WHEREAS, �he Board of County Commissioners of Grant County ha�ve been
advised that an open record public hearing was conducted befare the Grant CounY,y Planning
Commission on September 5, 2007 in the matter oi a preliminary Plat Alteratian of Lot 11 of
Crook Estates plat, located in tlie northwest quarter of Section 14, Townslup 16 North, Ranga 26
East, Willaxnette Meridian, Crrant County, Washin�on, and
WI�EI�AS, t1�e Grant County Planriing Commission on September 5, 2q07 did
approve a motion to recommend to �he Boa�rd of County �arnrnissioners to approve this
proposecl pxeliminary Plat Alteration with eleven (1 �) suggested Conditions nf Approval and
seven (7) Findings of Faot consistent with approv�,l, and
WHEREAS, the Board o� County Commissio�ers held a closed recnrd public
hearin� regarding this matter on October 17, 2007, and
WHEItEAS, th� Board of County Commissinners ha�e re�viewed the application
materxal, staf�'report, and a summary o�the Pl�zuaing Commissian hearing, and
WHEREAS, th� Board of County Comrnissioners h�,ve found that this propasal
will not ad�versely effect the health, safety, and general welfare of the public in the vicinity of the
proposal, and
WHEREAS, tk�e Board a� County Commissioners have found this p�ro�t�sal ta be
consisten� with the Grant County Comp�rehensive Plan, the Unifed Development Cade Chapter
23.04 "Zoning," other land u�se regulatians, and SEPA, and
WHEREAS, the Board af County Commissioners hav� found that the public use
and interest wi11 apparently be served b� this proposal, and
WHEREAS, the proposed Plat Al�eration, subject to the �onditions of Approval,
meets the applicable requirements of the Unified Development Code Chapter 22A4 "Land
Division," and

WHERlEAS, the proposed prel�minary Plat Alteration does comply with the
I-�ealth District's requirements for sewage disposal and potable water s�pply, and
WHEI�AS, the proposed preliminary Plat Alteration does contain an accurate
legal description of the lots beirig created, and the roads and easernents therein, and
WHEREAS, the propased preliminary Plat Alteration does comply with Grant
County regulation pertaining to roads, utilities, drainage, access For ernergency vehicles, and
other infrastructure irnprovements, and
WHEREAS, the Board of County Commissioners have made a decision to
approve the preYiminary Plat Alteratian,
NOW, THEREFOI�, BE IT TtESOLVED THAT the Board of Courxty
Cornmissioners af Crrant County, Washington hereby approve by this Resolution, subject to the
eleven (11) Concliiions oiApproval listed below, a preliminary Flat Alteraiion of Lot 11 of
Croolc Estates plat, lacated in the northwast quarter of Section 14, Township 16 Narth, Range 26
East, Willamette Mexidian, Grant County, Washington (Parcel #07-1390-Q11).
CONDYTIONS O�' APPROVAL
1) Devalogrnent shall be in campliance with the GrovvCh Management Act, the countywide
Planning Policies, the Washington State Environtxiental Policy Act, the Grant County
Comprehensive Plan, the Grant Caunty Unifiecl Developinent Code, and all applicable
local, state, and federal regulations, rulings or requirements.
2) Development shall comply with all requirements of the Granti County Fire Marshal and
shall be in compliance with Crrant County Fire Flow guidelines, the Uniform Building
Code, the Uniform Fire Code, and all other applicable requirementis %r fire protection
and safety.
3) This proposal shall comply with all requirements deemed necessary by the Washington
State Department of Health and the Washington State Department of Ecology in regards
to domestic water supply, sewage systerns, and storm water control and treatment
including, but not limited to: RCW 90.48.080 (Discharge of Polluting Matter in Waters
Prohibited), WAC 173-200 (Ground Water Quality Standards), WAC 173-201-A
(Surface Water Quality Standards), and WAC 246-272 (On-Site Sewage Systems).
4) If any N`ative American grave site(s) ox arc�aeological/cultural resources (Indian
�rtifacts) axe faund, all construction activity shall stop and the owner/developer sha11
immediately notify the Grant County Planning Department, Colville Confed�rated
Tribes, and the W�shington State Of�ce of Archaeology and Historic Preservation.
5) Approval of the requested Plat Alteration shall be cantingent upon conformance with all
applicable land use rules and regulatians in effect at the time the applications were
deemed Technically cornplete; that date being July 13, 2007 in this ii�stance.

6) The applicant shall comply wi�h all requirements as deemed necEssary by the Grant
County Health Aistr�ct, including, but not limited to:
a) A Site Regzstration will be needed for Lat A. The applicant shall contact the
Grant County Health District regarding the requirements and procedure for this.
7) The applicant shall comply with all requirements as deemed necessary by the Grant
County Public Worlcs Depa�rtment, including, but not limited to:
a) Provide a plat review fee of $50.00.
b) An Approach Permit must be obtained prior to the issuance of a building
permit.
8) The applicailt sha11 comply with all requirements as deemed necessary by Grant County
Emer�ency Services.
9) The applic�nt shall comply with all requirements as deemed necessary by the Grant
County Auditor, including, but not limited to:
a) In the Title Blacic on each page, please change the name to "Crook �states,
�t.eplat Lot 11."
10) The applicant shall cornply with a11 requirements as deemed necessar� by the WA State
bepartment a� Transportation, including, but not limited to:
a) WSDOT concurs with �he praposed access to Lots A and B from the inte�mal
road system,
b) Direct access ta State Highway 26 from the Short Plat is not permitted.
11) The a�pplicant shall comply with a11 requirements as deemed necessary by the Grant
Caunty Planning Department, including, but not limited to:
a) Developmant shall comply with the requirements of GCC § 22.04 Article V
"Fina1 Subdzvisions and Short Subdivisions" ancl all other pertinent portions of
Grant County Code.
b) Please make the following carrections/ad.ditians to the mapping consistent
with UDC 23.04.080:
i. Tn the Additional Notes on Page 2 of 2, please change (four times)
the reference from a"short plat" to a"plat,"

2. The Plat Alteration does serve the public use and interest;

The Plat Alteratzon does comply with the Comprehensive Plan, the Shoreline
Master Program, the zoning code and other land use regulations, and SEPA;
The Plat Alteratian does comply with Health District requirements for sewage
disposal and potable �water supply;
The Plat Alteration daes contain an acourate legal description of the lats being
c�eated, and the roads and easements therein;
6. The Plat Alieration does comply with Grant Count� and, wh�re a�plicable, all
State Depa�tment of Transportation regulations pertaining to roads, utilities,
drainage, access for emergency vehicles, and other infrastructure improvements;
7. The Plat Altaration does �ampl� with al� requirements of the United States
Department of the Interior, the Department of Reclamation, and/or a recognized
Irrigation I7istrict whez� the proposed preliminary is withxn the baundaries of an
Irrigation District.
