The motion passed unanimously. 1. Possible vouchers for insurance, legal services,grant administration, etc. . 2. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals in Grant County District Court, Full Time Contractor, between Grant County and Patricl< Earl. Term is January 1, 2017 through December 31, 2018. (Item not ready for signature) 3. 2017-2018 Professional Services Agreement, Interpreter, between Grant County and Saul Castillo. (Approved) 4. Appointment and Oath of Office of Special Deputy Prosecuting Attorney from Garth Dano, elected Prosecuting Attorney for Grant County,Washington, appointing Anthony Menl<e of Menke Jackson Beyer, LLP for the performance and rendering of legal assistance and counsel regarding labor law, employment law and personnel matters, and such other matters and proceedings as required by the Prosecuting Attorney or designee. The smell of the marijuana as its being harvested is unbelievable, it's terrible. The Commissioners told Mr. Eldridge that even though the County Commissioners make a recommendation to the State Liquor and Cannabis Board,to either deny the applicant or the location,the State continues to approve the licenses anyway, The Board discussed the "Hirst Decision". Grow operations are allowed 5000 gallons per day, If they go over that limit, it is the Department of Ecology's responsibility to monitor that. Charles Heatherstone mentioned the "sight/smell of agriculture" law (Right to Farm) and asked if marijuana fell under this law? The Board stated that marijuana IS considered agriculture. (Approved) 2:00 p,m. —2:20 p.m. Open Record Public Hearing, Grant County PUD Franchise Application The Commissioners held an Open Record Public Hearing to consider a franchise application from the Grant County Public Utility District No. 2 (PUD)to construct, operate and maintain water, ! wastewater, and irritation pipes on certain county roads for the purpose of operating water, wastewater system and irrigation, located from 475' north of Bridge#425, both sides of Crescent Bar Road,going south under bridge to 75' south of Bridge#425, located within S 19,T 20, R 23. Jeff Tincher, Public Works Director, discussed the project. A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to close the public comment period. The motion passed unanimously. Commissioner Swartz moved to approve the recommendation of the Public Works Director and approve the franchise as presented. Commissioner Stevens seconded and the motion passed unanimously, The hearing adjourned. D Pheasant, Current Expense Levy Discussion 4:00 p,m, —4:30 p.m. Open Record Public Hearing, Development Agreement between Grant County and Dune Lake Investment Co, LLC The Commissioners held an Open Record public Hearing to consider a proposed development agreement between Grant County and Dune Lake Investment Company, LLC relating the ' continued and future development of Dune Lakes(formerly Moses Lake Estates). The subject property is located in a portion of the Northeast quarter of Section 3, and the South half of Section 3, a portion of the South half of Section 4, a portion of the North half of Section 9, and a portion of the North half of Section 10 all in township 18 North, Range 28 East,Willamette Meridian, containing approximately 1,188 acres. A motion was made by Commissioner Swartz, seconded by Commissioner Stevens to close the public comment portion of the hearing.The motion passed unanimously. (Approved) Page 9 of 9 ' Grant County Commissioners Minutes Week Of November 21,2016 MISCELLANEOUS ITEMS The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the November 22, 2016 payroll. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of$71,566.80, as recorded on a listing and made available to the Board. Commissioner Richard Stevens was authorized to sign the Health District Voucher listing in the amount of$18,655.28.
