RESOLUTION: RESOLUTION No. 16- c��� -CC
IN THE MATTER OF DELEGATING TO THE COUNTY
ROAD ENGINEER AUTHORI7Y TO REQUEST FEDERAL
REIMBURSEMENT AND APPROVE CHANGE ORDERS
WHEREAS, RCW 36.32.120 states the county legislative authority of each county shall have authority to lay
out, discontinue, or alter county roads and highways within their respective counties;
WHEREAS, RCW 36.80.010 states the county legislative authority of each county shall employ a county
engineer on either a full-time or part-time basis, or may contract with another county for the engineering
services of a county engineer from such other county;
WHEREAS, The county engineer shall examine and certify to the board all estimates and all
bills for labor, materials, provisions, and supplies with respect to county roads, prepare standards of
construction of roads and bridges, and perform such other duties as may be required by order of the board;
WHEREAS, the county engineer shall have supervision, under the direction of the board, of establishing,
laying out, constructing, altering, improving, repairing, and maintaining all county roads of the county;
WHEREAS, The Federal Highway Administration, through the State authorizes federal transportation funding
to Adams County for transportation projects;
WHEREAS, The Code of Federal Regulations, 2 CFR 200.415(a) has been revised to ensure that final
fiscal reports or vouchers requesting payment under Federal agreements must include a certification, signed
by an official who is authorized to legally bind the non-Federal Agency;
WHEREAS, The Board of County Commissioners executes all Federal grant funding agreements and
supplemental agreements;

WHEREAS, In order to seek timely reimbursement for proper expenditures related to the Federally funded
grant projects, the Board of County Commissioners delegates to the person appointed as the County Road
Engineer the authority to legally bind Grant County solely for the purpose of requesting Federal Grant
reimbursement;
WHEREAS, In order to seek timely completion of construction project work and minimize additional costs
the Board of County Commissioners will allow the County Road Engineer the authority to approve changes to
construction contracts in progress and such alterations in the work as are necessary to satisfactorily
complete; '
NOW THEREFORE BE IT HEREBY RESOLVED, That for the purposes of requesting reimbursement for
Federally funded transportation projects, the County Road Engineer shall be delegated authority per 2 CFR
200.415(a) to legally bind Grant County ; and
BE IT FURTHER RESOLVED, that the County Road Engineer shall be authorized to sign all grant
reimbursement vouchers for grant funded transportation projects and construction change orders on behalf of
Grant County
