Budget and Finance Update Road District Supervisor Luncheon L Allison at Grant County PUD District Wide Event (ATEC) Open Record Public Hearing, Sheriffs Office and WSU Cooperative Extension Budget Extensions The Grant County Commissioners session was called to order at g:oo a.m. with all the Commissioners in attendance with the Clerlc of the Board. COMMISSIONERS WORK SESSION The Commissioners approved the $250,000.0o budget transfer in Fund #i26 R�ET first quarter. The Commissioners denied the recommendation of the Human Resources Director to increase staffing in the Technology Services Department. The Commissioners reviewed the Human Resources Director and Health Insurance Committee recommendations as listed above and made the following decisions: Approve the employer/employee split of the 4.�8% dental increase (2.09% to each) Denied the recommendation that Grant County pay the .g% medical insurance increase alone, but that this increase will be paid by an employer/employee split. Page 2 of 5 COMMISSIONERS' MINUTES OPEN RECORD PUBLIC HEARING, SHERIFF'S OFFICE AND WSU COOPERATIVE EXTENSION BUDGET �XTENSIONS The Commissioners held an open record public hearing regarding a budget extension for the Grant County Sheriff's Office Fund # 109, Department #151 in the amount oF $10,000.00 to purchase laptops; and for the WSU Extension office Fund #001, Dept #122 in t11e ainount of $4,251.00 to purchase office supplies, travel axpenses, and repairs and inaintenance on office equipment. Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Stevens seconded and the motion passed with 2 Cominissioners in attendance. Commissioner Carter moved to adopt the budget extension as presented, Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. Page 3 of 5 COMMISSIONERS' MINUT�S OPEN RECORD PUSLIC HEARING SHERIFF'S OFFICE BUDGET EXTENSION The Commissioners held an open record public hearing regarding a budget e�ension for the Grant County Sheriff's Office Fund # ooi, Department #i4i in the amount of $8,050.0o to purchase supplies and equipment for their Police K-9 program. Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens rnoved to adopt the budget extension as presented, Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. o�-i3i-CC) D POHLE, PUBLIC WORKS UPDATE The Commissioners approved and signed Resolution No. 0�-�32-CC in the matter of transferring jurisdiction of portions of 5 County Roads in the Quincy Area to the City of Quincy. The Commissioners signed a i5 Year Dedicated Service Award for Gregory A. Cardwell; and a 5 Year Dedicated Service Award for Samuel �. Lamb. OPEN RECORD PUBLIC HEARING, INTENT TO VACATE/CUL-DE-SAC IN �LTNLAND ESTATES The Commissioners held an open record public hearing regarding the vacation of a portion of a cul-de-sac in Sunland Estates, on Section Place S. The Director read into the record his engineers report and stated that he recommends this vacation. Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Steven seconded and Che motion passed with 2 Commissioners in attendance. Commissioner Carter moved to approve the vacation as presented, Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. The Commissioners signed the Public Worlcs Claims Fund Voucher Approval No. o9-i through No. 09-66 in the total amount of $�83,790.18, as recorded on a listing and made available to the Board. Desert Aire Associates (Desert Aire Division #10), File #06-4484-02 • David Niderost (David Niderost Short Plat), File #0�-4714-01 The Chair of the Board was authorized to sign a Homeless Grant Assistance Program (HGAP) 200� Fall Application for Funding between Grant County, the North Columbia Comrnunity Action Council (NCCAC), and the Department of Community, Trade and Economic Development. This grant is to supply funds in a statewide effort to reduce homelessness in Washington State. As of this date, the Board, by a majority vote, does approve for paynnent those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $960,889.5i, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign an AIA Document A1oi —1997 Standard Form of Agreement between Owner and Contractor where the basis of payment is a stipulated sum between Grant County and Halme Builders, Inc. for the Equine Barn project at the Fairgrounds.
