IN THE MATTER OF SETTING A PUBLTC
HEARING REGARDING THE FORMATION
OF THE SCHAWANA WATER DISTRICT
RESOLUTION NO. 96- 170 -CC
A�esolution of the Board of County Commissioners of Grant County, Washington:
finding that the existing water facilities in the district to be created are inadequate,
and that the creation of the proposed district is a public health and safety necessity;
and providing for other matters properly relating thereto.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT
COUNTY, WASHINGTON, as follows:
WHEREAS, Grant County, Washington (the "County"'), is a Class 3 county,
duly organized and existing under the Constitution and the laws of the State of
Washington; and
WHEREAS, the Board of County Commissioners (the "Board") of the County
is authorized to conduct proceedings and to create water districts for the
acquirement, construction, maintenance, operation, development and regulation of
a water supply system pursuant to Chapter 57.04 RCW; and
WHEREAS, the Board has been presentec� with a request from the Schawana
Homeowner's Association for the formation of a water district for the acquirement,
construction, maintenance, operation, development and regulation of a water supply
system; and
WHEREAS, the Board has received an opinion from the county health officer
that the existing water facilities in the district to be created are inadequate, and that
the creation of the proposed district is a public health and safety necessity;
WHEREAS, the Board at a regular meeting set the request for the establishment
of Schawana Water District for public hearing pursuant to law, for December 23 ,
1996, at 1: 30 p m, at the Commissioners' Hearing Room, Grant County Courthouse,
Ephrata, Washington; and

WHEREAS, during �he public hearing, the Board will consider written and/or
oral objections to the establishment of Schawana Water District and/or the proposed
boundary lines thereof .
NOW, THEREFORE, IT IS FOUND, DETERMINED AND ORDERED, as follows:
Section 1: The Board has found and determined that the existing water
facilities in the district to be created are inadequate, and that the creation of the
proposed distriet is a publie health and safety necessity.
Section 2: The Clerk of the Board is hereby directed to set a public hearing
on December 23 , 1996, on the propositions as set forth herein, in accordance with

Section 3: All action� heretofore taken in connection with Schawana Water
District by the Board, employees and/or agents of the County that are not
inconsistent with the provisions of this Resolution are hereby ratified, confirmed and
approved.
Section 4: All resolutions or parts thereof in conflict herewith are hereby
repealed to the extent of said conflict. This Resolution sha11 be in effect from and
after its date of adoption.
ADOPTED by the Baard of County Commissioners of Grant County,
Washington, this 9th day of Decernber, 1996.
