All of the Commissioners were in attendance. The Commissioners read and approved the minutes of the preceding session as written. ��-�-�'���3 The Commissioners approved the req�est by David Nelson, Director of DCD to attend the ICBO Annual Conference for Building Officials. ��� ��� The Commissioners approved the salary increase of Wanda Stratton of the District Court Office to $2,289 per mornth. ������ Chairman Moore was authorized to sign the Notice of Separation of Molly Bates of the District Court Office. ���'7�?� The Commissioners signed Contract Number EM010284 with the Washington State Military Department and Grant County Emergency Management. �;��-�� �, The Commissioners spent the remainder of the day interviewing applicants for the Public Defender Contracts. As there was no further business to come before the Board the session was continued until July 1 l, 2000. July 1 l, 2000 The session was continued at 9:00 a.m. with all of the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding 10:00 a.m. bid opening (`U' SW), 10:30 a.m. Public Hearing(Six Yeax Transporta.tion Improvement Program), ll:�0 Franchise Hearing (City of Moses Lake), 11:30 Franchise Hearing (Behling Dairy), WSDOE Fuel Tank License, Road Log-Mineage Update, Purchase Request-Caliche, Road Establishment Request-Harold Nelson, Personnel. ��, ;��I'he Commissioners held a Bid Opening on U-SW Road. A motion was made by Commissioner Snead, se�onded by Commissioner Allison that the bids be referred to Public Works for their review and recommendation. The motion carried. ��- P`7� �vThe Commissioners met with Planning staff on the Tommer SEPA Appeal. The matter was continued until July 1 l, 2000. i'� � f%'�% The Commission�rs held a Public F-Iearin� regarding ihe ��ear Transportation Improvement Program. A moizon was made b� Commissioner Sn�ad, seconded by Commissianer Allison ia �approve adoptzng of Resolution Number 200a-73-CC adopting the Transportation Program for the years 2�� 1 through 2006. The motion caz�ried. �����.,� The Commi ssioners held a Public Hearing regarding the Application far a County Road Franchise by the Gity af Mases Lake to construci, operaie and maintain water and sanrta�y sewer infrastructure under, across, and along certain County Roads. A rnotion was made by Commissioner Snead, seconded by Commzssioner Allzson ta appr�ve the Franchise. The motion carried. ��i`��,� The Commissianers held a Public Hearing regard'zng the Application for a County Road Franc�ase by Behling Dairy Management, Inc. A motian was made by Commissioner Snead, seconded by Commissianer Al�ison to appraved the Franchise to cansiruct, operate a.nd maintain a 4 inch w�ter iine along Road 23 and Raad "4" S�V. The motic�n carried. � c.�.� �?,� The Cornmissioners szgned the Public Works �laims Fund Vaucher Approval #&-1 through #6-212 in the total amount of $1,672,$2Q.8$. ���`� �� The Commissioners signed an amendment to WDFW Contraci No. 573507�5 e�tending the period ofperfc�rmance to Aprzl 19, 2Q05. ��i'���, The Commissioners app�aved the request far a budget e�ension to the Grant Menta� He�.Ithcare budget in the amount af $55,678.02 utzlizing zncreased revenue from the NC�JRSN. '�_�3.� The meeting on the Tammer SEPA appeal was completed, and the Prose�uting Attorrzey uTas to write up ihe f nd�ngs. ,f a..� � 7�-. The Con�missioners approv�d the request for a�ransfer of fiznds from buildings zn ihc amc�unt of $1 QO,OOG and from Machinery & Equipment in ihe amount of $59,542 �o professional secvic�s in the amount of $159,54� tc� cover archiiectural fees for the Moses Lake Office. �� ��j� The Commissianers avvarded the coz�tract for the `U' SW Road prflject ta Tommer Construction in the amount of $28'i,325.84, ��i �3� As of this date the Board by a majc�rity vate does approve far payment those vc�uchers included in the list filed in the Aud'ztors CJffice 7/1012000 in the total amount of$1,0�4,396.68. ��,� �� � Chairman Moare was authoxized to sign the Applicaiion for Public � In%rest Determination by James and Elea�or Cherf on Assessar Parcel Number 15-1 �52-a I 8, Iocaied i.n Sectian 33, '�ownship 20 N., Range 25 E. W.M. ��, r'��� The Commissioners received a Summons and �amplaint f'rom Alan Bassani. The matter was ref�rred to the Prose�uting Attorney for handling.
