The Grant County Commissioners session began at 8:30 a,m. with Commissioners Carter and Swartz in
attendance. Commissioner Stevens was at International Association of Fairs and Expositions (IAFE)
Convention (Las Vegas, NV).

9:00 a.m,—9;20 a.m. J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Carter,to approve items 3, 6
and 7 on the agenda as presented. Items 2,4, and 5 were not ready for signature.The motion passed
with 2 Commissioners in attendance.
1. Possible vouchers for insurance, legal services,grant administration, etc.
2. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals
in Grant County District Court, Full Time Contractor, between Grant County and Patrick Earl.
Term is January 1, 2017 through December 31, 2018. (Item not ready for signature)
3. 2017-2018 Professional Services Agreement for Legal Representation of Indigent Individuals in
the Juvenile Division of Grant County Superior Court(Juvenile Offenders�Only), Conflicts
Contractor, between Grant County and Thomas Wolfstone. (Approved)
4. Anticipating: 2017 Animal Shelter Contract between Grant County and Grant County Animal
Outreach, Inc. Term is January 1, 2017 to December 31, 2017. (Item not ready for signature)
5. Anticipating: 2017-2019 Davis Shows NW, Inc.Agreement with Grant County for the provision
of shows, amusement rides,games and concessions during the Grant County Fair. Term is from
date of final signature through September 30, 2019 (for August Fairs in 2017, 2018,and 2019).

6. Negotiated Settlement Agreement between Dune Lake Investment Company, LLC, and Grant '
County Washington, by and through the Grant County Planning Department, regarding
agreements and obligations of the parties in concert with a Development Agreement(serving as
Exhibit A). (Approved)
7. Correction to: Reimbursement No. 6 to the Department of Commerce on CDBG General
Purpose Grant No. 15-62210-022, Royal Water District Rehabilitation Project in the amount of
$132,279.19 (as opposed to $144,115.57) and Reimbursement No. 7 in the amount of
$315,297.86 (as opposed to $303,461.48). This involves an internal record-I<eeping matter with
no change in the dollar amount between the two reimbursement requests to Commerce, but
requires new form A-19's to be signed by the BOCC chair for submittal to Commerce. ;

4. Request to the Commissioners�For Signature Authorization to the Public Worl<s Director giving
him authorization to sign a Grade Crossing Construction and Maintenance Agreement between
Grant County and BNSF (Burlington Northern Santa Fe Railroad)to improve the existing Adams
Road at-grade crossing. (Approved)
1:30 p.m.—1:50 p.m. Open Record Public Hearing,Adopting a Comprehensive Six Year
Transportation Improvement Program for 2017-2022
The Commissioners held an Open Record Public Hearing to adopt the Six Year Transportation
Improvement Program for the years 2017-2022.
Jeff Tincher, Public Works Director, discussed the Program and stated that the new plan has
been updated in a new format using the new cost accounting system.
A motion was made by Commissioner Swartz, seconded by Commissioner Carter to close the
public comment portion of the hearing. The motion passed with 2 Commissioners in attendance.
Commissioner Swartz moved to approve the Program as presented. Commissioner Carter
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

2:00 p.m.—2:20 p.m. Open Record Public Hearing, Ordinance Modifying CH. 11.04 of the
Grant County Code titled "Maximum Speed Limits"—Stratford Road

The Commissioners held an Open Record Public Hearing to consider Jeff Tincher Public Works
Director stated a petition was received from Stratford Rd, Estates community to reduce speed
limit from 35 mph to 25 mph for all the roads in Stratford Road Estates.

The roads that are proposed to be changed are: 5.6 NE, 5.7 NE. 5.8 NE, 5.9 NE,J.2 NE,J.4 NE—
those are all currently 35 mph and to reduce down to 25 mph.
When the petition came in it had majority support from all the current homeowners in the area
that have houses, There are about a little more than half has been developed.There are still
quite a few undeveloped, but the majority of them were in support and signed'the petition.
Public Worl<s director added as a county engineer,J.6 NE.This is at the end of Stratford Rd.
Estates. It is a plat and there are one or two houses that are currently there at the beginning of
it. The current speed limit on that road is 50 mph because it doesn't have an assigned speed so
he recommends reducing it down to 35 mph. at the end of it to put a speed limit on that road.
Meiers Enterprises owns that stretch along there and they were not in support of 25 mph
because they have the frontage along that road, but they were in support of 35 mph.
Public Works Director recommends approval of the petition.
Katie Sanders, Rd. 5.9—stated she is a stay at home mom and knows of 70 kids in that
neighborhood and there a lot of construction workers going through at 50 mph. Her kids have
almost gotten hit a few times. Commissioner Swartz asked if there was a homeowners
association. Ms. Sanders stated that they did not. She stated that they had a neighborhood
watch BBQ and everyone was in support of the reduction of speed limit. Ms. Sanders was the
one that started the petition and went to every house.
Commissioner Carter said that they can notify the Sheriff's office and they can put an emphasis
patrol out there. Commissioner Carter asked when the speeding took place. Ms. Sanders said
that it was all the time. Ms.Sanders said they put a "slow down kids"sign out and someone
crashed into it.
Holly Bowden, Rd. 5.7—she stated that J.6 should be considered 25 mph not 35 mph.as it is in
conjunction with the rest of the streets.There are already 2 children and another on the way
from just one household. Future home development in that area is going swiftly.
Mr.Tincher said that when they received the petition for the speed limit,the GIS Dept. pulled
the map of the area and it shows all the property owners so they matched up the signatures
with who owns the lots out there,They are after the majority of the people in that area that
want that,That was very evident for the whole part of Stratford Rd. Estates.
The area he added was all owned by one property owner at this time. That road is currently 50
mph because it is unmarl<ed. Any county road that is unmarked is 50 mph.This can be revisited
when there are more property owners there.
Mr.Tincher stated that once ordinance is passed,the sign shop know and they will start locates
and so within a month of that will have it signed. (posted) New regulatory sign will be flagged to
bring some attention to it.They will also ask for enforcement. Another idea is to bring in the
radar trailer next year.

as proposed by the Public Works Director. Commissioner Carter seconded and the motion

Pursuant to the provisions of RCW 84.52.070 the Board of County Commissioners hereby

the property within each taxing district for the purpose of levying taxes.
