The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:20 a.m. J Strickler,ASC Update and Misc 60CC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz,to approve items 1
through 11 on the agenda as presented. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services, grant administration,
etc.
2. Anticipating: BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting
Attorney between Garth Dano, Prosecuting Attorney, and Anthony Menke of Menl<e Jackson
Beyer, LLP to serve as a Special Deputy Prosecuting Attorney to perform and render legal
assistance and counsel regarding labor law, employment law and personnel matters, and such
other matters and proceedings as required by the Prosecuting Attorney or designee. Term is
from final signature through December 3�, 2016. (Approved)
�. Cash Receipts Program with Interface to dynamics 2015 R2 Proposal between Grant County, by
and through the Grant County Treasurer, and A Systems Integrator(ASI). (Approved)
4. Contract between Grant County, by and through Central Services, and Rob Witheridge dba A-
Central Asbestos,for construction/abatement of asbestos containing materials on the project at
the Grant County Courthouse, 37 C Street NW, Ephrata under the schedule written by McKinstry
Essential LLC (acting as the General Contractor). Term is from the spring of 2016 until project
completion. (Approved)
5. Resolution No. 16-036-CC Authorizing Execution of Interlocal Agreement (Interagency Contract)
Between Grant County and the Department of Corrections, regarding Department offender
facilities use/programs in Grant County(ASC Action Item #6, below). (Approved)
6. Interagency Contract between Grant County, by and through the Grant County Sheriff's Office,
and the Department of Corrections for the purpose of maximizing the efficient and cost
effective use of existing resources and to provide adequate facilities and programs for the
confinement, care, and treatment of Department offenders in accordance with the provisions of
RCW 39.�4 and RCW 72.68.040. Term is January 1, 2016 through December 31, 2018.

7. Contract between Grant County, by and through Central Services, and DW Excavating, Inc. for
sewage collection system for project#CSD1611 located at the Grant County Fairgrounds. Term
is from approximately April 18, 2016 through July 13, 2016. (Approved)
8. Amendment#1 to the Voluntary Stewardship Program (VSP)Contract No. I<1622,which is
between the Washington State Conservation Commission and Grant County. The amendment
serves to extend both the period of performance and funding available. The new ending term
date is June 30, 2017. (Approved)

11. Easement and Right of Way Electric Distribution Line(s) and Communication Facilities from the
Public Utility District No. 2 of Grant County (PUD)for the Campus Renovation Project for the
installation of a new transformer in parking lot "A". Location is Parcel No. 14-0904-000 All Block

Extensions
The Commissioners held an Open Record Public Hearing to consider amendment to the
following Grant County funds:
i • Sheriff's Office Fund#001.114 in the amount of$10,840.00 to purchase two(2)
Lidar Speed Measuring Devices from Kustom Signals, Inc.,and eight(8)SECTOR
Scanners and eight(8)SECTOR printers from Datec, Inc.,using funds from a
Washington Sheriffs and Police Chiefs(WASPC)Traffic Safety Equipment Grant.
• Auditor's Office—Accounting Department amendment request for multiple Grant
County funds,due to a system error in the budget sofitware where several Special
� Revenue fund budgets were approved at a lower than desired amount:

o Law and Justice Fund #121 in the amount.of$11,991.00
� o Prosecuting Attorney's Office Crime Victim's Fund#120 in the amount
of$12,960.00
o Grant Integrated Services/CityView Residential Fund#108 in the
amount of$558,571.00
Michele Jaderlund, Auditor, discussed the budget extension request made by the Chief
Accountant. Commissioner Carter read the letter from the Sheriff's Office regarding their
request.

Commissioner Swartz moved to close the public comment portion of this hearing.
; Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens
moved to approve the budget extensions as presented. Commissioner Swartz seconded and the

, MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$496,470.25 and $73,559.75, as
recorded on a listing and made available to the Board.
The Commissioners approved and signed the Grant County Public Works Payroll Salary Fund for the April
15, 2016 payroll.
� The Commissioners approved and signed the Grant County Payroll Authorization form for the April 15,
2016 payroll.
The Commissioners wrote a letter of support to the Recreation and Conservation office for the City of
Soap Lake's request for RCO funding for their trail project.

2:00 p.m.—2:20 p.m. Open Record Public Hearing, Westshore Drive Surplus Right-of-Way
Vacation
The Commissioners held an Open Record Public Hearing to consider a petition to vacate a
surplus right-of-way known as a portion of Westshore Drive, Jeff Tincher, Public Works Director,
read into the record the following engineers report:
The Board of County Commissioners of Grant County Washington has received a petition
to vacate a portion of Surplus County Road Right-of-Way being a portion along County
Road Westshore Drive, Road Log Number 40950,from approximately Mile Post 1.67 to
Mile Post 1.97;varying in width;retaining for the County 40ft. of Right-of-Way on the west
side of Westshore Drive, lying in Section 19 of Township 19 North, Range 28 East W.M.,
all in Grant County, Washington, as highlighted on fihe attached Exhibits A(1-3)& 8-E.
The eoard of County Commissioners determined that consideration should be given to the
petition and directed the County Road Engineer to prepare a report on the proposed
vacation pnd abandonment for a public hearing to be held at 2:00 PM,Apri119,2016. The
Notice of Hearing was published in the County Official Newspaper and the Notice of
Hearing was posted at each termini in compliance with RCW 36.87.050.
The proponents of the petition own the entire frontage along the petitioned County Road
Right-of-Way. The Surplus/Unused County Road Right-of-Way was dedicated on the Plat
of Stade Orchard Tracts filed in January 7, 1914. Portions of that dedication had been
unused since the realignment of Westshore Drive was completed in 2001.
1 find that, this section of County Road Right-of-Way is not necessary and useful to the
public and the public would be benefitted by its vacation and abandonment.
Commissioner Swartz moved to close the public comment portion of this hearing.
