HomeMy WebLinkAboutResolution 96-131-CCBOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON IN THE MATTER OF DESIGNATING RESOLUTION NO. 96-131-CC THE INTERIM URBAN GROWTH ORDINANCE NO. 96-131- �C AREA FOR THE TOWN OF MATTAWA TOWN OF MATTAWA GRANT COUNTY WHEREAS, the Growth Management Act, Chapter 36.70A RCW (hereinafter GMA) requires Grant County to designate interim urban growth areas; and WHEREAS, the cities and towns and Grant County have participated in the development of County wide Planning Policies; and, WHEREAS, The GMA requires that all cities within the county be included within an urban growth area; that urban growth be located iirst in areas already characterized by urban growth that have sufficient existing public services and facilities to serve the development, and second, in areas already characterized by urban growth that will be served by a combination of existing and proposed services and facilities; and, WHEREAS, the Town of Mattawa has proposed an interim urban growth area for the Town of Mattawa on the basis of the following criteria which include: 1) The Final Adopted Policies of the Grar►t County Planned Growth Committee 5-6-93. 2) Draft Town of Mattawa Comprehensive Plan including goals with respect to land use, housing, economic development, open-space and recreation, transportation, utilities, and capital facilities. 3) Data and information developed by the Town of Matitawa and the analysis of such data and information by the Town of Mattawa Citizens Advisory Committee for the development of the Town of Mattawa Comprehensive Plan including population and land capacity analysis and financing strategies. 4) The Town of Mattawa has received input from the Comprehensive Plan Citizens Advisory Committee, the Planning Commission, and held public hearings. 5) The Town Cpuncil of the Town of Mattawa has adopted the pro�osed IUGA. WHEREAS, the Washington State Department of Community, Trade and Economic Development was provided 60 day notice and opportunity to comment and no comments have been received; and WHEREAS, the Grant County Planning Director is the SEPA Responsible Official for the State Environmental Policy ACT (SEPA) purposes, and has reviewed a SEPA Environmental Checklists and issued a Mitigated Declaration of Non-signiiicance (MDNS) for the establishment of the proposed IUGA; and WgIEREA�, the Board of County Comrnissioners held a public hearing on November 28, 1995, upon notice, at which time the Board of County Commissioners heard comments in regard to the proposed IUGA at Mattawa and continued the public hearing until December 18, 1995 upon notice, in the Board Room of the County Commissioners at the Grant County Court House, Ephrata , WA; and, WHEREAS, t�e Board of County Commissoiners designated the Interim Urban growth area in its proceedings on December 1$, 1995. WHEREAS, The Grant County Board of County Commissioners makes the following iindings and conclusians: 1. The Washington State Legislahire has adopted the Growth Management Act. Grant County has been mandated to plan under the Growth Management Act. The Growth Management Act requires that Interim Urban Growth Areas be designated for cities, towns and rural urban nodes within Grant County. The Town of Mattawa has made a proposal for an interim urban growth area to the Grant County Board of Commissioners. A iinal urban growth area will be developed and proposed by the Town of Mattawa in the completed Town of Mattawa Comprehensive Plan. 2. The Washington State Legislature has determined the following. Growth and development is inevitable. Growth, development and population increase wi11 affect the human and natural environment. The development of comprehensive plans and implementing development regulations as required by the Growth Management Act will constitute mitigation tools to mitigate potential adverse impacts to the human and natural environment resulting frorn growth, development and population increase in a planned, coordinated and funded manner concurrent with growth, development and population increase. 3. The Town of Mattawa has determined that its IUGA proposal represents a reasonable area to which the Town of Mattawa may provide urban services, facilities and utilities over a 20 year planning horizon. The Town of Mattawa has proposed an Tnterim Urban Growth Area providing sufiicient area for development. The Town of Mattawa Comprehensive Plan, implementing development regulations, capital facilities plans and capital funding plans will address: land use; transportation; utilities; capital facilities; housing; economic development; open space and recreation; and, design in the Town of Mattawa and the proposed Interim Urban Growth Area. 4. The Town of Mattawa and Grant County may develop Interlocal Agreements for joint planning to implement the Growth Management Act. 5. The IUGA proposal by the Town of Mattawa and supporting documentation addresses criteria including but not limited to the following: A. Existing commercial and residential developments bordering the corporate limits of the Town. B. Estimated population growth of the Town. C. The capacity of Town for expanding urban governmental services as defined in RCW 36.70A. p3p (16). D. Availability of land suitable for development in the Town or the area adjacent to the Town. E. Anticipated growth and development over a 20 year period of time. NOW, THEREFORE , BE IT RESOLVED: that the IUGA proposal by the Town of Mattawa is established by the Board of Co�tnty Commissioners with the revison on Highway 24 identified in Exhibit A with the following stipulations: Stipulations: 1. The �nal urban growth area shall be proposed by the Town of Mattawa and designated in compliance with the Growth Management Act, The County Wide Planning Policies, The Washington State Environmental Policy Act, and all applicable federal, state, and local regulations, rulings or requirements, 2. The final urban growth area shall be proposed by the Town of Mattawa and designated in conformance, as raquired by the Growth Management Act, with revised population projections for Grant County as prepared by the Washington State Of�ce of Financial Management. Final Urban Growth Areas shall include areas and densities sufficient to permit urban grawth that is projected to occur in Grant County within the next 20 years based upan official papulation projections fa� Grant CounCy. 3, The �'ina2 urban growth area proposal by the Tawn af Mattawa and designation sha11 take inta cansideratian SEPA Prethreshold Decisian Scoping Review Comments and additional comments submitted by persons, agencies with jurisdiction, the Washington State Department of Ecalogy, aff�cted Indian Tribes, and each local agency or political subdivision whose public services would be changed as a result of implementation af the IUGA prapasal. 4. The Interim Urban Growth Area shall be cansidered as a long term urban growth area baundary providing capaTown in keeping with the Town of Mattawa's plans and projections for populatian grawth and develop�nent in the agricultural, residential, cammercial, industrial, and public sectars af the caxnmunity and %r the preservation an enhancement of the rural environment and life style enjayed by the citizens of the Tawn of Mattawa consistent with the requirements of the Growth Managenlent Act. 5. 1Vlodification of interim urban grawth areas may be made by the Catxnty based an revised data or ch�nged circumstances. The ir�terim urban growth area designated by ihis ordinance shall remain in effect only until such time as a final urban growth area is designated pursuant to tl7e requirements of the Growth Management Act. 6. The Town of Mattawa has propased future land use d�signations withit� the IUGA under the juri�d'zction c�f Grant �ot�nty to be used as a guide for the developtnent of the final Urban Growth Area and the develapment of land use and develapment regulations. The Town of Mattawa and Gr�nt County may work jointly io develop defined future land use designations within ti�e IUGA and to create land use and development regulations for the IUGt� consistent with the requirements of the Crowth Management Act.
