A RESOLUTION ESTABLISHING A
COURTHOUSE FACILITATOR PROGRAM
AND IMPOSING A TEN DOLLAR
SURCHARGE ON FILING OF CASES
UNDER TITLE 26 RCW
RESOLUTION NO. 97-16 -CC
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT
COUNTY, WASHINGTON, as follows:
WHEREAS, the Washington State Legislature has authorized counties to establish
courthouse facilitator programs to provide basic services to Pro Se litigants in family law cases,
and to impose a surcharge of up to ten dollars on Superior Court cases filed under Title 26 RCW,
for the purpose of funding such a program, pursuant to RCW 26.12.240; and
WHEREAS, the presence of a courthouse facilitator in the Clerk's Office would greatly
aid a Pro Se litigant and assist the court in the efficient and effective handling of family court
matters; Now, Therefore,
IT IS HEREBY RESOLVED by the Grant County Board of Commissioners that the Grant
County Clerk shall be authorized to establish a position for a Courthouse Facilitator within the
Clerl�'s Office, such position to be a full-time position; and
IT IS FURTHER RESOLVED that the Courthouse Facilitator positio� shall assist Pro Se
litigants in the preparation and filing of paperwork and documents required by the Grant County

Superior Court in family law cases, and that said facilitator shall be under the supervision of the
Grant County Clerk; and
IT IS FURTHER RESOLVED that the cost and expense of the facilitator position
established above shall be funded and paid out of a ten dollar surcharge, which shall be assessed
by the Grant County Clerk in addition to filing fees otherwise allowed by law on cases filed
under Title 26 RCW. The fees imposed by this resolution shall be collected by the Grant County
Clerk and deposited in a Courthouse Facilitator Program Fund, to be used to pay the cost and
expenses of the full-time Courthouse Facilitator and the facilitator program; and
IT IS FURTHER RESOLVED that the fee imposed pursuant to this resolution shall take
effect and shall be collected by the Grant County Clerk beginning February 18, 1997.
