Items 4 and 5 were not ready for signature. The motion passed unanimously. 1. Possible vouchers for insurance, legal services,grant administration, etc. 2. Resolution Authorizing Execution of Interlocal Agreement between Grant County(through Grant Integrated Services) and Moses Lake School District 161 Regarding Counseling Services (action � Item #3, below). (Approved, Resolution No. 16-073-CC) 3. Interlocal Agreement between Grant Integrated Services and the Moses Lake School District 161 Regarding Counseling Services. Term is September 26, 2016 through June 30, 2016, (Approved) 4. Anticipating: Working Agreement By and Between Grant County and Teamsters Local Union No. 760, Initial Services,for the period January 1, 2016 through December 31, 2016. (Item not ready for signature) 5. Anticipating: Reimbursement No. 6 to the Department of Commerce on CDBG General Purpose Grant No. 15-62210-022, Royal Water District Rehabilitation Project,for the period July 30 through August 26, 2016, in the amount of$10,482.89 to Century West Engineering and $133,632.68 to Pegram Construction for a total reimbursement of$144,115.57. NOTE: The dollar amount to Pegram Construction (and therefore the total reimbursement amount)is subject to change. (Item not ready for signature) 6. Change Order#1 on Department of Commerce on CDBG General Purpose Grant No. 15-62210- 022, Royal Water District Rehabilitation Project;which incorporates moving the proposed tank, eliminating the existing tanl<demolition, adjusting the base bid schedule to reflect realized and projected savings in plan quantities, and adding most of the Additive Alternate#1 work into the contract. (Approved) 9:30 a.m.—9:40 a.m. Open Record Public Hearing, Department of Commerce CDBG Public Services Grant, Central Services, and Prosecuting Attorney's Office Budget Extensions Open Record Public Hearing to consider the following budget extension requests from: • Grants Administration Fund#190 in the amount of$125,080,00 to receive a Washington State Department of Commerce CDBG Public Services Grant No. 16-62210-005 which is pass through funding for the OIC of Washington. Page 2 of 6 Grant County Commissioners Minutes Week of September 26, 2016 • Central Services Fund#308 in the amount of$42,944.00 due to cost overruns that were not anticipated for the replacement of Parking Lot"A"at the courthouse facility. • Prosecuting Attorney's Office Fund#120 in the amount of$41,165.00 to receive additional grant money from a Department of Commerce Victim/Witness Assistance Grant. These funds are used to pay a portion of the Victim Witness Coordinator's wages, benefits,training,and the(anguage line. June Strickler and Tom Gaines each discussed their request. A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to close the public comment period. The motion passed unanimously. Commissioner Swartz moved to approve the budget extensions as presented. Commissioner Stevens seconded and the motion passed unanimously.The hearing adjourned. The Commissioners authorized the unfreezing of the remaining 2016 step increases. Amendment No. 7 to the Grant County Ephrata Landfill Remedial Investigation and Feasibility Study (RI/FS) Engineering Services agreement with Parametrix for the Evaporation Pond, Pretreatment System. (Approved) Page 4 of 6 Grant County Commissioners Minutes Week of September 26, 2016 2;00 p.m.—2;20 p.m. Open Record Public Hearing, Hyer Farms Franchise Application The Commissioners held an Open Record Public Hearing to consider a franchise application for Hyer Farms to construct, operate and maintain a water pipeline along the north side of Road 9- NE in S 18,T 20 N, R 30 E; and S 13,T 20 N, R 29 E; and across/under Road Q-NE and Road R-NE. Jeff Tincher, Public Works Director, discussed the project stating that Public Works recommends approval ofthe application. A motion was made by Commissioner Stevens, seconded by Commissioner Carter,to close the public comment period. The motion passed with 2 Commissioners in attendance. Commissioner Stevens moved to approve franchise application as presented. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. Budget extension request in the amount of$63,914.00 to purchase a FARO Crime Scene Laser Scanner with associated software/hardware and training.
