Special Counsel Contract between Grant County and Witherspoon, Kelley, Davenport & Toole, P.S., (for services of Stanley M. Schwartz) to perform legal assistance and render legal advice, relative to land use matters, and other matters/proceedings as directed by the Prosecuting Attorney's Office. Term is January 1, 2oio through December 2oii. 5. Special Counsel Contract between Grant County and Menlce Jackson Beyer Ehlis & Harper, LLP (for services of Anthony F. Menlce) to perform and render legal assistance and advice relative to labor law/personnel matters, and other matters/proceedings as directed by the Prosecuting Attorney's Office. Term is January 1, 2oio through December 3i, 2or�. 6. Anizcipating: Stationary Guard Contract between Grant County and Moon Security Services, Inc. for the provision of security services at Grant County District Court. Term is o1/oi/2o10 to i2/gr/2oio. �. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals in the Juvenile Division of Grant County Superior Court (Juvenile Offenders Only) Full Time Contractors, between Grant County and Thomas Wolfstone. Anticipating: Letter of Agreement to �xtend Professional Services Agreement for Legal Representation of Indigent Individuals in the Juvenile Division of Grant County Superior Court (Juvenile Offenders Only), Part Time Contractors, for BECCA matters. Extending the termination date from i2/3i/2oo9 to og/i5/2oio. 9. 2010 Professional Services Agreement, Conflict and Overflow Investigator, between Grant County and Karl E. Calhoun of Calhoun Investigative Services. Term is o�/01/2010 to 12/31/2oio. io. 2oio Health Services Agreement between Grant County, by and through the Sheriff's Office, and Vicki L. Bratton, to provide medical care to the inmates of the Jail and Work Release Facility. i�. Wes�law Contract for the Grant County Law Library, software reduction from 3 terminals to 2 terminals. Al�hough Commissioner Stevens was out of the office on sick leave, the ASC went over each agenda item via telephone resulting in his support of each item and the use of his signature stamp on same. Revised 2010 Grant County Salary Structure with a 2% increase. The memo includes Corrections Bargaining Unit, Elected Officials, Public Defenders, Grant Mental Healthcare Medical Team, Developmental Disabilities employees, Non-Represented staff, Courthouse, District Court, Juvenile, Prosecuting Attorney Support Staff, Public Worlcs, Solid Waste and SherifPs Office Support Staff. 2. Appointment of Board of County Commissioners Chairman and Vice- Chairman. 3. Appointment of Board of County Commissioners to certain Boards and Committees 4. Request for transfer from the Sheriff's Office Fund #ooi, Department #1i4 in the amount of $io,o65.00. The transfer is £rom overtime to regular salaries. CONSENT AGENDA AND WORK SESSION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items i through 4 on the Worlc Session agenda. Item 3 was issued Resolution No. io-oo2-CC. The motion passed unanimously. FAIRGROUNDS Recommendation from the Director to award the bid for the Fairgrounds new parlcing lot fencing to North Central Fence in the amount of $24,055.8� (including tax). This item is being held for further review. GRANT INTEGRATED SERVICES Request to appoint Bernadine (Bernie) Warren to the Health Insurance Committee (HIC) in place of Sue Sherwood. CLO�ED RECORD PUBLIC HEARING. NORTH POINTE HOLDINGS LLC MINOR ZONE CHANGE/SEPA The Commissioners held a Closed Record Public Hearing regarding an application from North Pointe Holdings LLC for a Minor Zone Change to change approx. 384 acres from Rural Residential 1 to Urban Residential2, in order to make the Zoning District of the subject area consistent with the Comprehensive Plan Land-Use Designation, which was changed as part of the 2008 Compressive Plan amendment process. The subject area is north of Road 5 NE in the Mae Valley area west of Moses Lalce, WA, approximately 4 miles north of Tnterstate 90, and near the intersection of Road 5 NE and Road F NE. It is located in the south half of S 31, T 2o N, R 28 E, in the north half of S i, T i9 N, R 2� E, and in a portion of S 6, T i9 N, R 28 E, WM, Grant County, WA. (Parcels #3i-2�il-000, #gi-2�io-000, #3i-2�o9-000, #31- 2�i2-000, #i�-oi74-oo0, #1�-or�g-000, #i�-io2�-o00, #i�-oi�o-000, & #i6-1353-000.) Commissioner Stevens moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the io Findings of Fact. Commissioner Swartz seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Ordinance No. go-ool-CC) D POHLE, PUBLIC WORICS UPDATE The Commissioners approved and signed a request for out of state travel for Janice Goeden to attend two Solid Waste Association of America (SWANA) trainings. The first one is from May 5-�, 2oio in Anchorage, AK; and the second one is from August i5-i�, 2oio in Boston, MA. CLOSED RECORD PUBLIC HEARING, SUNRISE WATER ASSOC FRANCHISE APPLICATION The Commissioners held an Open Record Public Hearing regarding a franchise application from the Sunrise Water Association to construct, operate and maintain domestic water mainlines and other pipelines and related facilities on certain County Road Rights-of-Way within Grant County for the purpose of carrying and conveying water. The legal description is as follows: Those portions of the Plat of Marine View Heights according to the Plat thereof recorded in Volume io of Plats, Pages 66 - 68, shown as Highland Drive, Bellevue Street, Plaza Street, Lacona Street, Belmont Street, Frontenac Street, Aurora Street, El Camino Street, Canal Street, Nob Hill Street and El Camino Lane EXCEPT that Portion of COMMISSIONERS' JANUARY 4, 2oog MINUTES Page 4 of 5 Aurora Street Lying Northerly of the Westerly extension of the Northerly right of way line of Bellevue Street as Shown on the Plat of Marine View Heights Addition, Division Nos.1, 2 and 3. This is for a 5o year franchise. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz seconded and the motion passed with 2 Commissioners in attendance. MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.ogo, in the amounts of $285,867.88 and $263�235•0o as recorded on a listing and made available to the Board. The Commissioners signed the Public Worles Claims Fund Voucher Approval No, i2-i through No. i2-ii4 in the total amount of $i53,436.14, as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until January 6, 2oio. CLOSED RECORD PUBLIC HEARING, AMENDMENT TO THE QUINCY VALLEY GOLF COURSE PUD The Commissioners held a Closed Record Public Hearing regarding a request from the Quincy Valley Golf Course / Quincy Adult Recreation Park Model Property Owners Association to amend their Planned Unit Development (PUD). The amendment will increase the maxinnum square footage of modular homes from 80o sq. ft. to 110o sq. ft. The project site is approx. 2/3 of a mile Wet of the intersection of Hwy 28i and Rd 5-NW, and located in S �, T i9 N, R 24 E, W M(Parcel Nos. g2-o24o-ooi thru g2-o24o-ioo). Commissioner Stevens moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the i2 Findings of Fact.
