BEFORE THE BOARD OF COUNTY COMMISSIONERS
OF
GRAI�TT COUNTY, WASHINGTON
A RESOLUTION ESTABLISHIN� GRANT CDUNTY GROWTHMANAGF.,MENT ACT (GMA) PUBLIC
PARTICIPATIONPROGRAMPURSUANT TO RCW 36.70A.020(11) AND RCW 36.70A.140
WHEREAS, during the 19901egislative session, the Washington State Legislature enacted the
Growth Management Act (GMA) which was codified as, among other chapters, Chapter 36.70A RCW;
and
WHEREAS, Grant County was mandated to plan consistent with all requirements of the Growth
Management Act; and
WHEREAS, the Board adopted the Final Adopted Pol.icies of the Grant County Planned Growth
Committee on May 6, 1993 subsequent to a cooperative effort involving all local jurisdictions in Grant
County; and
WHEREAS, pursuant to RCW 36.70A.020, planning goals are se� forth to guide the
development of comprehensive plans and development regulations; and
WHEREAS, the citizen participation go�l in RCW 36.70A.020(11) states that counties must
"encourage the involvement of citizens in the planning pNocess... "; and
WHEREAS, the provisions of RCW 36.70A,140 -`Comprehensive plans - Ensure public
participation' are the heart of GMA's public participation requirements and Y1iat section expands upon the
goal in RCW 36.70A.020(11) by mandating that counties establish `enhanced' procedures for "early and
continuaus public,aarticipatinn in the development and amendment of comprehenszve land use plans a�d
development regulations implementing sueh plcrns... " in addition to any other existing statutory
rec�uirement for public participation; and
W�IEREAS, Grant County in April 1998 initiated the process of updating the Grant County
CompNehensive Plan (1977) for the purpose of bringing it into compliance with GMA requirements; and
WHElaEAS, Grant County passed Resolution No. 98-25-CC adopting an aggressive GMA Work
Plan and Schedule; and
WHEREAS, the Eastern Washington Growth Management Hearings Board issued its Order
Setting Compliance Schedule on April 10, 1998 adopting Grant County's Work Plan and Schedule; and
'WHEREAS, Grant County developed and began on July 20, 1998 a public participation program
to assist in the review and evaluation of thz existing comprehensive plan and its policies and development
of a revised plan; and
WHEREAS, the public participation program is specifically designed to be consistent with the
requirements of RCW 36.70A.140 including broad dissemination of information to the public in the
following manner:

