RFSOLUTION NO. 97-4—CC RESOLUTION DENYING A PRELIMINARY PLAT OF 14 LOTS Ron and IDena Taylor WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Plauning Commission that a pnblic hearing was conducted on November 6, 1996 on the matter af approuing a Preliminary Plat known as Taylor Ranches in a portion af Farm Unit 135, Irrigation Block 70, Columbia Basin Project, in the Northeast Quarter of Secrion 30, Township 22 North, Range 27 East, W.M., Grant County, Washington. WHEREAS, the Grant County Planning Commissiom made no recommendation to approve or deny the Preliminary Plat due to the lack of a quorum vote. WHEREAS, the Grant County Boarcfl of County Commissioners after proper notification as defined in RCW 58.17.090 held public hearings on December 9, 1996 and December 23, 1996 on this Preliminary Plat Proposal. Conclusions: WHEREAS, the Board of County Commissioners have conclnded that the proposed subdivision does not conform to the General purpose of the Comprehensive Plan which "is to set . guidelines and criteria for the preservation of the agrncultural land of Grant County, its recreational and scenic potential, the total environment and the health and welfare of its citizens". WHEREAS, the Board of County Commissioners haVe heard testimony from several residents in the axea, and from Gerald 7ames of the Lakeview Water District that there has been a significant drop in the water table over the years and that a I,akeview V�ater Aistrict well in the vicinity of this proposal was contaminated with coliform bacteria. WHEREAS, the Board of County Commissioners haVe concluded that the proposed subc�ivision may affect the quantity and quality of potable water in the area. WI-�REAS, the Board of County Commissioners haVe concluded that the proposed subdivision is not in the best interest of the residents of Grant County. Findings: WI-�REAS, the Board of County Commissioners have found tha't the proposed subdivision is currently productive irrigated farmland located in the Columbia Basin Project. WHEREAS, the Board of County Commissioners have found that the proposed subdivision does not conform to the General purpose of the Comprehensive Plau and public use and interest will apparently not be served by this proposal. NOW, THEREFORE, BE IT RESOLVED, that the �oard of County Commassioners for Grant County, Washington deny by this Resolution, an six lot subdivision for the following described property. A portion of Farm Unit 135, Irrigarion Block 70, Columbia Basin Project, in the Norfheast Quarter of Section 30, Township 22 North, Range 27 East, W.M., Grant County, Washingtan.
