A PRELIMINARY PLAT OF 29

WFIEREAS, the Board of County Commissioners of Grant County have been advised
by the Grant County Planning Commission that a public hearing was conducted on JUNE 5, 1996 on the
matter of approving a Preliminary Plat in a portion of the Southeast Quarter of Section 14, Township 20
North, Range 27 East, W.M., Grant County, Washington.
WHEREAS, the Grant County Planning Commission made a recommenda.tion to
approve the Preliminary Plat subject to no conditions of approval.
WI�REAS, the Grant County Board of County Commissioners held a public meeting
on 7uly 1, 1996 and decided to hold a public hearing on this request.
WHEREAS, the Grant County Board of County Commissioners held a public hearing
on July 22, 1996 and decided to approve the Preliminary Plat request, subject to certa.in conditions.
WI�REAS, the Board of County Commissioners have found that the proponent has
made appropriate provisions for drainage, roads, alleys, utilities, public ways, water supplies, sanitary
wastes, parks, playgrounds, fire protection facilities, school sites, and grounds and other public and
private facilities and improvements.
WHEREAS, the Board of County Commissioners have found that the proposed
subdivision does conform to the General gurpose of the Comprehensive Plan and public use and interest
wi11 apparently be served b� the proposal.
NOW, THEREFORE, BE TT RESOLVED, that the Boaxd of County Commissioners
for Grant County, Washington approve by this Resolntion, a twenty-nine lot subdivision on 167.26 acres
for the following described property subject to the following conditions of approval.
The Southeast quarter of Section 14, Township ZO North, Range 27 East, �7V.M., Grant
County, Washington.
Conditions:
l. The final plat sha11 be in compliance with the Grant County Comprehensive Plan, the Growth
Management Act, The County Wide Planning Policies, The Washington State Environmental
Policy Act, tlie Grant County Zoning Ordinance, the Grant County Resource Lands and Critical
Areas Development Ordinance and aIl applicable federal, state, and local regulations, rulings ar
requirements.

Development shall comply with all applicable requirements of the Grant County Fire Flow
guidelines and the Uniform Building Code and Uniform Fire Code. Proponent shall address the
addressing requirements as indicated by the Grant County Fire Marshal.
Developer shall address the comments from the Grant County Fire Marshal concerning the road
designations.
The final plat shall comply with all required improvements of the Grant County Putslic Works
Department.
The final plat shall comply all requirements of the Washington State Department of
Transportation and developer shall obtain any required approvals from the WSDOT.
Developer shall address the comvBents of the Grant County Public Works Department and the
Washington State Department of Transportation.
7. Developer shall coznply with afll requirements deemed. necessary by the Grant County Health
District, the Washington State Department of Health, and the Washington State Department of
Ecology regazding domestic water supply, sewage systems and storm water control and
treatment including, but not limited to: RCW 90.48.080 Discharge of Polluting Water
Prohibited; WAC 173-201, Su�face Water Standards; WAC 173-201A, Ground Water Quality
Standards and VJAC 246 272, On-site Sewage Systems.
8. Developer shail address the comments of t�e Grant County Public Utility District and include
the requestecl setbacks for utility easements.
9. Developer shall address the comments of the USDA Natural Resources Conservation Service and
comply with any requirements of that agency.
fl0. If any Native American grave sites or archaeological resources are discovered or excavatecl the
developer shall stop wark and notify the Yakama. Nation Cultural Resource Program and the
Colville Confederated Tribes Cultural Resource Program.
11. Proponent shall meet and comply to the fullest extent possible the recommendations of the
Washington State Department of Fish and Wildlife which are listecl as follows:
a. Develop fire prevention and control programs to reduce the risk of fire losses of native
shrub cover; this ma.y include, among other things, green belts planted with fire
resistant vegeta.tion, or other mea.ns to reduce fuel buildup around the pe�rimeter of the
development.
b. Establish weed control programs to prevent no�ous weeds from spreading outside the
development into the adjacent native habitats.
c. Discourage off road vehicle use to minimi�P disturbances to habitats and nesting birds.
d. Consult with the WA St. DOFW in the event burrowing owls are later discovered in the
area to consider protection strategies.
