RESOLUTION NO. 200��7 h—r.r. RESOLUTION APPROVING A PRELIMINARY PLAT FOR TIM KENNEY REZA FIROUZI «HEREAS, the Board of County Conunissioners of Grant County have been advised Uy the Grant County Planning Conunission that an open record puUlic heat•ing was conducted on April 5, 2000 on the matter of Kenney Prelinlinaiy Plat, a fourteen (14) lot subdivision located on approxiniately 31.11 acres in the Light Industrial Zone in a portion of the Southwest Quarter of Section 1, Township 18 North, Range 28 East, and the Northwest Quarter of Section 7, Township 18 North, Range 29 East, Willan�ette Meridian, Grant County Washington; WHEREAS, the Grant County planniz�g Commission made a decision to not forward a reconunendation to the Board of County Conunissioners at the open record public hearing on April 5, 2000; WHEREAS, the Grant County Board of County Conullissioners have held a Closed Record Public Meeting on May 1, 2000; WHEREAS, tlie Grant County Board of Conunissioners, at their discretion, have held a Closed Record PuUlic Hearing June 5, 2000; WHEREAS, the Board of County Commissioners have made a decision to approve t11e Kenney Preliminary Plat recognizing the ten (10) Conditions of Approval and tht�ee (3) Findings of Fact as submitted by Planning Department Staff; «'HEREAS, the Board of County Conunissioners have recognized and approved the following modi�cations to the Kem7ey Preliminary Plat at the June 5, 2000 Closed Record Appeal: l.) Maximum of one (1) Conditional Use Permit Application for a Security Caretaker Residence on the entii•e plat; WH�ItEAS, the Board of County Commissioners have found that the proposal is consistent with the Grant County Comprehensive Plan; � Page 2 of 4 ` � Resolution Approving Wolfkill Preliminary Plat WHEREAS, the Board of County Colnmissioners have found that the public use and interest will apparently be seived by approval of the plat; VVHEREAS, the Board of County Conm�issioners have found that the requirements of the State Environmental Policy Act have been complied with and a Mitigated Detez-mination of Non-Significance (MDNS) was issued on this proposal on FeUruaiy 24, 2000; WHEREAS, the Board of County Commissioners have found that the preliminary plat does co?nply with the intent of tl�e Washington State Growth Management Act; WHEREAS, the Board of County Commissioners have approved the Kemley Preliminaiy Plat subject to the following fifteen (11) Conditions of Approval & three (3) Findings of Fact as recommended by the Planning Department & modified by the Board of County Conunissioners: Conditions of Approval: 1. The Proposal shall be in compliance with the Grant County Comprehensive Plan, the Growth Management Act, The Washington State Enviromnental Policy Act, the Grant County Zoning Ordinance, the Grant County Resource Lands and Critic�l Areas Development Ordinance and all applicable federal, state, and local regulations, rulings or requirements. Proposal shall comply with all requirements deemed necessary by the Grant County Health District, the Washington State Department of Health, and the Washington State Department of Ecology regarding domestic water supply, sewage systems and stonn water control and treatment including, but not limited to; RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A, Ground Water Quality Standards; and, WAC 246-272, On-Site Sewage Systems. 3. Proposal shall comply with all requirements of the Grant County Fire Marshal/Building Official and shall comply ��ith the Grant County Fire Flow Guidelines, the Uniforni Building Code, Unifonn Fire Code and all other applicable requirements for fire protection/life safety. 4. Proposal shall comply with all requirements of the Grant County Public Works Dapartment, including, but not limited to the following: a. Provide a plat check fee of $100 plus $2.00 per lot. Total $128.00 b. Interior access roads must Ue built to county road standards which call for 4" of base course, 2" of to� course, and a 2 shot EST surface with a minimum finished width of 26'. c. County Road ` 1' SE is a designated County arterial. Forty (40) feet of right of way should Ue dedicated along Rd. 1 S� to meet the minimum County requirements. d. Lots 7-8; 9-10; 11-12; 13-14 should use conunon access points e. Lot 1& 4 must use interior road for access not Rd. ` 1' SE. f. Scale shall be 1"-100' minimum. g. Provide seal, signature and statement of surveyor. P�ge 3 of 4 Resolution Approving Wolfkill Preliminaiy Plat h. Provide all boundaiy lines, existing easei�lents and dedications wi'th Auditor File Numbers and all proposed easements and dedications. i. Provide all lots and blocks with numbers, bearings and distances; same for plat boundaries. j. Provide control monuments for all road intersections and centerline tangents. k. Show adjacent subdivisions, if any on the face of the plat. 1. Require a plat certi�cate from the title company if property is dedicated to the county. m. Provide a complete road plan and profile with all centerline data and drainage facilities for new roads, o. Access Perniit must be obtained to a building pernlit 5. Proposal shall comply with all requirements of the Washington State Department of Transpartation. 6. If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are found all construction activity shall stop and the owner/developer shall innnediately notify the Colville Confederated Tribes and the Washington State Office of Archaeology and Historic Preservation. 7. Prelilninary Plat shall comply with all requirements of the Grant County Health District including but not limited to: a. The Washington Department of Health shall approve the plans for expansion of the water system before any work is done. The classification system will change to group A community. b. After receiving approval froin the Washington Department of Health, the water system improvements shall be completed to include a service connection for each lot. The Washington Department of Health must approve the completed construction. c. A site registration sheet shall be submitted to the Health District for each proposed lot in the plat. A licensed engineer or certi�ed septic system designer must submit the information. 8. Preliminazy Plat shall comply with all requirements of Grant County Emergency Services. 9. Preliminary Plat approval shall comply with all requirements of the East Columbia Basin I�rigation District. 10. Proponent shall provide proof of a Class A water system prior to Preliminary Plat approval. 11. Preliminary Plat shall only Ue allowed to place one (1) Security Caretaker Single-Fainily Residence as living quarters by Conditional Use Permit on the entire plat, Findings of Fact: 1) The Grant County Board of County Commissioners (has) concluded that appropriate provisions for drai�iage, roads, alleys, utiilities, public ways, water supplies, sanitaiy wastes, parks, play�n•ounds, fire protection facilities, school sites, and grounds and other public and private facilities and improvements in making its recommendations to the Grant County Corrunissioners. A Mitigated Determination of Non-Signi�cance (MDNS) was issued on February 24, 2000 and the requirements of S�PA have been met. NOW THEREFORE, BE IT R�SOLVED, that the Board of County Commissioners for Grant County, Washington approve by this Resolution, the Preliminaiy Plat of Kenney located in a portion of the Southwest Quarter of Section 1, Township 18 North, Range 28 East, and the Northwest Quarter of Section 7, To�mship 18 North, Range 29 East, Willamette Meridian, Grant County Washington more fully described as follows: I.EC/J..
