The Grant County Commissioners session began at 8:30 a.m. with al) Commissioners in attendance.

9:00 a.m.—9:20 a.m. ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 4
and 6 on the agenda as presented. Items 2, 3, and 5 were not ready for signature. The motion passed
unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc.
2. Anticipating: BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting
Attorney between Garth pano, Prosecuting Attorney, and Anthony Menl<e of Menke Jackson
Beyer, LLP to serve as a Special Deputy Prosecuting Attorney to perform and render legal
assistance and counsel regarding labor law, employment law and personnel matters, and such
other matters and proceedings as required by the Prosecuting Attorney or designee. Term is
from final signature through December 31, 2016. (Not ready for signature)
3. Anticipating: Cash Receipts Program with Interface to dynamics 2015 R2 Proposal between
Grant County, by and through the Grant County Treasurer, and A Systems Integrator(ASI). (Not
ready for signature)
4. Revision#160105 to Washington State Department of Social & Health Services(DSHS) Contract
No. 1563-43364, administered by Grant County, by and through Grant County Integrated
Services' Developmental Disabilities Department (DD Residential). The amendment increases
the rate of one client. (Approved)
5. Grant County Request for Reimbursement No, 5 on CDBG Public Services Grant No. 15-62210-
005 for the period February 1—February 29, 2016,with the Department of Commerce and
administered through the OIC of Washington, in the amount of$16,750.53, (Not ready for
si�nature)
6. City of Mattawa request for deadline extension on Strategic Infrastructure Project(SIP)#2015-
01,Government Road Corridor Redevelopment Plan,from April 13, 2016 to December 31, 2016.
This deadline is for the City to submit to the County a completed Grant County Strategic
Infrastructure Program—Project Certification form that is accompanied by an invoice for the
project reimbursement. (If a deadline requirement is not met,the grant award in the amount of
$52,000 automatically expires.) (Approved)

5. Resolution No. 16-030-CC Notice of Hearing in the matter of vacating surplus right-of-way know
as a portion of Westshore Drive from 316.64 feet north of Winesap to 1885 feet northwest, in S
19,T 19 N, R 28 E,WM. The public hearing was set for April 19, 2016 at 2:00 p.rn. (Approved)
6. Award Recommendation for the Asphalt Materials 2016 project as follows: (Approved)
� • Item 1A- Furnish 4,400 to 4,900 tons of HFE 150 Liquid Asphalt in the amount of
$1,432,774.70 ($269.00 per ton); and
• Item 1B- Furnish 400 to 575 tons of HFE 90 Liquid Asphalt in the amount of$168,131.73
($269.00 per ton). Both award to:

6. Request to surplus a 2014 Karavan single place PWC trailer, which was damaged and is
unusable. There is no value associated with this item and once surplus'd i�t will be scrapped for

HUMAN RESOURCES
7. Recommendation Memorandum regarding a request from Grant Integrated Services to extend
the$150.00 monthly payment stipend to its employees to February 24, 2016. The HR Director
recommends approval. (Approved)
FAIRGROUNDS
8. Recommendation to award the Request for Proposal bid for the electrical service connection of
their prefabricated restroom/bathroom purchased from CXT to Stetner Electric in the amount of
$3,319.93, This is part of the Department of Agriculture grant#I<1858 awarded to the
Fairgrounds. (Approved)
NEW HOPE DOMESTIC VIOLENCE,SEXUAL ASSAULT, CRIME VICTIM SERVICES
9. Request to increase their Revolving Fund #128 by$5,000.00 to a new limit of$10,000.00 to
receive Washington State Coalition Against Domestic Violence (WSCADV)financial assistance
funds that will assist survivors of domestic violence with specific housing and service needs.

3:30 p.m.—3:40 p.m. Bid Opening, Grant County Paper of Record for Legal Notices
Only one bid was received: Columbia Basin Herald in the amount of$2.99 per column inch. Per
RCW 36.72.075 the County Legislative Authority shall let a contract to a legal newspaper on the
first April meeting. The bid award was scheduled for April 4, 2016 at 11:00 a.m,
4:00 p.m.—4:20 p.m. Open Record Public Hearing, Ordinance amending Ch. 6.04 of the Grant
County Code titled "Fireworks"
The Commissioners held an Open Record Public Hearing to consider an Ordinance amending Ch.
6.04 of the Grant County Code titled "Fireworks". The amendment appoints the Grant County
Fire Marshal as the designated officer for unincorporated areas of the county and would allow
him/her to recommend to the Board of County Commissioners for a prohibition on the sale
and/or discharge of Fireworks due to "Extreme Fire Danger". The determination will be then
made by the Board of County Commissioners.
The penalty proposed for discharge of Fireworl<s during periods of declared "Extreme Fire
Danger" is a misdemeanar and any person violating this ordinance, upon conviction, be fined up
to one thousand dollars or be imprisoned for up to ninety days, or both.
Jim Mitchell, Civil Deputy Prosecuting Attorney, discussed the proposed ordinance stating this
Ordinance will repeal and replace the existing Chapter 6.04. It is from 1970 and delineates the
responsibility for investigation. Now,the Fire Marshal will be in charge mal<ing
recommendations to the Commissioners. The last couple of years has been disastrous for
extreme fire danger within Easter Washington.This is tied into RCW 7.77.250 that the state will �
monitor and maintain this type of program but any laws or ordinances passed by counties and
cities can't be more restrictive unless they sit on the books for 1 year.This would be enacted in
2017.
Much of the push back at the state level is because organizations use fireworks as a fundraiser,
along with Tribal entities and commercial fireworks sellers and manufacturers.
Commissioner Swartz reiterated that the Fire Marshal, at their discretion, can recommend to
the Commissioners to ban the sale/discharge of fireworks.
Commissioner Swartz moved to close the public comment portion of this hearing.
Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens
moved to adopt the Ordinance as presented. Commissioner Swartz seconded and the motion
passed unanimously. The hearing adjourned. (Approved, Ordinance No. 16-032-CC)
