the County Treasurer will create an application to be completed by all
applicants for a peddlers'/hawkers'/barterers'/auctioneers' license, prior to the issuance of a
peddlers'/hawkers' license; and

WHEREAS, the Grant County Board of Commissioners, as the legislative authority of
Grant County, are empowered with the authority under RCW 36.32.120(3) and RCW 36.71.020 to
fix the license fee required of peddlers, hawkers, barterers and auctioneers before commencing
business in the unincorporated areas of the County.
NOW, THEREFORE, IT IS HEREBY FOUND, DETERMINED AND ORDERED, as
follows:
Section 1: The County Treasurer is hereby authorized to serve as the "appropriate county
official," and shall possess all of the powers, duties, and responsibilities as set forth in chapter
36.71 RCW, including, but not limited to, the powers, duties, and responsibilities related to the
issuing of licenses, collecting deposits, and collecting license fees as set forth herein,
Section 2: The County Treasurer is hereby directed to issue a license to any person to do
any business designated in RCW 36.71.070, for the sum set forth herein, or as amended.
Section 3: Pursuant to the authority of the Board of Commissioners as set forth in RCW
36.71.020 and RCW 36.32.120(3), the County license fee for peddlers/hawkers/barterers/
auctioneers is set at Twenty and No/100 Dollars ($20.00) U.S. Currency.
NOW THEREFORE, BE IT HEREBY RESOLVED THAT THE GRANT COUNTY
COMMISSIONERS adopt this ordinance effective immediately.
