(Approved) 10:00 a.m.— 10:15 a.m. Commissioners Office Safety Meeting I i Page 3 of 9 Grant County Commissioners Minutes Week of February 13, 2017 10:30 a.m.—10:45 a.m. Citizen Public Comment Period Gene Reed came to discuss current bills in the State Legislature (HB 1156, HB 1307, and HB 1589)that would allow ATV use on County roads, should the county pass such ordinance. He is in favor of these bills but knows there will be safety concerns that would need to be addressed. These bills would allow for dual speed limits on county roads,for vehicle use and ATV use. Recommendation to award the Asphalt Crack Sealant 2017 project (no contract)to Crafco Inc. in the amount of$138,140.64 which is a unit price of$0,3553 per pound, (Approved) 1:45 p.m.—2:00 p.m. Open Public Record Hearing,Vacation of Right-of-Way known as a portion of Adams Road, Old County Road 532 The Commissioners held an Open Record Public Hearing to consider a petition from Nicl< Tommer— LBT Enterprises LLC and surrounding property owners to vacate a certain county road right-of-way known as a portion of Adams Road, Old County Road 532; unbuilt right-of-way in S 24,T21N, Rz4E,WM. Jeff Tincher, Public Works birector, read into the record, his Engineers Report: The Board of County Commissioners of Grant County Washington has received a petition to vacate that portion of County Road Right-of-Way (ROWJ being a portion of Right-of- Way known as a Portion of Adams Road—Old County Road 532, lying only in Section 24 of Township 21 North, Range 24 East W.M., pll in Grant County, Washington, as highlighted on the attached Exhibit A. The Board of County Commissioners determined that consideration should be given to the petition and directed the County Road Engineer to prepare a report on the proposed vacation and abandonment for a public hearing to be held at 1:45 PM, February 14,2017. The Notice of Hearing was published in the County Official Newspaper and the Notice of Hearing was posted at each termini in compliance with RCW 36.87.050. This section of County Road ROW is currently unimproved and the County does not maintain an active Road on this ROW. All affected parcels are either owned by the proponents or have frontage on other currently maintained public roads. Page 6 of 9 Grant County Commissioners Minutes Week of February 13, 2017 The proponent, LBT Enterprises LLC is in the process of p/atting the parcel this ROW goes thru. In exchange for vacating this ROW, LBT Enterprises LLC shall thru the plat process dedicate along the section line 60 feet of ROW for the connection of Adams Road as shown on Exhibit A. Based upon the condition above, 1 find that, this section of County Road is not necessary and useful to the public and the public would be benefitted by its vacation and abandonment. A motion was made by Commissioner Stevens, seconded by Commissioner Taylor, to close the public comment portion of this hearing. The motion passed unanimously. Commissioner Stevens moved to approve the recommendation of the Public Worl<s Director and approve the vacation as presented. Commissioner Taylor seconded and the motion passed unanimously.
