HomeMy WebLinkAboutResolution 99-031-CC BOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON IN THE MATT�R OF CHANGING THE � Resolution # 99_�i-�;� ZONING FRO�VI AGRICULTURE � TO HEAVY INDUSTRIAL � RESOLUTION APPROVING A ZONE IN A PORTION OF SECTION � CHANGE FROM AGRICULTURE 21, TOWNS]FIIP 19 N., RANGE 29 E., � TO HEAVY INDUSTRIAL ° W.M., GRANT COUNTY, � WASHINGTON � LARRY AND DIANE CAMPBELL WHEREAS, the Board of Counry Commissioners of Grant County ha�e been advised by the Grant County Planning Commission that a public hearing was conducted on February 3, 1999 on the matter of changing the zoning from "AG (Agriculture)" to "HI (Heavy Industrial}" on a parcel of property approximately 163.25 acres in size located in a portion of Farm Units 85 and 10b, Irrigation Block 41, Columbia Basin Project, in a Portion of Section 21, Township 19 North, Range 29 East, W.M., Grant County, Washington, and; WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Department that the Grant Counry Planning Commission made a recommendarion to approve on said matter, and; WHEREAS, the Board of County Commissioners of Grant County havt�g received a copy of the verbatim transcript of the Open Record Pianning Commission Public Hearing and applica.tion materials, have given natice this matter would be considered at a closed recordl public meeting on February 22, 1999, and; WHEREAS, the Board of County Commissioners of Grant County have made a decision to approve the rezone request from Agriculture to Hea�y Industrial, and; WHEREAS, the Board of County Commissioners have found that the proposal does fall within a Critical Area as defined hy the Grant County Resource Lands and Critical Areas Development Ordinance, and; WHEREAS, the Board of County Cammissioners of Grant Counry ha�e found that the proposal is consistent with the Grant County Comprehensive Plan and surrounding uses, and; WHEREAS, the Board of County Commissioners of Grant County have found that a Determination of Non-Significance was issued for this proposal on January 19, 1999 and the requirements of the State Environmental Policy Act (SEPA) have been met, and; WHEREAS, the Board of County Commissioners have found that the proponent has presented� sufficient evidence that there is sufficient need in the area for the types of uses allowed under the Hea�y Industrial Zone, and; WHEREAS, the Board of County Commissioners have found that the proponent has presented sufficient evidence that changed circumstances in the area of the subject property warrant a rezone of the property.