• Media releases issued to radio stations and newspapers serving the Grant County area
announcing tlie initiation of the planning process, summarizing the public participation
program, and announcing dates for the initial public workshop `Viston, Values & Goczls'; and
• A notice mailed to all residents of Grant County regarding the planning process, summarizing
the public participation program, aimouncing dates for the initial public workshop `Vision,
T�alues & Goals', and listing methods by which citizens can provide input into the plan; and
• An Internet Web site hosted by Grant County Long Range Planning staff presenting GMA
topics, notices of ineeting dates, newsletters, draft plan elements, maps, and including an
opportunity for comment via E-mail; and
• 1Vewsletters presenting specific topics related to GMA planning distributed periodically with
local newspapers and made available at public libraries, City halls and Grant County
Courthouse; and
• "Traveling" e�ibit at local events and public places, including the Grant County Fair; and
• Notices placed in local newspapers announcing public meetings, workshops and hearings.
WHEREAS, the attached document Grant Couniy, Washington 20 Year Growth Management
Comprehensive Plan Public Participation Program, specifically implements the GMA public
participation requirements of RCW 36.70A.020(11), RCW 36,70A.140 and WAC 365-195-600 and will
be used to implement GMA-related public participation programs associated with the development of
both the com�rehensive plan and development regulations implementing the plan as well as amendments
to either; and
WHER.EAS, pursuant to WAC 197-11-800(20), the proposal or adoption of legislation, rules,
regulations, resolutions or ordinances, or of any plan or program relating solely to governmental
procedures, and containing no substantive standards respecting use or modification ofthe environment
shall be categorically exempt from threshold determination and EIS requirements of the State
Environmental Policy Act (SEPA), Chapter 43,21C RCW.
NOW THEREFORE, BE IT RES(iLVED, that the Board adopts the attached document
entitled G�ant County, Wc�shington 20 Year Gt�owth Management Comprehensive Plc�n Publie
Participatzon Prograsn to implement the provisions of RCW 36.70A.020(11), RCW 36,70A.140 and
WAC 365-195-600.
BE IT FUI�THER RESOLVED, that adoption of the attached Grant County, Washington 20
YeaN Growth Management Comprehensive Plan Publ.ic Participatzon PNogram, relating solely to
governmental procedures and containing no substantive standards respecting use or modiiication ofthe
environment, is categorically exempt frorn SEPA threshold determination and EIS requirements pursuant
to WAC 197-11-800(20).
BE IT FURTHER RESOLVED, that this public participation program is adopted by Grant
County to assure citizens, who wish to be involved with or heard on local planning i�sues, the
opportunities to do so before decisions are made.
BE IT FURTHER RESOLVED, that the adopted program pertains to those public participation
programs established to accomplish the GMA actions listed in RCV6� 36.70A.140:
1. Development of comprehensive land use plans;
2. Development o£ development regulations implementing such plans; ar�d
3. Amen�lment of comprehensive land use plans and development regulations implementing
such plans.

5. The public participation program be placed on Grant County's Internet Web site throughout
the planning process.
6. The publie participation program be implemented through specific public participation
activities as described in the program in conjunction with the various tasks associated with
development of the comprehensive plan, implementing regulations, or the amendmeni of
either.

Public Participation Program
PLANNING PROCESS
One cornerstone o#' successful implementation �of the Growth Management Act (GMA) is citizen
participation. That concept is �irst articulated in the GMA planning goals which sta.te that jurisdictions
shall "encourage the involvement of citizeus in the planning process." Other provisions of the GMA
require that Grant County must "establish procedures providing for early and continuous public
participation in the development and amendment of comprehensive land use plans and development
regulations implementing such plans."
Recognizing that the cotnprehensive plan must reflect the people it serves, Grant County intends to
encourage citizen input throughout the development of the plan. The public participation��procedures must
pror�ide for broad dissemination of proposals and alternatives, opporiunity far written comments, public
meetings after effective notice, provisions ;for open discussion, communication programs, information
services and consideration of and response to public connments. These enhanced procedures augment the
rninimum public notification requirements required by law,
Grant County's Public Participation Program forms the basxc framework for achieving aaa inter��tive
dialogue between local decision-makers, County staff, the County's �rowCh management planning
consultant, and the citizens of Grant County, This public participation plan will apply throughout the
local planning process leading to adoption of the comprehensive plan, scheduled for June .1999.
A typical approach to public involvement in the preparation of comprehensive plans is one of appointing
one or more citizen advisory committees to "steer" the process, This approach traditionally is a lengthy
one requiring many meetings over a multi-year period, Largely bacause Grant Cownty must complete its
plan by June 1999, this approach has been rajected in favor of a program of broad-based outreach to the
general public at all key decision points and direct ir►volvement of city representa.tives, affected agencies,
and local interest groups. However, a Citizen's Advisory Committee will be assembled to assist in the
preparation of the Econonnic Development Study being prepared in conjunction with the Plan.
RESPONSIBILITY FOR IMPLEMENTATION
Various county administrative bodies have certain responsibilities for implementation of the public
participation process, 'Three bodies have major roles in the local planning and public participation
process:
• Grant County Board of County Commissioners
• Grant County Depaz�tment of Community Development — Long Range Planning Division, assisted
by PCI
• Grant County Planning Commission
Each body shares the responsibility for implamenting this plan and employing other nn.ethods that
enha.�nces public participatian in tY►e planning process. LTltimataly, it is the Bpard of County
Commissioners who decides on the direction and content of policy documents and ragulations that the��
deem to be in the best interest af the County.
Tkus Plan is intended to guide and form the basis for public participation.. Grant County will comply with
the Plan as appropriate ta a situation, As the pla.nning process develops, it should be expected that
deviations from the plan may be warranted, The GMA recognizes such deviation may occur,

