WFIEREAS,the Board of County Commissioners of Grant County have been
advised by the Grant County Planning Conunission that an open record public hearing was
conducted on OctoUer 4, 2000, on the matter of altering two (2)parcels in the Agricultural Zone
approximately 88 acres (Parcel#19-1128-000) & 68 acres (Parcel#19-1133-000) in size into
three(3)parcels approximately 71 acres (Lot 1), 16 acres (Lot 2), and 68 acres (Lot 3)in size,
located in a portion of Fann Units 94 &98,Irrigation blocic 43, in Section 26,Township 18
North, Range 30 East, Willamette Meridian, Grant County, Washington;
WHEREAS, the Grant County Planning Coinmission on October 4, 2000 made
a recoirunendation to the Board of County Comtnissioners to approve this proposed plat alteration
with the (12)ten suggested conditions of approval and(3)Findings of Fact as prepared by the
Planning Department Staff;
WI3EREAS, approval is consistent and in conforinance with all applicable land
use rules and regulations in effect as of September 6, 2000;
WHEREAS, this Re-Plat has been prepared in conformance with the
Agricultural section of the Grant County Zoning Ordinance, Section V B. (10);
WI�REAS, a DNS was issued on September 6, 2000 and the requirements of
SEPA have been met;
WHEI2EAS, the Grant County Board of Cormnissioners held a closed record
public meeting on October 24, 2000 at 2:30 p.m. in the Commissioners Hearing Room of the
Courthouse;
WHEI2EAS, the Board of County Coinmissioners have made a decision to
uphold the Planning Commission's recommendation to approve the proposed plat alteration
request

WHEREAS, the Board oP County Coinmissioners have found that the proposal does
conform to the general purpose of the Grant County Comprehei�sive Plan;
WHEREAS,the Board of County Commissioners have found that the public use and
interest will apparently be served by the plat alteration;
WHEREAS,the Board of County Coimnissioners have found that appropriate provisions
for drainage,roads, alleys,utilities,public ways, water supplies, sanitary wastes,parlcs,
playgrounds, fire protection facilities, school sites and grounds and other public and private
facilities and improvements have been made;
WHEREAS, the Board of County Cominissioners have approved the Steve Cox Plat
Alteration of two (2)parcels in the Agricultural Zone approximately 88 acres (Parcel#19-1128-
000) & 68 acres (Parcel#19-1133-000) in size into tluee (3)parcels approximately 71 acres (Lot
1), 16 acres (Lot 2), and 68 acres (Lot 3) in size subject to the following ten(12) Conditions of
Approval and three (3) Findings of Fact as recommended by the Planning Department:
CONDITIONS OF APPROVAL:
l. Developinent shall be in compliance with the Growth Management Act, The County-
Wide Planning Policies,The Washington State Environment Policy Act,the Grant
County Comprehensive Plan,the Grant County Zoning Ordinance, and all applicable
local, state, and federal regulations,rulings or requirements.
2. Development shall coinply with all applicable requireinents of the Grant County Fire
Flow guidelines and the Unifor�n Building Code and Uniform Fire Code.
3. Development shall comply with all conditions imposed by the Grant County Public
Works Department including but not limited to:
a. Provide a Re-Plat checic fee of&100.00.
b. Provide a 5' utility easement along a111ot lines.
c. Lot 2 should be reconfigured to allow access to the north area of the lot by an
access lane 12 feet wide ininimum outside of USBR R/W.
d. Show proof of or obtain access permit onto a county road.
4. Developer shall comply with all requirements deemed necessary by the Grant County
Health District, the Washington State Department of Health, and the Washington State
Department of Ecology regarding doinestic water supply, sewage systems and stor�n
water control and treatinent including,but not limited to: RCW 90.48.080 Discharge of
Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A,
Ground Water Quality Standards and WAC 246-272, On-Site Sewage Systems.
5. If any Native American Grave site(s) or archaeological/cultural resources (Indian
Artifacts) are found all construction activity shall stop and the owner/developer shall
immediately notify the Colville Confederated Tribes and the Washington State Office of
Archaeology and Historic Preservation.

6. Proposal shall comply with all requireinents of the Grant County Health District
' including but not limited to:
a. The requirement must be stated on the plat that all wells are to be a minimum of
100 feet from all property lines.
b. A site evaluation must be completed for each lot and submitted to the Health
District. The evaluation must be done by a certified septic systein, designer or
licensed engineer.
7. Proposal shall coinply with all requirements of the Grant County Auditor.
8. Proposal shall coinply with all requirements of the Grant County Assessor.
9. Proposal shall comply will all requirements of the East Columbia Basin Irrigation District
including but limited to:
a. If the county deternzines to approve this Plat Alteration,the irrigation statements
and signature blocics on the final plat document must meet the District's
requirements for such statements.
b. Before the District can sign the final plat, which is required by RCW 58.17.310,
the details related to irrigation water delivery to the plat lots must be worked out.
10. Proposal shall comply with all requirements of the Grant County P.U.D, including but not
limited to:
a. PUD requests a 10' perimeter utility easeinent with a 5' utility easement for
inside lot lines for all three lots.
11. Preliininaiy Plat approval shall be contingent upon confornlance with all applicable land
use rules and regulations in effect as of September 6, 2000.
12. The preparation of the final Re-Plat shall Ue certified on the Re-plat by said
registered land surveyor that it is a true and correct presentation of the l�nds
actually surveyed.
FINDINGS OF FACT:
The following are (3) three Findings of Fact, which were used in the Grant County Board of
County Coirunissioner's closed record public meeting to approve tha Steve Cox Plat Alteration.
1) The Grant County Board of County Commissioners has concluded that appropriate
provisions for drainage,roads, alleys, utilities,public ways, water supplies, sanitaiy
wastes,parlcs,playgrounds, fire protection facilities, school sites, and grounds and
other public and private facilities and improvements have been made
2) The proposed subdivision does conform to the General Purpose of the
Coinprehensive Plan in effect at the tiine the proposal was deerned technically

complete, and puUlic use and interest will apparently be served by the
proposal.
3) A Determination of Non-Significance (DNS)was issued on September 6, 2000 and the
raquirements of SEPA have been met.
NOW,THEREFOIZE,BE IT RESOLVED, that the Board of County Commissioners
�or Grant County,Washington approve by this Resolution the Plat Alteration of two (2)parcels in
the Agricultural Zone approximately 88 acres (Parcel#19-1128-000) &68 acres (Parcel#19-
1133-000)in size into tl�uee (3)parcels approximately 71 acres (Lot 1),-16 acres (Lot 2), and 68
acres (Lot 3) in size, located in a portion of Farm Units 94 &98, Irrigation blocic 43, in Section
26, Township 18 North,Range 30 East,Willamette Meridian, Grant County,Washington;.
