HomeMy WebLinkAboutResolution 98-073-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington A RESOLUTION ESTABLISHING A LODGING TAX ADVISORY COMMITTEE AND APPOINTING MEMBERS THERETO RESOLUTTON NO. 98-73 -CC BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF GRANT COUNTY, WASHINGTON, as follows: and WHEREAS, Grant County currently levies a lodging tax pursuant to chapter 67.28 RCW; WHEREAS, the State Legislature has passed SSB 5867, enacted as Chapter 452, Laws of 1997, which modifies or repeals some previous lodging tax authority but also adds new lodging tax authority; and WHEREAS, SSB 5867 requires that, in cities with a population over 5,000, any new imposition of a lodging tax enacted under chapter 67.28 RCW be first submitted for consideration to a lodging tax advisory committee not less than 45 days in advance of final action on the lodging tax by Grant County; and RESOLUTION ESTABLISHING A LODGING TAX ADVISORY COMMITTEE- 1 RESOLUTION\LODG-TAX.COMM WHEREAS, SSB 5867 was effective on July 27, 1997; and WHEREAS, SSB 5867 replaces the current lodging tax authority with a new statutory scheme; and WHEREAS, to insure continued authorization for the imposition of the lodging tax it is deemed 'to be in the best interests of Grant County that a Lodging Tax Advisory Committee be created and that a proposal be submitted to this committee regarding continuation of the lodging tax. Now, Therefore, IT IS HEREBY RESOLVED by the Grant County Board of Commissioners that: 1. There is hereby created a Grant County Lodging Tax Advisory Committee to serve the functions prescribed in SSB 5867, which was enacted as Chapter 452, Laws of 1997. 2. The membership of the Lodging Tax Advisory Committee shall consist of five (5) memb�, appointed by the Board of Commissioners (Board). One member shall be a member of the Board who shall serve as chair, two members shall be representatives of businesses required to collect the tax, and two members shall be persons involved in activities authorized to be funded by revenue received from the tax. The Board will review the membership on an annual basis and make changes as appropriate. Vacancies on the committee shall be filled by the Board. 3. The Board shall submit to the Lodging Tax Advisory Committee, for its review and comment, proposals on: a. The imposition of a tax under SSB 5867. b. Any increase in the rate of such a tax. c. Repeal of an exemption from such a tax. d. A change in the use of the revenue received from such a tax. RESOLUTION ESTABLISHING A LODGING TAX ADVISORY COMMITTEE- 2 RESOLUTION\LODG-TAX.COMM The Board shall submit such a proposal to the Lodging Tax Advisory Committee at least forty-five (45) days before taking final action on any such proposal. Comments by the Lodging Tax Advisory Committee should include an analysis of the extent to which the proposal will accommodate activities for tourists or increase tourism, and the extent to which the proposal will affect the long-range stability of the special fund created for the lodging tax revenues.
