Commissioner Carter seconded and the motion passed unanimously, CLOSED RECORD PUBLIC HEARING, ISAAK 1VIINOR Z011TE CIIANGE The Commissioners held a closed record public hearing regarding a minor rezone application from Brian Isaak to change the zoning of one parcel from Open Space Conservation to Urban Residential-1. Location of proposal is at the northwest corner of intersection at Fordair Rd and "J" Rd-NE and is in a portion of the east half of the SE quarter of S 2�, T 25 N, R 28 E, W M(Parcel No. 1�-i575-o00). Commissioner Carter moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the io Findings of Fact. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. PUBLIC WORKS UPDATE The Commissioners signed an AIA Document BiSi-1997 (Abbreviated Standard Form of Agreement Between Owner and Architect) between Grant County and Zeck Butler Architects, P.S. for the Grant county Public Works Moses Lalce Shop #2. The Commissioners signed Resolution No. 0�-159-CC in the matter of vacating a certain county road right-of-way for the Cul-de-sac in Sunland Estates. The Commissioner approved and signed the contract for Bridge # 163, Rd 22.5-NE (Cannawai Valley RD) CRP o3-44 between Grant County and Tommer Construction Company, Inc. BIG BEND COMMUNITY CO_LLEGE MINOR ZONE CHAI�TGE The Commissioners held a closed record public hearing regarding a minor zone change application from the WA State Board %r Community and Technical Colleges and BBCC Foundation to change the zoning from Urban Public Facility to Urban Commercial-2 and Urban Light Industrial in order to make the zoning consistent with the land use designation. The subject area is an approx. 84-acre portion of four parcels. Specifically the subject area is located just south of the Grant County Airport along Andrews St. inside the City of Moses Lake's UGA boundary, and is a portion of S g2, T 2o N, R 28 E, W M(Parcel Nos. 17-iog6-000, i�-1o52-000, i�-io42-o00, and r�-io49-oi5). Discussion ensued regarding the roadways. Commissioner Carter moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the 10 Findings of Fact. Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Ordinance No. o7-1gx-CC) CLOSED RECORD PUBLIC HEARIlOTG AMENDMENT OF THE iJNIFIED DEVELOPMENT CODE CH 23 04 ZONING AND 25 0� DEFINITION� — TO CORRECT SCRIVENERS ERRORS The Commissioners held a Closed Record Public Hearing in July, 200� and passed Ordinance o7-oH5-CC amending the Grant County Unified Development Code (UDC) Chapter 2g.o4 Zoning (tables) and also to Chapter 25.02 Definitions. It was found, after this was approved, that the tables used were not up to date. This hearing is to correct those errors. Commissioner Carter moved to approve the corrections of the scrivener's errors, Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. OPEN RECORD PUSLIC HEARING DEADLINE TO RECEIVE APPLICATIONS FOR THE 2008 COMPREHENSIVE PLAN AMENDllViENTS The Commissioners held a Closed Record Public Hearing to amend the deadline to receive applications for Comprehensive Plan Amendments. GCC Section 25.i2.o3o (e) states that the Board must, from time to time, establish the deadline. Staff is proposing March gi, 2008 as the new date. Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Stevens seconded and the motion passed unanimously. The Commissioners signed the Public Worlcs Claims Fund Voucher Approval No. io-1 through No. xo-58 in the total amount of $gi6,999•75� as recorded on a listing and made available to the Board. The hearing was heard on October a4, 200�. The Commissioners signed the Public Works Payroll Journal for the month of October, zoo�. The Commissioners approved one full time employee position in the Public Works Department to be the General Technician. The Commissioners approved a two and one-half percent (2.5%) general wage increase to the Compensation Plan salary structure for non-represented employees and the following bargaining units: Corrections, Courthouse, District Court, Juvenile, Prosecutors Office Clerical, Public Works, Solid Waste, and Sherif�s Office Support, and effective January i, 2008. The Commissioners notified those employees represented by the Teamsters, and Corrections Officers bargaining units of the 2008 Medical Insurance Plan Changes to be effective January 1, 2008.
