After taking testimony a m�r�tion wa�s made by Corrtmissioner Fancher,
se�anded by Commission�r Snead ta cios� the pubtic commenf. The
�notion carried. A motion �nras made by Commissione� Fancher,
seconded by Gommissioner Snead iv deny �he �vne change, based on
�he foi�c�w�ng findings Of fact:
1. Pursuant io the requirements of SEPA, a Determination of Non-
Significance was issued on this proposal on January 28,1998.
The DNS Appeal period ended February 25,1998. No
administrative appeals have been filed.
2. A public hearing was legally noticed and held before the Grant
County Planning Commission on March 4,1998.
3. Comments were made by the public and considered at a public
hearing by the Planning Commission.
4. The proposed zone change is located in Grant County outside
of any designated Interim Urban Growth Area or Urban Growth
Area.
5. �►II of the guidelines, standards and objectives of the
Comprehensive Plan have been considered.
6. The proponent has not presented sufficient informa#ion which
demonstrates the cornpatibility of infill with the existing adjacent
land.
7. The proposed zone change is not consistent with the general
purpose of the Comprehensive Plan, and the public use and
interest will not apparently be served by the proposal.
8. 'ihat the proposal is not in the publics interest and will be just
for the benefit of the land owner�.
9. That there are not circumstances that have changed since the
time the present zoning for the site was approved which warrant
the proposed zone change.
10.The Board has considered the compatibility of the proposed S
2 zoning with the surrounding property, and finds that the public
health, safety, and welfare will not apparently be served by the
proposal.
1'I.The proposed zone change will be detrimental to the
surrounding property, and the public use and interest will not
apparently be served by the proposat.
Discussion followed regarding the serious need for affordable housing
in the area, but there were concerns about a housing area located so
close to an industrial area. The motion carried.
As there was no further business to come before the Board the
session was continued until April 7,1998.

Larsan of the Auditors t)ffi�e ta $1,949 per month retroactiv� ta March
1,1998.
As of ihis daie the E�oard by a majority vo�e does approve fiar
paym�nt thase vouchers included in the list f�ked in the Auditors tJ�ffice
4I�198 in the iota� amount of �328,703.�7.
The �€�mmissioners approved the salary increase of Animal
Coniro[ t�i�f'icer Marc Narberg o� the Sheriff s Gffice to $Z,Ot}7 per month
effective �4prii '[,�1998.
The Co�nr�nissianers held a Pubtic Hearing regarding ih� p�rc�posec#
arr�endment to the Non-Conforming Uses t3rdinance, Section XVI of the
Grant �ouniy Zcrning C}r�inance by adding provisions for remodeling
and additions, A mvi�vn was made by Cvmmissioner Fancher,
seconded by Commissioner Snea�1 to adapt t�rd�nance Number 98-3fi-
CC a�nending ihe Grani Cvunty Zvning 4rdinance, Section XVI, non-
canforming uses amending �he fi month prauisiort in paragraph B and
adding a new s�ction D. The motion carried.
A m�►�tion was made by Commissioner Fancher, seconded by
Commissi�rne� Snead �v �dopt Emergency C'3rdinance Number 98-3'7-CC
regarding [nterim official contrc�l in the Agricutturat �c�ne, am�nding �he
Grant County Zaning +Drdinance reiating to fhe de�n�tian o�F "`Farm",
permi�tted uses, restrictions, and other mafters properiy rel�t�ng thereto,
and set a Public Nearing for Apri1 28,�998 at 1:3� p.m. The motion
car�ied,

CommissiQner Snead #o adapt Emergency C3rdinance Number 98-38-CC
regarding interim of�icial controls retating fia reasonabie use exception
and se� a Pub[ic Hearing for May 5,1998 at 1:3� p.m. The motion
carried.