�DOCITMEI'�1TATION OF IMPLEMENTATION
As part of the documenta.tion necessary to satisfy the requirements of the Growth Management Act as it
relates to public parCicipation, Proulx Cearns, Inc. (PCI) will maintain a chronology of ineetings,
presanta.tions, notices, e�ibits, and similar public outreach efforts, A chronology of public participation
activities to date is attached.
PAST PUBLIC INVOLVEMENT EFFORTS
Prior to July 1998, Grant County has conducted several important public involvement eff'orts, including:
• Visioning Survey; 1992
• Planned Growth CommitCee/County-Wide Planning Policies; 1993
• Ongoing Intergovernmental Coordination
'These past ef�orts will be chronicled in the Comprehensive Plan,
PUBLIC PARTICIPATION GUIDELINES
General
The goal of the public participation plan is to make all citizens of Grant County aware of the progress of
the planning process and to offer them opportunities to comment or make suggestions. To achieve this
goal, Grant County has adopted the following plan to encourage public participation throughout the
remainder of the planning process, Talcen individually, the activities are not expected to reach and inform
each and every citizen of Grant County, Collectivaly, however, the plan activities are dasigned to
effectively and efficiently provide broad-based dissemination of information and maximize opporlianity
for citizan involvement and comment.
The core of the public participation activities will focus on the series of public meetings and workshops
included in the planning process;
• Vision and Values Workshops
• Plan Elements/Land Use Workshops
• County Wor�Cshops
Publia meetings, including activities such as workshops and open houses, are opportunities for open
discussion between the public, staff, and decisian-makers. Meetings do not normally involve public
testinnony. Fublic hearings, however, are more formalized, legal proceedings where public testimony is
presented to a decision-maker £or coasideration. The result of a pub(ic hearing generally consists of an
off'icial recommendation in the case of the Planning Cornmission or a legisiative decision by the Board of
County Commissioners.
Public nneetings will be held at one or more public locations central and convenient to the public,
Meetings will generally be held at public facA�ities within eaah of the County Commissioner Districts or
som.e other logical subaxea soheme.
The bulk of the public participation effort will center around the public meetings. To inform and provide
opportunity for input to those that may not attend public mestings, a broad scale public information
campaign will also be conducted, Formal public hearings will also be conducted as part of the SEPA and

