1l4tHEREAS, the U.S. �nvironmer�tal Protection Agency has praposed a new standard of
particu[afe matter with a diaeneter af 2.5 microns or [ess (PN{2.sj; and
WHEREAS, the new standard ctsuld haue a signiitcant impact on economic development and
csn c�e�niies, substantially expanding the number o# caun#ies in "non-�itainment'" stat�s with th�
Nafiic�nal Ambient Air G2uaii#y Standardss and
�1HEREAS, s#a% regutatory agencies may be required �o impose a�r poi[uiion conirols even
an caunties not inctuded in nc�n-att�inmee�t areas if the cauntie� fa[[ within the "areas of influence„
of non-atfainmenfi counties; and
iIVHEREAS, EPA has regulated particula% matter of 1� microns-size for severa! years, and
s�bstantial pregress has been mad�, and con#inues io be made, in redc�cing such emissiar�s; and
V1tHHEREAS, EPA is pcoposing significant r�ewmonitoring requirements ta determEne whether
and where there is a problem witE� respect to the proposed t�ew stancfard; and
WHEREAS, there is a lack of scientific consensus as tc� whether PM2.� is a health risk; and
WHEREAS, court-ordered deadtines to resoive issue� invo[ving comptex scieniific matter
are inapprapriate;
WHER��t�R�, BE {T RES�LV�D that#he Grant Couniy, WA BoarcD o# County Co�nmissioners
in conjunc#ion wiih ihe Natianat Associaiiar� af Cnunties calis on the United Sfiates Cangress to:
1. t3verfiurn the court-orderect deadiines �or tfi�e issaance of new standards fQr
particulate ra�atter; at�cfi
2. RequareEPAt�cunductadequateandapprapriatemonifit�ringandsciertti�cresearch
to assur� that ar�y new standards for pa�ticulai� matter are based upon sound
scienii�c data; and
3. Assure that there is a compeliing costlbenefit anaiysis to justify the PM2.s standar�fi;
and
