COMMISSIONER� WORK SESSION The Commissioners approved all budget requests on the work session agenda. The public hearing was set for December 11, 2007 at 8:45 am. Page 2 of 5 COMMISSIONERS' MINUTES OPEN RECORD PUBLIC HEARING, COLLECTION OF ADDITIONAL SURCIIARGE FOR THE HOMELESS HOUSING 10 YE�R PLAN, PER HB 1�tiq The Commissioners held an Open Record Public Hearing regarding the Implementation of Homeless Housing Task Force io Year Plan $8.0o Surcharge. Ken Sterner stated that Thomas Bonnington was the lead on this project and asked him to spealc. Thomas Bonnington discussed the costs associated with the project and the stated that for the months of July — October, the average costs per person was $4•39 per person to house. Ken Sterner mentioned that their next project is to put together a"Mens Only" site, the NCCAC is worlcing wifih the Housing Authority of Grant County to secure a site. Bill Varney discussed House Bi111359 and that he has not yet dispersed any of the collected funds. Commissioner Stevens moved to close the public comment potion of the hearing, Commissioner Carter seconded and the motion passed unanimously. Commissioner Stevens moved to adopt the resolution implementing the Grant County Homeless Taslc Force Ten Year Plan adding the affordable Housing per HB i359 and requesting that the Auditor and Treasurer collect all revenue in association with HB1359 and direct these funds to the North Columbia Community Action Council. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. GRANT CO UNI'Y,SHERIFF'S OFFICE 2008 Jail Nurse Contracts between Grant County and Chrystine Leonard, Annie Miller, and Mary Lou Delp to provide reasonable and necessary basic medical care to the inmates of the Grant County Jail and the County Work Release Facility. AUDITOR'S OFFICE, ACCOUNTING UNIT Request for a budget extension for the Building/Fire Marshall in the amount of $8,000.0o to cover telephone improvements. The Board tendered the defense to Phil Talmadge. Resolution No. 0�-16o-CC in re: Strategic Infrastructure Committee Recommendation for funding for the Port of Quincy Feasibility Study/Engineering report for an industrial non-contact Cooling Water Treatment Facility; in the amounts of Grant $�o,000.00 and loan $go,000.00. The Commissioners approved the Human Resources Director recommendation for Grant Mental Healthcare to hire Philip Richins as the Community Support Manager and set the starting rate of pay. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $1,3q.o,48i.54, as recorded on a listing and made available to the Board. The Commissioners signed the Public Works Claims Fund Voucher Approval No. ii-1 through No.1i-77 in the total amount of $i85,i��.�o, as recorded on a listing and made available to the Board. The Commissioners signed an Agreemen� between Grant County and Halme Construction, Inc, for Fairgrounds irnprovements. The Commissioners notified the employees represented by the Grant County Deputy Sheriffs' Association of the 200� and 2008 Medical Insurance Plan Changes.
