Pet�tion requesting changes
In the Endangered Species Act
�HER�AS, the Grant County CommissiQners respectfizlly petition the �Ianorable
Wzliiam J. Clinion, President of the Ur�ited States, the President af the Senate, the
�peaker of the House of Representatzves, the Senate and tl�e House �f Representatives to
change the Endangered Species Act (ESA); and
WHEREAS, consideration of breaching Snake River dams exemplzfies the ESA's
patenizal fax unreasonable, unnecessary cansequences; and
WHEREAS, th� Narthwest has experienced the unnecessary desiruciion of timber
communities and �heir resource dependent fami�ies due to the listing �f ihe spo�ied owl;
and
W�-IEREAS, the ESA has na provision foz hum.an resQurce needs; a�d
WWF-IEREAS, the disinceniives of ESA alienate individuals and communitzes
wl�ase support is znost z�eeded t� enhance species slzrvival; and
�T�-IEREAS, salmon recovery in Washington State threatens the viabzli�y of
a�,riculture and rural cammunities throug� unnecessary Iass of water �se; a�ad
�-�EREAS, the ESA can be used to co�t�rol use af Iand a�d water izadependent c�f
the protection af s�ecies; and
WI�EREAS, contznuat�on af�h� e�sting ES� can eause untold ecanomzc damage
independent af species protectian;
NOW, THEREFORE, BE IT HEREBY RESC}LVED, that the Baard of Grant
County Cona.missioners does ask that the fe�eral governnsent c�ange the Endangered
Species Aci to provide zncentives for the prc�tection of endangered s�ecies through
u�npawerzng viti�rens and communities to fieely a�d valuntarily assisi in proiection of
endazagered species.
BE IT �'URTHER RESC?LVED that the Act recogni�e human resource needs and
elzmzrzate laal�zage that allc�ws far the ur�szecessary contral c�f land and water
