The Grar�i County Gommissioners session �as called ta order at
9:0l3 a.m. by �hairm�n Tirn Snead. A11 of th� Gornmissioners were in
attendance wi�h the Cterk of the Board.
The Cornmissioners read at�d app+roved the r�ninut�s af #�he
preceding sessian as written.
The Gommission�rs received a Su+mmons and Compla�nt far
Damages from John Luke McE{ean. The matter was referred t4 the
Prosecuting Attarney for handling.
The Cornmiss�oners received a capy o� an Order �f Compliance
from the �rarwth Management Hearings Board for Eastern Washington.
A mati�n was mad� by Corr�missic�ner F�ncher, secanded by
Cvmmissioner Ali�son �hat ResoEution Number 96-170-GC sefting a
Public Hearing far Dec�mber 23,'l99fi a# 1:3U p.m. regarding the
fc�rmation of �he Schawana it�ater District be passed. T�e motian
carried.
Th� Corr�missianers were noti�ied by the P�b[ic Vtlorks Dir�ctor
that the Bridg� #13� projec� was built in accordance wiih the plans and
specifcatians, and that att materiais incorporated into �he project met
coniract specifications.
The Comrnissioners approv�d a request by Grant IVtenta�
Healthcare for ihe purchase of a refrigerator and microwave fc�r their
�rand Coulee �f�ice sEnce they have after schoot p�ograms for chiidren
coming ciirectty from school and they must be served a nutritious
snack.
The Cam�nission�rs approv�d the req��st �a� the County
Treasuree� to increase th�e salary he is paying to Sfiacy Smith to $5.75
per hour, ��fect�ve January 't,1996.
The Com�nissianers hetd a Pubiic Nearing at 1:30 p,m. reg�rding
the proposed zc�ne change requesi from R-2 and 5-2 ta C-G in portions
of Seciicans "�0 and '['f, Township 19 �t., Range 28 E,,W.M. requested by
the foliowing Stratford Road prc�perl,y owners, Gary Rohiinger, ��well

the Nor�hwest quarter c�f Section 25, Township ZQ Nor�h, Range 27
E,1tV,M. in Grant County, A mo��c�n was made by Commissit�ner
Fancher, secc�nded by Cvmmissic�ner �liiscan tca apprave ihe zone
change and use the conditions o� �pproval specified by the Planning

The Comtr�issioners appraved a Request for Transfer of Funds in
the Empioy�� Benefits Fund #5�4, �epartment #183 in ihe amrount af

The Comrr��ssianers approved a Request �or iransfer c�f Funds in
the Aic�ohol and Drug Abuse Depar�men� #�11v, Fu�d #�157 tn the tvtat
amauni of $17,8��.
The Commissioners approved the starting salary of Gloria
Ponozzo as a Par#-Time Cook in the Correction Facility at �7.00 per
hour, effective December 9,1996.
The Commissioners were notified by the Grant County Sheriff that
the last day of employment a� a Dispatcher will be January 15,1997 for
the following ernployees, Kathy Hilliard, Kathy Ho�loway, Kathy Smith,
James Porter, Sandra Millican, Pam Dove, IVlary Speck, and Donn
Cook. The Sheriff also notified F�athy Hilliard that she was being
offered a position as Clerk for the Grant Coun�ty Sheriffs Office
effective January 16,1997.
The Corromissioners received a Release of All Claims from RCC
Consultan#s,ln�. formerly RAM COMIVIUNICATIONS CONSULTANTS,INC.
A motion was made by Corr�missioner Fancher, seconded by
Commissioner Allison that Resolution Number 96-171-CC
congratulatinc� the Royal Knights Footbalt Team for their winning the
Class A State Charr�pionship be passed. The rr�otion carried.
A r�otio� was made by Commissioner Aliison, seconded by
Commissioner Fancher that Resolution Number 96-172-CC
congratulatin� the Warden Cougars Girls Volleybalt Team be passed.
The motion carried.
A motion was made by Commissioner Altison, seconded by
Commissioner Fancher that Resolution Number 96-'173-CC setting a
Public Hearing �or December 23,1996 at 1:00 p.m. relating to the facts
requiring an appropriafion and expendi#ure of funds for the Current
Expense Fund #Q01, Various Departrnents in the arra�ount of $231,204 be
passed. The motion carried.
A mation was made by Cornmissioner Allison, seconded by
Commissioner �ancher that Resolution Number 9s-174-CC setting a
Public Hearing for December 23,199fi at 1:00 p.m. relating to the facts
requiring an appropriation and expenditure of funds forthe Law Library
Fund #110, Department #152 in the amount of $fi,000 be passed. The
motion carriec9.
A motion was made by Comr�nissioner Fancher, seconded by
Commissioner Allison that Resolution Number J6-175-CC setting a
Public Hearing for December 23,1996 at 1:00 p.m. relating ta the facts
requiring an appropriation and expenditure of funds for ihe Prosecutor
Crime Victim Comp. Fund #120, Department#162 in the amount of $600
be passed. The motion carried.

Commissioner Allison that Resolution Number 96-176-CC setting a
Public Hearin� �or December 23,199fi at 1:00 p.m. relating to the facts
requiring an appropriation and expenditure of fun�fs for the Employee
Benefiis Fund #504, Department #183 in the arr�ount of $s3,000 be
passed. The motion carried.
As of th�s date ihe Board by a majorifiy vo�te does approve for
paymenfi thc►se vouchers included �n the list filed in the Auditors �ffice
1279196 in the #otal amount vf $562,485.70.
The Ca�mmissioners signed the Public �Elarks �laims Fund
Voucher Ap��oval ##17-1 through #11-170 in the total amount of
