The Grant County Commissioners session began at 8:30 a.m. with Commissioners Stevens and Taylor in
attendance. Commissioner Carter was out and excused.
8:30 a.m.—9:00 a.m. Elected Official Monday Morning Meeting
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to approve items 2,
and 4 through 10 on the agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. 2017 Animal Shelter Contract between Grant County and Grant County Animal Outreach, Inc.
Term is January 1, 2017 to December 31, 2017. (Approved)
3. Anticipating: Interlocal Agreement between Grant Transit Authority and Grant County
Regarding Emergency Services for legal framework and establishment of procedures and
conditions for making limited GTA owned vehicles and GTA operators available to the Grant
County Sheriff's Office Emergency Management Division. (Item not ready for signature)
4. Grant County Juvenile and Youth Services Snow Removal Service Contract, between Grant
County, by and between Grant County Juvenile and Youth Services, and Kevin Judkins, of I<J's
Lawn Care and Maintenance. Term is from date of final signature to November 15, 2017.

5. Appointment and Oath of Office for Special Deputy Prosecuting Attorney between Garth Dano, i
elected Prosecuting Attorney, and Leslie Nellermoe of Nellermoe Wrenn, PLLC for legal guidance ;
and assistance, supervision and consultation, including advice,with respect to the Grant County ,
Public Works Department and environmental and Landfill matters, and the provision of legal '
opinions regarding such matters as may be appropriate to the County, as directed by the i
Prosecuting Attorney's Office. Term is January 1, 2017 through December 31, 2019. (Approved) i
6. Continuation on Request for release of funds on SIP#2016-04, Port of Ephrata, Fire Suppression ,
System for Two Port-Owned Buildings(Phase 11). On last week's agenda payment to the Port of !
Ephrata in the amount of$150,000 and $6,250 to the Grant County Economic Development �
Council for its 2.5%Admin Fee was requested and these payments have subsequently been j
made. However,the Port's grant portion was erroneously listed as$100,000 (with an additional �
$50,000 on the loan)when it should have been for$200,000 (with an additional $50,000 for the I,
loan). The EDC Admin Fee was properly calculated for the entire project. This request is to '
approve and process the remaining$100,000 grant fee owed to the Port of Ephrata on this �
project. (Approved) �
7. Washington State Department of Commerce, Community Services and Housing Division, Office '
of Crime Victims Advocacy Training Bank Grant Program, Grant Contract No. F16-31119-940, �
with Grant County, by and through New Hope Domestic Violence &Sexual Assault Services.
Grant is for$5,000 with a term of September 1, 2016 through June 30, 2017. (Approved) �

auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$543,502.49 and $1,425,317.43, as
recorded on a listing and made available to the Board.
The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the
January 6, 2017 payroll.

A motion was made by Commissioner Stevens, seconded by Commissioner Taylor,to close the
public comment portion of this hearing. The motion passed unanimously. Commissioner
Stevens moved to approve the request to surplus county property as presented. Commissioner �
Taylor seconded and the motion passed unanimously. The hearing adjourned. (Approved,
