SUBJECT SITE IS LOCATED IN A PORTION OF SECTION 26, TOWNSHIl' 14 NORTH, RANGE 23 EAST, W. M., GRANT COUNTY, WASHINGTON. RESOLUTION NO. 2000-151-CC APPROVING A PLAT ALTERATION SANDRA THOMPSON WI3EItEAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Commission that an open record public hearing was conducted on November l, 2000, on the matter of coinbining Lots #32, #33, and #34 into (1) one lot approximately 0.500 acres in size, located in a portion of Section 26, Township 14 North, Range 23 East, Willamette Meridian, Grant County, Washington; WFIEREAS, the Grant County Planning Coirunission on November l, 2000 made a recoimnendation to the Board of County Comnussioners to approve this proposed plat alteration with the (8) eight suggested Conditions of Approval and (3) Findings of Fact as prepared by the planning stafF; WHEREAS, the Grant County Board of Coinmissioners held a closed record public meeting on November 27, 2000 at 3:00 p.m. in the Commissioners Hearing Room of the Courthouse; WFiEREAS, the Board of County Coinmissioners have made a decision to uphold the Planning Coininission's recominendation to approve the proposed plat alteration request with the (8) eight suggested Conditions of Approval and (3) Findings of Fact; WHEREAS,. the Board of County Coirunissioners have found that the proposal does conform to the general purpose of the Grant County Comprehensive Plan; WHEREAS, the Board of County Commissioners have found that the public use and interest will apparently be served by the plat alteration; WHEREAS, the Board of County Commissioners have found that appropriate provisions For drainage, roads, alleys, utilities, public ways, water supplies, sanitary wastes, parlcs, playgrounds, fire protection facilities, school sites and grounds and other public and private facilities and improvements have been made; Page 2 of 3 Sandra Thompson Replat Resolution WHEREAS, the Board of County Commissioners have approved the Plat Alteration of Desert Aire No. 6, Re-Plat No. 2 into one (1) parcel approximately 0.500 acres in size subject to the following eight (8) Conditions of Approval and three (3) Findings of ract as recomil7ended by the Planning Department: CONDITIONS OF APPROVAL: The following are conditions of approval, which were used in the Crrant County Board of County Coinmissioner's closed record public ineeting to approve the proposed Plat Alteration. Development shall be in compliance with the Growth Management Act, The County- Wide Planning Policies, The Washington State Environment Policy Act, the Grant County Comprehensive Plan, the Grant County Zoning Ordinance, and all applicable local, state, and federal regulations, rulings or requireinents. 2. Development shall comply with all applicable requirements of the Grant County Fire Flow guidelines and the Unifoi7n Building Code and Unifornl Fire Code. Development shall comply with all conditions imposed by the Grant County Public Worlcs Department including but not linlited to: 1. Provide Plat checic fee of $100.00 2. Proponent shall provide proof of an access permit or oUtain one form the Grant County Public Works Departinent. 4. Health District, the Washington State Department of Health, and the Washington State Department of Ecology regarding domestic water supply, sewage systems and storm water control and treatment including, but not limited to: RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A, Ground Water Quality Standards and WAC 246-272, On-Site Sewage Systems. If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are found all construction activity shall stop and the owner/developer shall iinmediately notify the Colville Confederated Tribes and the Washington State Office of Archaeology and Historic Preservation. 6. Proposal shall coinply with all requirements of the Grant County Auditor. 7. Proposal shall coinply with all requirements of the Grant County Assessor. 8. Preliminary Plat approval shall be contingent upon conformance with all applicaUle land use rules and regulations in effect as of September 6, 2000. FINDINGS OF FACT Page 3 of 3 Sandra Thoinpson Replat Resolution The following are (3) three Findings of Fact, which were used in the Grant County Board of County Conunissioner's closed record public lneeting to approve the proposed Plat Alteration. 1) The Grant County Planning Conunission (has) concluded that appropriate provisions for drainage, roads, alleys, utilities, public ways, water supplies, sanitary wastes, parlcs, playgrounds, fire protection facilities, school sites, and grounds and other public and private facilities and improvements in malcing its recorml�endations to the Grant County Commissioners. 2) The proposed subdivision (does) conform to the General Purpose of the Comprehensive Plan in effect at the tinle the proposal was deemed technically complete, and puUlic use and interest (will) apparently be served by the proposal. 3) A Determination of Non-Significance was issued on October 6, 2000 and the requirements of SEPA have been met. NOW, TAEREFORE, BE IT ItESOLVED, that the Board of County Coinmissioners for Grant County, Washington approve by this Resolution the Plat Alteration of Lots #32, #33, and #34 of Desert Aire No. 6, Replat No. 2 into one (1) parcel approximately 0.500 acres in size.
