AN ORDINANCE IMPOSING A COUNTY-WIDE SALES AND
USE TAX FOR CRIMINAL JUSTICE PURPOSES, AND OTHER
MATTERS PROPERLY RELATING THERETO.
WHEREAS, Granfi Counfiy (fihe "Counfiy") is undergoing consfiant and increased
pressures on its limited fiscal resources to provide important governmen� services, including
criminal justice services, which prompfi the policy choice set forth herein; and
WHEREAS, ever increasing demands on county governmenfi coupled wi�h shrinking
resources prevent the reasonable and necessary funding of fihe criminal justice system,
including fihose costs incident to misdemeanors and gross misdemeanors committed by
adulfis occurring in the respective jurisdictions of the cifiies and �owns sifivated in Grant
Counfiy; and
WHEREAS, the Counfiy desires fio make the wisest use of its limited fiscal resources;
and
WHEREAS, RCW 82.14.340 empowers fihe legislative authorifiy of a county �o fix and
impose a sales and use tax in accordance wifih fihe terms and condifiions of chapter 82.14
RCW, in addition fio any other taxes aufihorized by law; and
WHEREAS, the aforementioned sales and use fiax must be expended exclusively for
criminal jusfiice purposes as defined by chapter 82.14 RCW and shall not be used to replace
or supplant existing funding; and
WHEREAS, the Counfiy has received proclamafiions from �he legislative authorifiy of
each of the cities and towns in Grant County, supporting the imposifiion of the sales and use
tax referenced herein; and
WHEREAS, it is in �he best interesfi of the public fihat the Counfiy fix and impose a
sales and use tax, in order to protecfi fihe public health, safety and welfare, NOW,
THEREFORE,

BE IT ORDAINED fihat a sales and use tax shall be fixed and imposed afi �he rate of
one-fienth of one percenfi of the selling price (in fihe case of sales fiax) or value of the article
used (in the cased of a use fiax), and collecfied from fihose persons who are taxable by the
Sfiafie of Washington pursuantto chapters 82.08 and 82.12 RCW upon the occurrence of any
taxable event wifihin Grant Counfiy. Said moneys shall be expended exclusively for criminal
justice purposes as defined by chapter 82.14 RCW and shall nofi be used to replace or
supplant existing funding.
NOW THEREFORE, BE IT HEREBY RESOLVED THAT THE GRANT COUNTY
COMMISSIONERS adopt this ordinance effecfiive January 1, 1999.
