HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of December 4, 2006 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerlc of tha Board. The Comtnissioners held an open racord pubic hearing regarding the 2007 Budget Meetings setting the County 2007 Budget. The hearing will be continued each day until the budget is adopted. As of tihis date, the Board, Uy a majority vote, does approve for payment those vouchers cei-tified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $126,557,09 and $938,909,71, as recorded on a listing and made availaUle to the Board. The Commissioners held a Closed Record Public Hearing regarding a minor zone change application fxom David Sparlcs for two parcels from Rural General Commercial (RGC) to Urban Commercial 2(UC2). The subject area is located north of I-90 and east of the City limits of Moses Lake and is a portion of the northeast quarter of S 31, T 19 N, R 29 E, W M(parcel nos. 211772000 & 211771000). Commissioner Allison moved to uphold the Planning Commission recommendation to approve the application as presented recognizing the 10 Findings of Fact. Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned. The Commissioners approved the request of the Department of Emergency Management to purchase Trimble Global Positioning Equipment with Homeland Security Funding (Contract E06-028) in the amount of $3,005.00. The Commissioners approved the request of Juvenile Court and Youth Services for a budget transfer within Fund #001, Department #117 in the amount of $1,600.00 to purchase printer. As there was no further business to come before the Board the session was continued until December 5, 2006. December 5, 2006 The session was continued at 9;00 a.m. with all the Commissioners in attendance with the Clerlc of the Board. The Chair of the Board was authorized to sign the Clint Brown (Clint Brown Short Plat) Final Plat Submission and Review, File #OS-4366-01. Page 1 of 3 COMMISSIONERS' PROCEEDINGS Week of December 4, 2006 The Commissioners met with the Public Works Director regarding: Resolution on Load Restrictions; Annual Construction Program Adopting Resolution; Street Lighting Request far Randolph Road Corridor (Rd 7-NE to Tyndall); Stratford Road Corridor (R7-NE to Tyndall); Larson Trail Meeting; and Tire Reclamation Contract. A motion was made Uy Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06-262-CC, a resolution governing emergency load limitations on county roads, the issuance of special motor vehicle permits to use on weight restricted county roads, and fixing penalties for violations thereof, be passed. The motion carried. The Chair of the Board was authorized to sign an Interagency Agreement between Washington State University Extension and Grant County to continue a longstanding, joint funding relationship for county/area extension faculty and designated support staff. The Commissioners signed the Final Payroll Register for the month of November 2006. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06-263-CC, a resolution ratifying the approval of the sale of Grant County personal property located in Moses Lalce, WA, calling for a public auction and, other matters property related thereto, be passed. The motion carried. The Commissioners met in Executive Session with the Human Resources Director regarding Personnel Issues from 3;50 — 3:52 pm. As there was no further business to come before the Board the session was continued until December 6, 2006. December 6, 2006 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerlc of the Board. The Commissioners approved for distribution to Elected Officials and Department Heads Revised Administrative Policy 02-02, Expense Reimbursement. As thexe was no further business to come before the Board the session was continued until December 7, 2006. Cominissioner Moore was out and excused. The Commissioners received and approved for distribution a request to initiate the Sicic Leave Donation Policy for an employee of the Planning Department.
