The Grant Count� Commissioners session was called ta order at 9:04
a.m. by Ghairznan Debarah Moare. AIl of the Co�unissionexs were in
attendance.
Th� Cammisszoners read and appraved the minutes of the preceding
se�s�on as written.
t'�-����The Commissioners received a Claim for Damages from �smael D.
Cranzales. The matter was referred to the Prosecuting Attorney for handling.
r��-���� The Commissioners approved the salary inc�ease of Larzy Kowe11 of
the Mazntenance Department to $9.00 per hour.
�.;����The Commissioners were notified of the annexation af Gr�st Island b�
the Cify of Moses Lake.
����P�' The Commisszoners were notified b� the Publ�c Works D'zrector that
5-��W Road reconstruction wa� built zn accordance with the plans and
specifications, and that all materials incorpc�rated into the project met
con�ract specifications.
��rr��� The Commrssioners appraved the salarv zncrease af Maureen S.
Maine of the Juvenile Proba-�ion Department to $2,920 per month.
��'�!��The Commissioners appointed Jer�y D. Jasman to ser�re at the interim
Coroner effective Navember 1, 2000.
f��<�.� The Commissioners held a Public Hearing on the City of Ephrata
Urban Growth Area. After taking public comment a rnotion was made by
Commissioner S�ead, seconded by Commissior�er Allison ta clase public
comment, The mota.on carried. A mo�ion was made by Commissianer
Snead, seconded by Commissianer Allison to accept the recommended
action b�.sed on �he record and in o�der to eomply wzth the Growth
Management Heaxings Board Final Decision and Order in Case #99-1-0013.
Staff also recornmended the Baard approve the proposed comprehensive
Plan amendments as shawn in attached e�ibits "C" and "F" whzch exclude
the areas previausly known as areas 4 and 5 zn the Ephrata Final Urban
Crowth Area as adopted under �rdinance #99-162�CC and redesignate th�m
as rural lands consistent w7th the Comprehensive P1an. Staff fiz�rther
recommended the Board continue the hearing �o October 34��' at 3:30 p.m.

�J.,J.�G�3,�.The Comr�nissioners approved the salary increase of Kevzn Davis of
the Maznterzance Departmen� ta 90 percent of fu7l pay ef�'ective October 1,
�000.
As there ujas nQ furthe�r business to come befare the Board the session

The session was contznued at 9:00 a.m, wzth alI of the Commissioners
�n attendance.
The Commissioners met with the Public Works Directc�r r�garding
Vehicle Purchase Request-$ig Bend EDC, Westshore Drive Restoratian,
Traffic Infc�rmation.
,����.,���I'he Commissioners approved the request by the Sherif�'s O�fice to
purchase a new A�'V Quad and a winch far use in the Moses Lake Sand
I)unes at the cost of$6,263.40 �rom IA� funds.
t���rThe Comnaissioners approved the request by the Sherzff's (�ffice �or a
budget �xtensian in the amount of$4,SQ0 ta provide security for the Moses
Lake and Ephrata District Court for specif c time perzads.
r���u'The ComtnissiQners approved out of state travel far Detective Joe
Kriete and Matt Messer to a�tend Incident Response to Ter�rarist Bombing
trainzng in New Mexico,
����,�, The Comz�aissian�rs appraved the starting salary af Sandra Muder of
the Clerks �ffice at $I,550.40 per manth, effect�ve October 16, 2004,
�����--r The Cammissioners appraved the salary increase for Corrections
Officer Diane Ray of the Sheriffs t�ffice.
�����The Com�rrii.ssioners approved the salary increase of Derek Jay of the
Sheriff's Offiee ta $2,338.90 per month.
1�-�-��i The Commiss�oners apprc�ved the salary increase of Kyle Cox of the
Sherzffs C}ffice to $2,90t}.34 per month.
`�.�.��3�A.s of this date the Board by a majority vote does approve �'ar payment
those vouchers included in the Iist filed zn the Auditors Uff ce 10/23/2000 in
the total amount Q�'$328, 785.96,
��.;��,( The Commisszoners held a Public Meetzng on the Plat Alteratzon
request by Eliseo Perez, to divide a 9.53 acre parcel inta twa appra�ima�ely
4.76& acre parce�s. A motion was mad� by Commzssioner Allison, seconded
by Cammissione� Snead to uphold the Planning Commission approval of the
request with the 12 cc�nditions and 6 findings as provided by the Planning
Department. The motion carried.
`�.���,�The �c�mmissiQners he�d a Publi� Meeting on the Plat Alteratian
request by Steve Cox. The propasal is located "zn a portian of Farm Units 94
and 98, Ir.rigation Block 43, in Section �6, Township l8 North, Range �0
East, Wzllamette Meridian, in Grant County. A motion was made by
Commissioner Snead, seconded by Commissioner Allison to uphold the
Planning Carnmission apprc�val of the r�quest with conditians and finding as
provzded by��e Plazu�zing L}epartment. The motion car�rzed.
As there was no further business to come before the Board the session
was adjourned until (�ctober 30, 200Q.
