WHEREAS, labor negt��iations for 19�? were initiated in '199fi by

reccagr�ized ia be a negotiable item; and
1NHEREAS, the Board of County Cammissi�ners deems it in the
best interesi of the G+aunty, the emplaye�s, and cc�nsis�ent vrrit�
statutary limiiations, to ��dicate that saiaries and benefits negotiated
fc�r 1997 may be negatiated ic, be effective January 1,�i99'�, even thc�ugh
the cQllective bargaining prc�cess may nc�t be concluded by January
