Week of February 23,1998
The Grant County Commissioners session was called to order at
9:00 a.m. by Chairman LeRoy Allison. All of the Commissioners were
in attendance with the Clerk of the Board.
The Corr�missioners read and approved the minutes of the
preceding session as written.
The Commissioners approved salary increases for the Sheriff,
llndersheriff and �hief Deputies.
The Ccommissioners approved the salary increase of Pam Dove
of the Sheriffs Office to Step Level 111 for Records Clerks effective
February 1,1998.
The Gommissioners approved the salary increase of John Turley
of the Sheriffs Office to 100 percent of Step Level II for Depu#y Sheriff
effective March 1,1998.
The Commissioners signed the 1998 Law Enforcement Services
contract between the Sheriffs Office and the Town of Marlin.
The Commissioners were notified by the County Clerk that
Dorothy Black wroutd be in charge of the Clerk's �ffice while he is out
of town on vacation.
The Commissioners approve�! the Request for Transfer of funds
in the Long Range Planning Department in the amount of $10,000.
The Commissioners approved out of State travel for Pamela
Duggan and Bill Murray of the Grant IVlental Healthcare Office to attend
a conference in Portland.
The Commissioners approved the realignment of
AdministrativelFinancial Department at Grant Menial Healthcare Office.
The Commissioners approved the request by Grant County
District Court for the amount of $3837.75 within the existing budget for
multirnedia cabinets.
The Commissioners approved the billing for the O& M Report of
M& IIA G2ualiiy Water Works, Inc.
The Commissioners received a fully executed copy of the Law
Enforcement Agreement between the Grant County Sheriffs Office and
the Town of Hartline.
The Commissioners approved the request by the Fairgrounds to
begin the process for the proposed restroom facility and a modular
home for the Grounds Manager.
The Comrr�issioners approved the starting salary of Robert Garrett
as Graunds Keeper at the Fairgrounds.
Chairman Allison vvas authorized to sign the IUiemorandum of
Agreement between V1�ashington State Universi#y Cooperative
Extension and Grant County.
The Commissioners received a copy of the City of Moses Lake
ordinance #1778 providing for the annexation of property lying south
of Interstate 90 and east and west of Highway 17 consisting of
approximately 256 acres.
A motion was made by Cornmissioner Fancher, seconded by
Cornmissioner Allison that Resolutiora Number 98-19-CC in the rr�atter
of changing the zoning frorrn Agriculture to C-G(General-Commercial)
in a pos°�tion of Section 32, Township 19 N., Range 29 E., �9V.M.
requested by Anatoliy and iVatalya Skala be passed. The rnotion
carried.
A Public Hearing was he�d and a motion was made by
Commissioner Snead, seconded by Commissioner Fancher that
Resolution Number 98-20-CC authorizing an appropriation and
expenditure of funds for the Law and Justice Fund #121, Departrnent
#1fi3 in the amaunt of $10,500 be passed. The motion carried.
As there was no further business to come before the Board the
session was continued until February 24,'1998.

Commissioners in attendance with the Clerk of the Board.
The Commissioners metwith the Public Ul/orks Director regarding
70:00 a.m. Bid Opening(Turkey Road Bridge), 10:30 a.m. Bid Opening
(Fuei Purchasesj, 10:45 a.m. Bid Opening (Dump Trucksj, Bid Award
Recommendation-Baseline Road & Vibratory Roller, RAP Submittal, 'V'
NE-R/W-Gary Schell, and Moses Lake Shop-Garage Doors.
The Commissioners held the Bid Opening on Bridge #153 '29' NE
Raad. A motion was made by Commissioner Fancher, seconded by
Commissioner Snead to refer the Bids to Public Works for their review
and recommendation. The rnotion carrieci.
The Commissioners held the Bic! Opening on 1998 fuel purchases.
A motion was made by Commissioner Fancher, seconded by
Comrr�issioner Snead to refer the Bids to Public Works far their review
and recornmendation. The motiora carried.

rnotion was made by Comrnissioner Fancher, seconded by
