Week of November 25,1996
The Grant County Commissioners session vrras called to order at
9:00 a.m. by Chairman Tim Snead. All of the Commissioners we�e in
attendance with the Clerk ofi the Board.
The Commissioners read and approved the minutes of the
preceding session as written.
The Commissioners received a Tort Claim for Damages fram
D.Gene Taylor, et ux, et al. The matter was referred to the Prosecuting
Atto�ney and the Public Works Director.
The Commissioners no�tified the Accounting Department that the
amount of $2Q,722.78 from the Capital autlay budget was needed fior
the purchase of a new Paragon Mail Processor.
The Commissioners approved the request by the Senior
Opportunity and Services Center of Moses Lake for a grant from the
County in the amount of $3,000 for the Senior Nutrition Program.
The Commissioners approved the request by the Sheri�'s
Department for the amount of $1,712 to be added to their travel budget
for the extradition of two wanted felons.
The Commissioners approved the request by the Maintenance
Department for the purchase of a new snow blower in the amount of
1666.25.
The Commissioners approved the salary increase ofi Elisa M.
Ponozzo of the Clerks Office to $1814 per month, effeciive December
1,1996.
The Commissioners approved the request for Transfer of Funds
in the Era�ergency Services Fund #102, Department #�144 in the total
amount of $5,771.
The Commissioners approved the request by the Grant County
Historical Museum for transfer of $5,000 from their Repairs-
Maintenance budget to their Miscellaneous account.
The Commissioners approved the salary increase of Kevin Bailey
of the Grant County Juvenile Probation Department to $2,411.10
effective November '1,1996.
The Commissioners approved the salary increase of Kathy Waltho
of the Grant County Juvenile Probation Department to $2,628 per
month effective November 1,1996.
The Commissioners approved the siarting s�lary c�f Chr�stine
Garcia a� the �rar�t County A#�ohoi and Drug ��n�er a� $2,794.�Q per
month effective D�cember °I&,199�.
Th� Comm�ssioners receiv�d a requ�st from the Couiee Ciiy
Police Department, Grand Coul�e Po�ice Deparim�ent, Royal City Poiice
Ctepartment, Warden Po[ice Department, �phraia Police Department,
IVfa�tawa Pc�iice Deparim�nt, Quincy Police Depariment, Soap Lake
Pc�lice Depariment and the Gran� Courtt� �heriff f�r suppvr°t io increas�
a�#11��th Qf 1 per�ent c�n sal�s tax within the Couniy tc+ be allocaied tc�
criminal �usiice.
The Commissioners �eceived a request frc�m the C�eser� l�ire
C}�nrner's Associatia�n for financial assi�tance in the pianned upgrade ta
the marina t+�cated on Grant Gau�ty PUD land adjoining Deser� Aire.
The Cor�missic�ners approu�d the requsst by l?arothy Alvarada vf
�he Prc�secuting �Attorn�y's Departmen� fa►r Family Medical Leave
thraugh the end of Nover�ber.
The �ommissivners appraved ihe request by t�he Grant Caunty
lUlental Health t3ffce to �Ilow donated leave for an employee who has
a termin�l itlness.
Th� Commissioners approved �he cequest by the Pubiic Wcarks
�irectorto ex�end the annual ieave usage cut-o�da�e for 1996 to �larch
�1,1997 due tt� the unusuai amount of sr�ow received �his y�ar whac� has
made it difEicult to al�aw emplc�yses to use the�r annual ieave.
The Commissioners wer� nc�ii�ed by John L�dgerwvod, President
of Wesimont Acres,�nc. th�t they have changed �f�eir by-Iaws ia! all�rw
on�y one potable water source for each ex�siing part time farrn unit in
Biack 70'1, this would mean tha� if a curr�nt unit is di�ided by the
�urrent owner, �llestmc�nt Acres,lnc, would not supp[y water tc� th� spiit
off land.

there�nri�h; reenact'rr�g a new se�tion of the Grant Coun�y Gc+de
regulating the Erect�Qn, Constructi�an, Eniargemerot, afteratior�, repair�
maving, rem+�vat, demarlitivn, conversiarn and vc�cupanc� of buiidings
vyithir� Grant �aunty by the adoption of the'i994 editic�ns c�fth+e Unifc►rm
Building �ode, Fire �c�de, Mech�nica� Ct�de, Abaiemen� o� Dangerous

the issuance of permits and the cvllection of fees therefor, and

The Commissioners met�rith #he Pubii�'l�ic�rks Glirector regarding
the Supplemenf.al Agreement on iBridge No. 393, 'C�` Sw, GTA, and
Personne�-Annual �eave and Centrai Shop.
The Cvmmissioners signed the Pubt�c �iTorks Claims Fund
Vouch�r Approvai #11-� thr�caugh #'1�1-2 in ihe tatal amo�ni of
$10,fS1.G7.
The Commissi4ners signed the l�t`ashingtc�n �tat+� Department of
Transpor�atia►n Local Agency �lgreement, Suppl�meni No. '� regarding
Bridge #393, 't�' S1�t Raad.
A motivn v�ras made b�r Commissioner Allison, secvraded by
C+�mmissioner Snead that Resaiution Number 95-1�'!-CC ir� ihe matter

Marcelino Terado in Section 4, Tov�rnship 14 [�., F�ange 23 E,�U'.M. %e
passed. The motivn carried. Commissianer Fancher abstained.

pvsitions on the Narth Cen#ra1 Washingfarn l��gional:5uppart Ne�rorks
Quality Review Team.

Th� Commrssioners held a Pubiic Heari�g at 7:00 p.m. to iake
�urth�r iestimor�y on the praposed 1Vloses Lake IUGA.