plan adoption processes.
Provisions for Open Discussion
Grant County will attempt to ensure that public meetings allow for an open discussion of the relevant
issues and that public hearings allow for appropriate public testimony, When public meetings or hearings
are conducted, Grant County will make every effort that those who choose to participate in the planning
process have the opportunity to actually have their opinions heard, Towards that end, the following
actions will be implemented:
• An agenda will be established that clear(y defines the purpose of the meeting or heaning, the iter�s
to be considered, and actions that may be taken,
• The scheduled date, time, and place will be convenient so as to encourage maximum
participation, �
• A clearly identifiable facilitator or chair will conduct the meeting or hearing in an orderly fashion
to ensure that all attendees have an opporlunity to discuss issues, offer connments, or provide
testimony, .
• The facilitator or chair will provide introductory remarks out(ining the purpose of the meeting or
hearing and describing how attendees can best participate and how their input may be used,
• PCI, as appropriate, will provide an overview of documents or proposals to be considered and
discussad.
• All persons desiring to participate should be allowed to do so. However, specific factors, such as
the purpose oi the meeting, size of attendance, tinne considerations, or' future opportunities to
participate, may require that appropriate constraints be applied. Such constraints will be set forth
clearly by the iacilitator or chair.
• All attendees will be encouraged to identify themselves on sign-in sheets.
• Meetings and heaXings will be tape recorded and/or video-taped by tha County,
• 5ummaries or minutes of ineetings and hearings will be prepared by the County and made
available as soon as possible following the meeting or hearing,
• Special arrangements will be made undar the provisions of the Amerieans with Disabilities Act
(ADA) with advance notice,
Opportunity for Written Comments
Detailed comments can often be best expressed in written format. To encourage written comment, the
following steps will be talcen: '
• Notices for meetings and hearings will include the name and address of person(s) to whom
written comments should be sent, together with any deadline for subm.itting comments,
• Persons speaking or testifying will be encouraged to concisely express tl�eir comrneni;s and
provide specific details in written format,
• Any deadline for submitting written commants, ii such comments are allow�d subsequent to a
meeting or hearing, will be announcad by the facilitator or chair.
• The Grant County Web Intarnet site will include an opportunity to E-mail comments,
Cansideration of and Response to �ublic Comments
The various methods far involving the publ�c and soliciting publxe opinion and comment are defined
herein. These methods represent the initial steps for bringing public comment into the decision-makin�
process. The following steps will be ta.ken to ensure that public comments and recornmendations are
brought forward for consideration by the decision-makers;

• Tixne will be reserved subsequent to the close of a meeting, hearing or comment deadline and
prior to an actual decision or recommendation so that decision-makers can adequately review all
relevant materials or comments.
• Decision-makers may reconvene a hearing for the purpose of addressing comments.
• Substantive comments partaining to studies, analyses, or reports, along with appropriate
responsas, will be included in the published documents itself, such as occurs in the SEPA process
of developing a Draft EIS and then a Final EI5 with cotnments and responses.
• The record (tape recordings, written comments or testimony, or transcripts) of ineetings and
hearings will be compiled by County staff and made .available to deeision-makers for their
consideration and review prior to a decision or reaommendation,
• Relevant comments or testimony will be addressed through the findings-of-fact portion of the
decision-maker's written decision or recommendation,
PUBLIC PARTICIPATION PLAN
Public Meetings and Warkshops
Vision, Values and Goals Workshops
PCI will review the 1995 Draft Comprehensive Plan, existing vision statements, County-wide Planning
Policies, and results of the County's 1992 public opinion survey. A series of two public workshops will
be conducted at saparate locations in the County to inform the citizens of the growth management
planning process, update them on progress to date, and validate or revise previously developed goals and
values. Following the workshops, PCI will draft an updated County vision statement, which will be used
to guide the development of the plan, especially its goals and polieies.
The workshops are scheduled for:
• Ephrata, Wednesday, August 26, 1998,
Meeting Room,
• Royal City, Thursday, August 27, 1998,
7;00 p,m, at Grant County Department of Public Works
7;00 p.m. at Royal City High School Cafeteria.
Plan Elements and Land Use Alternah'ves Workshops
Upon completion of preliminary. drafts o;F Comprehensive Pla.n elements a.nd land use alternatives, PCI
will conduct a series of %ur public workshops to present both Comprehensive Plan Elements and the
Land Use Alternativas that will be evaluated. The workshops are tentatively schedulad for:
• Royal City, November 30, 1998, from 7:00 p,m.
• Ephrata, December Ol, 1998, from 7:00 p,m.
• Coulee C�ty, Decennber 02, 1998, from 7:00 p.m.
• Mosas Lake, December 03, 1998, from 7:00 p,tn.
Public Meedngs/Public O cial Workshops
PCI will conduct three workshops with public off'xcials, including ihe Grant Caunty Planning
Connmission, the Boaxd of County Commissioners, City off�cials, special district officials, and othsrs, to
present tachnical information regarding the Comprehensive Plan. These meetings co�ld be conducted in
conjunotion with tb.e workshops identi£'ied above, or at a separate tima and place. The meetings will be
designed to give officials an opportunity to ask questions and gain a better understanding af the
implications of growth nnanagement for kheir jurisdiction or special district, and to discuss the issues with
other public officials in the sanne position. Time and place of these meetiz�gs will be determined as the

