SUBJECT SITE IS LOCATED 1N A PORTION OF SECTION 31, TOWNSHIP 22 NORTH, RANGE 27 EAST WM, GRANT COUNTY, WASHINGTON. RESOLUTION NO. 200o-83-cc RESOLUTION APPROVING A PLAT ALTERATION Sergey B�b�k WHEREAS, the Board of County Commissioners of Grant County have been advised by the Grant County Planning Commission that an open record public hearing was conducted on July 5, 2000, on the matter of creating two lots from lot 13 and the east one fifth of lot 12, Block 24, Grant Orchard Tracts, which is located in a portion of Section 31, Township 22 North, Range 27 East Willamette Meridian, Grant County, Washington, The applicant has requested that the two lots be created for eventual residential development in the Suburban-2 zone of Grant County; WHEREAS, the Grant County Planning Commission on July 5, 2000 made a recommendation to the Board of County Comrnissioners to approve this proposed plat alteration, with nine conditions of approval; WHEREAS, a SEPA Determination of Non-significance was isued on June 14, 2000; WHEREAS, the Grant County Board of Commissioners held a closed record public meeting on July 24, 2000; WHEREAS, the Board of County Commissioners have rnade a decision to uphold the recommendation to approve the proposed plat alteration request; WHEREAS, the Board of County Commissioners have found that the proposal is consistent with the Grant County Comprehensive Plan; WI3E12EAS, the Board of County Commissioners have found that the public use and interest will apparently be served by the plat alteration; WHEREAS, the Board of County Commissioners have found that the proposal will not adversely effect the health, safety, and general welfare of the public in the vicinity of the proposal; Page 2 of 3 IN TH� MATTER OF CREATING TWO Sergey Babak LOTS FROM LOT 13 AND THE EAST ONE FIFTH OF LOT 12, BLOCK 24 GRANT ORCHARD TRACTS NOW, THEREFORE, BE IT IZESOLVED, that the Board of County Commissioners for Grant County, Washington approve by this Resolution, a plat alteration to create two lots from lot 13 and the east one �fth of lot 12, Block 24, Grant Orchard Tracts, which is located in a portion of Section 31, Township 22 North, Range 27 East, Willamette Meridian, Grant County, Washingtion. CONDITIONS: The following are conditions of approval, which were used in the Grant County Board of County Commissioner's closed record public meeting to approve the proposed Plat Alteration. 1) The Proposal shall be in compliance with the Grant County Comprehensive Plan, the Growth Management Act, The Washington State Environmental Policy Act, the Grant County Zoning Ordinance, the Grant County Resource Lands and Critical Areas Development Ordinance and all applicabla federal, state, and local regulations, nilings or requirements. 2. Proposal shall comply with all requirements deemed necessary by the Grant County Health District the Washington State Department of Health, and the Washington State Department of Ecology regarding domestic water supply, sewage systems and storm water control and treatment including, but not limited to; RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173- 201A, Ground Water Quality Standards; and, WAC 246-272, On-Site Sewage Systems. 3. Proposal shall comply with all requirements of the Grant County Fire Marshal and shall comply with the Grant County Fire Flow Guidelines (New construction will require water supply documentation to meet code), the Uniform Building Code, Uniform Fire Code and all other applicable requirements for fire protection/life safety. 4. Proposal shall comply with all requirements of the Grant County Public Works Department, including, but not limited to the following: a) Access permits xnust be acquired. b) Provide $100.00 re-plat check fee. 5. Proposal shall comply with all requirements of the Grant County Auditor, including, but not limited to: We would lilce the name of the re-plat changed to "Grant Orchards Re-plat No. 2" with the Blocic and lot numbers below the name and not part of it. There has already been one re-plat of part of Grant Orchards. If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are found all construction activity shall stop and the owner/developer shall immediately notify the Colville Confederated Tribes and the Washington State Office of Archaeology and Historic Preservation. 7. Preliminary Plat approval shall be contingent upon conformance with all applicable land use rules and regulations in effect as of May 19, 2000. 8. Proposal shall comply with all requirements of the United States Department of the Interior, Bureau of Reclamation, 9.
