R�SOLUTION NO, �nc�0-75—CC RESOLUTION APPROVING A PRELIMINARY PLAT POR WOLFKILL FEED & FERTILIZER CORP. REZA FIROUZI WHEREAS, the Board of County Commissioners of Grant County have been advised Uy the Grant County Planning Conunission that an open record public hearing was conducted on April 5, 2000 on the matter of Wolfkill Preliminaiy Plat, a twenty-eight (28) lot subdivision located on approxirnately 36.54 acres in the Light I��dustrial Zone in a�ortion of the Southwest Quarter of Section 1, Township 18 North, Range 28 East, the Southwest Quarter of Section 6, Township 18 North, Range 29 East, and the Northwest Quarter of Section 7, Township 18 North, Range 29 East, Willamette Meridian, Grant County Washington; WH�REAS, the Grant County Planning Commission made a decision to not forward a reconunendation to the Board of County Cominissioners at the open record public hearing on April 5, 2000; WHEREAS, the Grant County Board of County Conunissioners have held a Closed Record Public Meeting May 2, 2000 WHEItEAS, the Grant County Board of County Conul�issioners, at their discretion, have held a Closed Record PuUlic Hearing June 5, 2000; WI�EREAS, the Board of County Conunissioners have made a decision to approve the Wolflcill Preliminaiy Plat recoguizing the ten (10) Conditions of Approval and three (3) Findings of Fact as submitted by Planning Department Staff; WHEREAS, the Board of County Cou�missioners l�ave reco�,mized and approved the following modifications to the Wolflcill Pi�eliminary Plat at the June 5, 2000 Closed Record Appeal: 1.) Maximum of one (1) Conditional Use Permit Application for a Security Caretalcer Residence on the entire plat 2.) Page2of5 Resolution Approving Wolflcill Preliminaiy Plat Lots 12 & 13 shall Ue consolidated into one (1) lots 3.) Lots 1,2,3,4,5 shal'1 be consolidated into two (2) lots 4.) Lots 14,15, & 16 shall be consolidated into two (2) lots 5.) Lots 10 & 11 shall be consolidated into one (1) lot; VVHEREAS, the Board of County Conunissioners have found that the proposal is consistent with the Grant County Comprehensive Plan; WHEREAS, the Board of County Conunissioners have found that the public use and interest will apparently be served by a�proval of the plat; VVHEREAS, the Board of County Con-imissioners have found that the requirements of the State Environmental Policy Act have been complied with and a Mitigated Detern�ination of Non-Significance (MDNS) was issued on this proposal on rebruaiy 24, 2000; WI-IEREAS, the Board of County Commissioners have found that the preliminary plat does comply with the intent of the Washington State Growth Management Act; WHEREAS, the Board of County Conunissioners have approved the Wolfkill Preliminary Plat subject to the following �fteen (15) Conditions of Approval and tluee (3) Findings of Fact as recommended by the Plaiuling Departi�lent & modified by the Board of County Conunissioners: Conditions of Approval: 1. The Proposal shall be in compliance with the Grant County Coinprehensive Plan, the Growth Management Act, The Washington State Environmental Policy Act, the Grant County Zoning Ordinance, the Grant County Resource Lands and Critical Areas Development Ordinance and all applicable federal, state, and local regulations, rulings or requirements. 2. Proposal shall comply with all requirements deemed necessary by the Grant County Health District, the Washington State Department of Health, and the Washington State Department of Ecology regarding domestic water supply, sewage systerns and stornl water cont�-ol and treatment including, but not limited to; RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-201, Surface Water Standards; WAC 173-201A, Ground Water Quality Standards; and, WAC 246-272, On-Site Sewage Systems. 3. Proposal shall comply with all requirements of the Grant County Fire MarshalBuilding Official and shall comply with the Grant County Fire Flow Guidelines, the Uniform Building Code, Unifonn Fire Code and all other applicable requirements for iire protection/life safety. 4. Proposal shall comply with all requirements of the Grant County Public Works De�artment, including, but not limited to the following: a. Provide a plat checic fee of $100 plus $2.00 per lot. Total $156.00 b. There are 28 lots not 27. Lot 23 is duplicated. c. Interior access roads must be built to county road standards which call for 4" of base course, 2" of top course, and a 2 shot EST surface with a minimum iinished width of 26', � Page 3 of 5 Resolution Approving Wolfkill Preliminaiy Plat e. Provide seal, signature and statement of surveyor ' f. Scale shall be 1"-100' minimum g� Provide all lots and blocks with numbers, bearings and distances; same for plat boundaries h. Provide control monuments for all road intersectioi�s and centerline tangents. i. Show adjacent subdivisions, if any on the face of the plat j. Require a plat certificate from the title company if property is dedicated to the county. lc. Require a si�lature block for the County Engineer 1. Provide a complete road plan and profile with all centerline data and drainage facilit:es for new roads m. Provide Waivers for private roads and irrigation district accesses n. The minimum angle at road intersections is 70 degrees, A 90 de�ee angle at road intersections is preferred o. Access Pei-�nit must be obtained to a building permit 5. Proposal shall comply with all requirements of the Washington State Department of Transportation. 6. If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are found all construction activity shall stop and the owner/developer shall imrriediately notify the Colville Confederated Tribes and the Washington State Office of Archaeology and Historic Preservation. 7. Preliminary Plat shall comply with all requirements of the Grant County Health District including but not limited to: a. The Washington Department of Health shall approve the plans.for expansion of the water system before any work is done. The classification system will change to group A community. b. After receiving approval froin the Washington Department of Health, the water system improvements shall be completed to include a service connection for each lot. The Washington Department of Health must approve the cornpleted const�-uction, c. A site registration sheet shall be submitted to the Health District for each proposed lot in the plat. A licensed engineer or certified septic system designer must subi�iit the information, 8. Preliininary Plat shall comply with all requirements of Grant County Emergency Services. Preliminary Plat approval shall comply with all requirements of the East Columbia Basin I�-rigation District. 10. Proponent shall provide proof of a"Class A" community water system prior to final plat approval. 11. Preliminary Plat shall only Ue allowed to place one (1) Security Caretaker Single-Family Residence as living quartei�s by Conditional Use Permit on the entire plat. 12. Lots 1,2,3,4, &5 shall be consolidated into two (2) lots. 13. Lots 10 & 11 shall Ue consolidated iilto one (1) lot. Page4of5 Resolution Approving Wolfkill Preliminary Plat 14. Lots 12 & 13 shall Ue consolidated into one (1) lot. 15. Lots 14, 15, & 16 shall be consolidated into two (2) lots. Findings of Fact: 1) The Grant County Board of County Commissioners (has) concluded that appropriate provisions for drainage, roads, alleys, utilities, puUlic ways, water supplies, sanitary wastes, parks, playgrounds, fire protection facilities, school sites, and grounds and other public and private facilities and improvements in making its recorrunendations to the Grant County Conunissioners. 2) The proposed subdivision (does) confonn to the General Purpose of the Comprehensive Plan, and public use and interest (will) apparently be served Uy the proposal. 3) A Mitigated Deterniination of Non-Significance (MDNS) was issued on February 24, 2000 and the requirements of SEPA have been met.