Meeting Notices "
PCI will prepare official notices for each of the above meetings. At a minimum, the requirements af
RCW 36,70 pertaining to public meetings and notification will be met, Grant County Rlanning StafF will
place meeting notices in appropriate newspapers, based on the location of the meeting. Notzces tivill be
advertised for each meeting, In all cases, notices will be placed in the County's offieial paper, currentl�•
the Columbia Basin Herald for each meeting. We recommend that notiees be published twice, once
during each of two weeks preceding the meeting,
Notiees may also be included on Grant County PUD utility bills, The County will arrange for inclusion
of notices on PUD bills. Notice will also be posted on Grant County's Web Internet site and through
media Pubiic Service Announcements.

To ensure that the public has a variety of sources to hear about the growth management planning process
and upcoming events, public service announcements (PSAs) will be sent to local television and radio
stations and to general circulation newspapers, PSAs will be coordinated wiCh newsletter mailings for
maximum market saturation. A listing of inedia to whom PSAs will be sent is attached. PSAs will also
be mailed to City off'icials, managers and p(anning staff (list attached),

Grcrnt Countv Fair Exhibit
The Grant County Fair runs from Tuesday, August 18 through Saturday, August 22 at Moses Lalce, PCI
will prepare handouts and an exhibit suitable for display at the fair. County personnel, Planning
Commission members, Commissioners, or Commissioner candidates would staff the exhibit, The Countv
should prepare � schedule of personnel responsible for setting up, dismantling, and staifing the exhibit,
PCI will gladly (and without eharge) staff the exhibit for part of the day on Saturday, August 22.
Communiry Displays
The exhibit displays prepared fbr the fair and others developed during the course of the ptoject could be
placed on permanent display at the County Courthouse, or could be placed %r a short period at a number
of public locations around the County, such as libraries or City Halls.
Mailing Lrst
As public participation proceeds, interested citizens will have opportunities to place their name on a
rnailing list to receive additional information regarding the planning process via direct mail. The County
will compile and maintain this mailing list, Names will originate from meeting and hearing sign-in
sheets, written correspondence, recognized , community groups, as well as individual xequests to be
included. This list will be used for newsletter circulation, special mailings, and notices as appropriate.
Perrodic Newspaper Articles
As public participation proceeds, interested citizens may request more detailed information than that
desired by much of the general public. To provide more deta.il to those citizens stating an interest in
specific growth m.anagennent topics, newspaper articles will be prepared from tinne to time. The County
Commissioners will prepare these articles, with assistanc� from staff and PCI. These articles may also be
sent to citizens on the mailing list as well as the local newspapers listed herein,

Once the Final Draft Comprehensive Plan is completed, PCI will assist the Grant County Pla.nning
Commissiori to conduct a series of public hearings to receive public comment: on the Plan, As plan
development progresses, a schedule for these meetings will be prepared.
Hearing Notices
PCI will prepare and Grant County Planning Staff will place legal notices of hearings in the Countv's
off"icial paper, currently the Columbia Basin Herald. Hearing notices should be published as required by
state law and County policy,
Citizen Advisory Committee on Economic Development
As project team lead for the preparation of the Economic Development Study., Chase Economics has
assembled a Citizen Advisory Committee to evaluate Grant County's cunent market position, identifi�
both strategic economic opportunities and impediments, evaluate infrastructural, institutional, and
workforce capabilities, and develop a series of implementation actions designed to promote Che County's
economic development. The Citizen Advisory Committee is identified in the following list. Others may
be added as the study progresses. A series of ineetings will be conducted with the CAC and the public,
