HomeMy WebLinkAboutResolution 10-003-CCBOARD OF COUNTY COMMISSIONERS GRANT COUNTY, WASHINGTON A RESOLUTION APPROVING AN AMENDMENT TO THE QUINCY VALLEY GOLF COURSE PLANNED UNIT DEVELOPMENT LOCATED IN SECTION 7, TOWNSHIP 19 N., RANGE 24 E. W.M. Recitals: RESOLUTION N. 2010- L� � CC Planned Unit Development Amendment increasing the maximuin square footage of modular homes from 800 sq. ft. to 1100 sq. ft. WHEREAS, the Grant County Board oi County Commissioners have been advised that an open record public hearing was conducted, before the Grant County Planning Commission on Deceinber 2, 2009 in the matter of a request to change the Planned Unit Development Master Plan to increase the size of modular homes from 800 sq. ft. to 1100 sq. ft., located in Section 7, Township 19 North, Range 24 East, Willamette Meridian, Grant County, Washington; and, WHEREAS, the Grant County Planning Commission on December 2, 2009, recommended to the Board of County Commissioners to approve this proposed Planned Unit Development Amendmant with twelve (12) findings of fact in the affirmative; and, WHEREAS, the Crrant County Board of Commissioners hald a closed record public hearing on January 6, 2010; and, WHEREAS, the Board of County Commissioners, have reviewed the application material, staff report and a summary of the Planning Commission hearing; and, WHEREAS, the Board of County Commissioners have found that the proposal will not adversely affect the health, safety, and general welfare of the public in the vicinity of the proposal; and, WHEREAS, the Board of County Commissioners have found that the proposal is consistent with the Grant County Comprehansive Plan, the Unified Development Code, Chapter 23.04 "Zoning", other land use regulations, and SEPA; and, WHEREAS, the Board of County Cominissioners have found that the public use and interest will apparently be served by the amendment to this Planned Unit Development; and, IN THE MA7`TER OF APPROVING AN AMENDMENT TO THE QUINCY VALLEY GOLF COURSE PLANNED UNIT DEVELOPMENT WHEREAS, the proposed amendment, meets the applicable requirements of Unified Development Code, Chapter 23.04.800 "Planned Unit Developments"; and, WHEREAS, the Grant County Board of Commissioners has established the following twelve Findings of Fact supporting their approval of the amendment to the Planned Unit Development: 1) Does meet the applicable requirements of UDC Chapter 23.04 "Zoning"; 2) Does comply with the Comprehensive P1an, the Shoreline Master Program, the zoning code and other land use regulations, and SEPA; 3) Does comply with health requirements for sewage disposal and potable water supply; 4) Does function as a single site with respect to, but not limited to, access, interior circulation, open space, landscapin�;, drainage facilities, facility maintenance and parking; 5) Is consistent in design, character and appearanca with the goals and policies for the zoning district in which the proposed PUD is located; 6) The characteristics of the PUD change will be reasonably compatible with the types of uses permitted in surrounding areas; 7) The proposed PUD change will not create undue noise, odor, heat, vibration, air or water pollution impacts on surrounding existing or potential dwelling units; 8) The proposed PUD change will not materially endanger the health, safety and welfare of the community; 9) The proposed PUD change is not such that pedestrian and vehicular traffic associated with the use will not be hazardous or conflict with existing and anticipated traffic in the local area; 10) The location, size and height of buildings, structures, walls and fences and screening vegetation for the proposed PUD change shall not hinder or discourage the appropriate development or use of neighboring properties; 11) The proposed PUD will not cause significant adverse impacts on the human or natural environments that cannot be mitigated by conditions of approval; and 12) The proposed land uses, activities, and structures do comply with applicable development standards of GCC § 23.12 and performance standards specified in GCC § 23.04, and with any required mitigation measures. NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners for Grant County, Washington approve by this Resolution, an amendment to the Quincy Valley Golf Course Planned Unit Development, increasing the maximum square footage of modular homes to 1100 sq. ft. located in Section 7, Township 19 North, Range 24 East, Willamette Meridian, Grant County, Washington. Parcel #s 32-0240-001 thru 32-0240-100.
