Commissioner Allison was out and excused. COMMISSIONERS WORK SESSION The Commissioners approved the Sheriffs Office budget extension as mentioned above. Commissioner Allison was out and excused. ---- --- -- -- - CLOSED RECORD PUBLIC HEARING, STEVE BRUNS - LARSON SUBDIVISION PLAT ALTERATION The Commissioners held a Closed Record Public Hearing regarding a Plat Alteration application from Steve Bruns for lot 1� of the Larson Subdivision, dividing one parcel into two lots. The project area is located at 8905 Travis Dr., Moses Lalce, all of lot i�, Larson Subdivision lying in a portion of the SW quarter of the NW quarter of S 4, T 19 N, R 28 E, W M(Parcel No. 31-ooi7-000). Commissioner Stevens moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the 6 Conditions of Approval and 6 Findings of Fact. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. o7-a47-CC) CLOSED RECORD PUBLIC HEARING, TWO SISTERS PRELIMINARY PLAT (UMBARGER AlVD RAY) The Comrnissioners held a Closed Record Public Hearing regarding a Preliminary Plat application from Deborah Umbarger and Linda Ray (Two Sisters Preliminary Plat) to divide a 22.6-acre parcel, Lot � of Stacy Short Plat recorded in 2oog, into four lots in the Rural Residential-i Zone. All four lots will be for residential purposes. The location is all of Lot i, Stacy Short Plat, and a portion of the SW quarter of the SW quarter of S 3, T 2o N, R 26 E, W M(Parcel No. 3r-2468-000). Commissioner Carter moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the 9 Conditions of Approval and 12 Findings of Fact. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. Commissioner Allison was out and excused. CLOSED RECORD PUBLIC HEARING. AMEIVDMENT TO THE COI�TCEPTUAL OVEIZALL MASTER PLAN FOR THE PUD OF DUNE LAKES The Commissioners held a Closed Record Public Hearing regarding amendment to the Conceptual Overall Master Plan for the PUD of Dune Lakes, near Moses Lake, approved by the Planning Commission in 1990 under the name of Moses Lake Estates, The proposed Master Development Plan amendments are contained within the boundary of the original PUD as approved by the Planning Commission and Board of County Commissioners. The approved PUD contains i,1i1 acres with up to 1,go5 dwelling units under a multi-phased development. A Draft Environmental Impact Statement has also been submitted for the remainder of the Planned Unit Development, Comprehensive Plan Designation is PUD. SEPA Compliance: The Moses Lalce Estate PUD was approved with the requirement that an EIS be prepared for the development of each phase of the PUD to supplement the original Moses Lake Estates Environmental review. In regard to this application to amend the PUD Conceptual Master Development Plan, Grant County has requested that an Environmental Impact Statement be prepared addressing the PUD comprehensively rather than in phases, thereby eliminating the need for an EIS for each individual phase of the PUD. Supplemental environmental inforrnation may be adequately addressed with an Environmental checklist for each project specific phase of the PUD development at the discretion of the jurisdictional SEPA Responsible Official. Commissioner Cindy Carter moved to accept the Dune Lake Planned Development Proposed Amendment to the Moses Lake Estates PUD FINAL ENVIRONMENTAL EMPACT STATEMENT'. Commissioner Richard Stevens seconded the motion. Motion carried. Commissioner Cindy Carter moved to approve Dunes Lake PUD Overall Conceptual Master Plan Amend and Final EIS with Planning Commission recommended i6 Finding of Facts. The Commissioners signed Resolution No. o7-i46-CC and a Quit Claim Deed between Grant County and the United States Bureau of Reclamation of the Department of Interior in the matter of conveying all rights, title and interest of certain county-owned property, located in a portion of the northwest quarter of Si4,T16N,R2gE,WM. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $�34�148•91, as recorded on a listing and made available to the Board. The Commissioners signed the Public Worlcs Claims Fund Voucher Approval No. io-1 through No. io-io8 in the total amount of $245,386.16, as recorded on a listing and made available to the Board. The Commissioners approved and signed a Registration Form to participate in the 2oio Census Local Update of Census Addresses (LUCA) Program. The Commissioners signed a 2008 Professional Services Agreement Interpreter between Grant County and Saul Castillo for interpreter services. The Commissioners approved and signed a State of Washington Administrative Office of the Courts Certificate of Eligibility for Contracted City Attorney/Public Defender Access to JIS-Linlc between Grant County and Alan White.
