unlikely the par�ies will reach a settlemeni prior ia January °�,199i; and
V�HEREAS, the efFective date �of sa�aries and benefts is
reca►gnized ic� be � negotiab�e item, and
WHEREAS, the Bc�ard of Cvuniy Commis�sioners deerns it in the
best inierest c�f ihe Countys ihe employees, and consistent with
s�atutc�ry timiia�iions, to indi�ate ihat salaries and benefits negotiated
far 1997 may be negotiated ia be effective January °Is�1997, eve� ihough
ihe colle�tive bargaining pracess m�y no# be cc�ncluded i�y January
